Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Denise Scaglione Sandra Spiro Sam Gonzalez Rachelle Gebler Trustees John Leavy (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Rich Gross, General Foreman Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:10 p.m. SCENIC HUDSON TRAIL PLAN - Planner, Amy Kacala of Scenic Hudson gave a power point presentation on a trail plain she recently completed. The plan was previously sent to the Board. The plan includes ten recommendations designed to improve pedestrian access between Tarrytown and Sleepy Hollow and within each Village. The Board had several questions about how the recommendations would be financed. Ms. Kacala said that the recommendations could be financed through various ways, but that a financial commitment by the Village is not necessary. She is seeking general support for the plan and asked that the Board create a trail plan committee with the Village of Tarrytown. Mayor Wray requested that a resolution to support the plan be put on the next Board meeting agenda. POCANTICO STREET LOADING ZONE - The Board discussed pedestrian safety issues on Pocantico Street near the Morse School. A resident recently requested that the loading zone on Pocantico Street be re-established for drop off purposes. The resident has an elderly mother that lives at the Van Tassel Building and there is nowhere to safely drop her off. Sean McCarthy joined the discussion that included removing the existing crosswalk acrossfiromthe Morse School entrance, putting a crosswalk at Elm Street and putting the loading zone back in. These changes would require a public hearing. Mayor Wray said that a public hearing will be set on this at the next Board meeting. �FIVE YEAR PLAN - Deputy Mayor Rosenbloom gave a report on the five year plan. Mr. Rosenbloom has spearheaded a committee created to establish a template for a five year plan. Trustee Scaglione and Trustee Leavy are also on the committee. The committee has been getting input from the treasurer and from department heads to get an idea of projected revenue and expenses over the next five years. The information will be used as a tool to help future decisionmaking by projecting future operational budgets and capital expenses. SCHOOL RESOURCE OFFICER - The Board discussed a draft agreement between the School and Village regarding the school resource officer. The Board had several questions. The agreement will be sent to the School for review. BUS SHELTER INTER-MUNICIPAL AGREEMENT - The Board reviewed a draft bus shelter inter-municipal agreement with the County of Westchester. The Village receives payment from the County from advertising revenue generated by the bus shelters. This is a renewal agreement. The Village Attorney will review the agreement before it's voted on. BOOT DRIVE - The Board reviewed a request from the Fire Department to hold a boot drive the last two weekends in October. The Police Chief said that the boot drive should not increase traffic. The Board was amendable to this request. SPECIAL SESSION On a motion made by Trustee Scaglione and seconded by Trustee Gonzalez and carried unanimously, the Board moved into of special session. RESOLTUIONS Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve the Fire Department's annual boot drive. Motion carried 6-0. Motion was made by Trustee Scaglione, seconded by Trustee Gonzalez to authorize the submission of a DOT grant for sidewalks on Cortlandt Street. Motion carried 6-0 On a motion made by Trustee Gonzalez and seconded by Trustee Gebler and carried unanimously, the Board moved out of special session. At 8:40 the work session was adjourned.
