NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Sleepy Hollow authorizes the Village Administrator to execute and deliver the Grant Disbursement Agreement to the Dormitory Authority of the State of New York. BE IT FURTHER RESOLVED that the Mayor, Village Administrator, and Village Treasurer are authorized and directed to take any action consistent with his or her powers and necessary or appropriate to implement this resolution and the Village's performance under the Grant Disbursement Agreement. BE IT FURTHER RESOLVED that the Village of Sleepy Hollow is committed to the Project, has financial resources available to complete the Project, and commits to funding to complete the Project. Moved: Deputy Mayor Rosenbloom Seconded: Trustee Leavy Vote: Unanimous �Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Submission of Grant Application for a Route 9 Corridor Active Transportation Feasibility Study and Conceptual Design Plan WHEREAS, Interested residents and officials from the villages of Sleepy Hollow, Tarrytown, Irvlngton, Dobbs Ferry and Hastlngs-on-Hudson, have come together subsequent to a Complete Streets workshop held In Hastings In the Fall of 2015 with the Intent to work together to achieve safer bicycle and pedestrian conditions in the shared Route 9 Corridor; and WHEREAS, the aforementioned Villages are members of the Inter-municipal joint venture Sustainable Westchester which hosted the Complete Streets workshop; and WHEREAS, the New NY Bridge project includes a dedicated bicycle/pedestrian lane; and WHEREAS, the New NY Bridge Community Benefits program includes funding to facilitate bicycle/pedestrian connections to adjacent communities; and WHEREAS, the Villages, under the auspices of Sustainable Westchester, submitted a Letter of Interest in applying to the New NY Bridge Community Benefits Program for $150,000 in funding for a proposed Active Transportation Feasibility Study and Conceptual Design Plan along U.S. Route 9 from Hastings through Sleepy Hollow, connecting with the New NY Bridge's planned bicycle/pedestrian lane. The Grant Review Committee, having reviewed the Letter of Intent, Invited the Villages to submit a formal application for funding; and WHEREAS, the Community Benefits Program does not require a match; and WHEREAS, the Villages have retained a grant-writer for this purpose; and WHEREAS, the Village of Irvington has agreed to serve as lead applicant. NOW, THEREFORE, BE IT RESOLVED that the Village of Sleepy Hollow Is desirous of working with Its neighbors to achieve the bicycle and pedestrian enhancements as envisioned, and supports and endorses the grant application, authorizing Its submission to the New NY Bridge Community Benefits Program. BE IT FURTHER RESOLVED that the Board of Trustees recognizes Village Administrator Anthony Glaccio, M r . Daniel Convlssor and Mr. David Hodgson for their participation in the �efforts to date and hereby formalizes their participation in the Project's Steering Committee on behalf of the Village of Sleepy Hollow. BE IT FURTHER RESOLVED that the Village of Sleepy Hollow shall actively support the implementation of the project should the grant application be funded. Moved: Trustee Leavy Seconded: Trustee Gebler Vote: Unanimous �Resolution of the Board of Trustees of the Village of Sleepy Hollow on Pocantico Water Tank Change Order WHEREAS, The Village of Sleepy Hollow rvillage") Is constructing a new water storage tank and related systems, equipment, and appurtenances thereof on Lake Road fProject'O; and WHEREAS, the Village Is party to a certain Temporary Construction Easement with The National Trust for Historic Preservation in the United States ("National Trust") and Contract No. 15-02 with Sentrale Construction Corporation C'Sentrale") in connection with the Project; and WHEREAS, National Trust has agreed to extend the hours during which work may be performed on the Project under the Temporary Construction Easement; and WHEREAS, the Village and Sentrale would like to utilize the extended work hours in order to expedite completion of the Project. NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees approves and authorizes the Village Administrator to execute a Change Order under Contract No. 15-02 dated May 17, 2016, in the form requested by Sentrale and recommended by Dolph Rotfeld on September 20, 2016, for a time extension and accelerated schedule for the Proiect; and be It further RESOLVED, that the Village Administrator is authorized to make and accept amendments and revisions to the Change Order so long as the same are not material or are not adverse to the Village's interests and are acceptable in form and substance to Village Counsel. Moved: Trustee Gebler Seconded: Trustee Leavy Vote: Unanimous �Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Waterfront Plaza Project WHEREAS, it is a Village priority consistent with our Local Waterfront Revitalization Program to ensure public access to the riverfront, increasing recreational use including view enjoyment; and WHEREAS, the Village was awarded a $246,000 grant by the New NY Bridge and the New York State Thruway Authority to design and construct a waterfront plaza which will be both a unique interpretive interactive exhibit and a recreational resource; and WHEREAS, the developers of Edge-on-Hudson have committed to granting to the Village of Sleepy Hollow a perpetual easement over that portion of the developers' land upon which the grant Project will be constructed; and WHEREAS, the planned pedestrian trails make the subject property an ideal location for the Project. NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Sleepy Hollow does hereby authorize the Project as described in the grant agreement between the Village of Sleepy Hollow and the New York State Thruway Authority. BE IT FURTHER RESOLVED that Anthony Giaccio, Village Administrator, is authorized to execute the grant agreement, and sign all grant administration documents including reimbursement requests, project status reports and Minority and Women Owned Business Enterprise reporting. Moved: Trustee Leavy Seconded: Trustee Gebler Vote: Unanimous �Resolution of the Mayor and Board of Trustees of the Village of Sleepy Hollow Adopting Tax Exemption for Senior Citizens Whereas, the Village of Sleepy Hollow ("Sleepy Hollow") has conducted a public hearing to approve the continuation of a partial tax exemption for senior citizens for the 2016 Assessment Roll according to Section 467 of the Real Property Law; and Whereas, this partial property tax exemption is based in part upon the income of the senior citizens who apply for this exemption; and Whereas, it is the intention of Sleepy Hollow to grant the maximum possible exemption in accordance with those income levels to its senior citizens. Now, therefore, be it resolved, that Sleepy Hollow hereby adopts the maximum level of income permitted, together with the highest percent of exemption permitted by Section 467 of the Real Property Tax Law and that the Village Assessor is authorized to accept and grant those exemptions where appropriate in accordance with those guidelines; and Be it further resolved, that in determining eligibility and levels of income, senior citizen applicants may deduct un-reimbursed medical and prescription drug expenses and/or veteran's disability compensation when calculating the "Total Income" of the owners of real property.
