                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
October 4,2016 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, N.Y.

Mayor Wray called the work session to order at 7:10pm.
EAST PARCEL CONCEPT PLAN - Village Planner, David Smith outlined the next steps
regarding the East Parcel environmental review. The public comments are being compiled and
will be categorized. All substantive comments will be responded to and will be made part of the
final environmental impact statement. The last step is to approve the findings statement. If the
Board decides to change elements of the concept plan this may facilitate additional review. WSP
Engineering will attend a future work session to discuss the concept plan with the Board. The
Board asked that WSP Engineering come after all of the East Parcel surveys have been returned.
SEASONAL VENDOR PERMITS - Mayor Wray started the discussion regarding seasonal
vendor permits. Several businesses and organizations are selling food and souvenirs during the
Halloween season to take advantage of the large number of tourists that visit the Village in
October. In some cases, selling these items violates the Village Code. The Board is considering
adopting a local law to implement seasonal permits for these types of "pop-up" businesses.
Discussion ensued.
SPEED HUMPS - Mayor Wray started the discussion about installing speed humps at various
locations throughout the Village as a traffic calming device. A public hearing would be
necessary in order to adopt a speed hump policy. Mayor Wray requested that a public hearing be
set on this matter at the next Board meeting agenda.

�SCHOOL RESOURCE OFFICER - A draft agreement between the School and Village
regarding the school resource officer was distributed to the Board. The Board needed more time
to review the document. Mayor Wray said that he will table the matter until the next work
session. Deputy Mayor Rosenbloom said that the School should be sent a copy of the draft
agreement.
EXECUTIVE SESSION
On a motion made by Trustee Scaglione and seconded by Deputy Mayor Rosenbloom and
carried unanimously, the Board moved into executive session to discuss a legal matter.
On a motion made by Trustee Leavy and seconded by Deputy Mayor Rosenbloom and carried
unanimously, the Board moved out of executive session.
HAUNTED HAYRIDE PRODUCTION - The Board considered a proposal from Animatronics
to produce the Haunted Hayride show. Animatronics has produced the show for many years and
has done a good job. The Board was in agreement to approve this proposal. Mayor Wray
requested that this item be on the next Board meeting agenda.
STOP DWI IMA - Chief Bueti gave an overview of a draft inter-municipal agreement with the
County related to stopping DWI. Under the agreement, the County pays the Police Department
to increase its enforcement of DWI. Chief Bueti recommended approving this agreement.
Mayor Wray requested that this item be on the next Board meeting agenda.
ELECTION DISTRICTS - The Board reviewed a draft resolution to set the Village election
districts for the March election. Mayor Wray requested that this item be on the next Board
meeting agenda.
OFFICERS UP FOR ELECTION - The Board reviewed a draft resolution announcing the open
offices that will be on the ballot in the March election. Mayor Wray requested that this item be
on the next Board meeting agenda.
EDGE ON HUDSON ESCROW - Mayor Wray summarized a request made by Edge on Hudson
to reducing an escrow account related to pollution insurance for the East Parcel. The escrow
reduction is consistent with the original agreement that requires the escrow account to be equal
to the cost of the deductible. The deductible has decreased and so a portion of the escrow can be
returned. A resolution will be prepared by the Village Attorney for the next Board meeting.
STOP SIGNS AT THE CORNER OF MONROE AND HARWOOD - The Board discussed
setting a public hearing to add a stop sign at the comer of Monroe Avenue and Harwood Avenue.
The public hearing v^dll be set at the next Board meeting.
