Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez Sandra Spiro, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasuer Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Village Police Chief Richard Gross, Village General Foreman Absent: Trustee Scaglione and Trustee Leavy. At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for 57 year old Marion Smutek, former resident of Sleepy Hollow. Our thoughts are with the families and friends. Public Hearings: "Stop Sign at the corner of Munroe Avenue and Harwood Avenue" Village Clerk read the public hearing announcement aloud for the record. Paulo Aricibina - of Hardwood Avenue addressed the Mayor and the Board regarding speeding and safety issues. He said previous public hearings and actions by the Board addressed some traffic concerns. He also stated speeding is an ongoing concern especially at the intersection of Harwood Avenue and Munroe Ave. He believes one more stop sign is well worth it and it may save lives. Matt Yotz - of Farrington Avenue addressed the Mayor and the Board and stated that traffic has slowed down but the visibility on the particular corner is an issue and is in favor of the stop sign. Mary Ellen Joy of Riverside Drive addressed the Mayor and the Board and stated she supports all stop signs in the Manor and asked for more police presence for speeders. She stated the visibility at the corner of Harwood and Munroe is limited due to foliage. Jim McGovern of Harwood Ave addressed the Mayor and the Board and stated he has removed some foliage on the corner of his property which is located on the corner of Harwood and Munroe Avenue and is in favor of the installation of a stop sign. �Dana McGovern of Harwood Avenue addressed the Mayor and the Board and stated there are at least 15 children at Munroe Ave and Farrington Ave and at Harwood Ave and Bellwood Ave that cross the street for the school bus. She is disheartened that some residents are concerned of the appearance of the neighborhood instead of safety. She asked the Board to give the utmost consideration to children's safety and is in favor for the additional stop sign. Edna Belanich of North Washington Street, addressed the Mayor and the Board of Trustees and stated she has been a resident of this Village for over 52 years and the safety issue is a problem throughout the entire Village, not just the Manors. She stated children should play in the backyard. She is not in favor of additional stop signs. There were no additional comments at this time. On a motion by Trustee Gonzalez, seconded by Trustee Spiro the public hearing was closed. Mayor Wray stated the Board of Trustees has 60 days to make a decision regarding this matter. Approval of Warrants: On a motion by Trustee Gebler, seconded by Trustee Gebler the warrant approved and the Treasurer was authorize to pay bills in the amount of $869,092.73. Motion carried. Approval of Minutes Deputy Mayor Rosenbloom moved, seconded by Trustee Gonzalez to approve the Minutes of October 4, 2016 with minor typographical error changes. Motion carried. Trustee Gebler moved, seconded by Trustee Gonzalez to approve the Minutes of October 11, 2016 as amended with minor typographical error changes. Motion carried. Deputy Mayor Rosenbloom abstained. Trustee Gonzalez moved, seconded by Trustee Gebler to approve the Minutes of October 18, 2016 with minor typographical error changes. Motion carried. Mayor announcements: Mayor Wray asked that everyone be cautions while driving during Halloween season, due to the many visitors that visit or Village this time of the year. Mayor Wray congratulated Deputy Mayor Rosenbloom for successfully completing the 10k run last week. Deputy Mayor Rosenbloom thanked the Village Staff for ensuing the safety of all runners and he also thanked the Rivertown Runners as well for a great event. �Administrator's Report: (See attached) Department Head Reports: Sean McCarthy- Building Dept. (see attached report) Anthony Bueti- Police Chief (see attached report) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Edna Belanich of North Washington Street, addressed the Mayor and the Board of Trustees and stated she received a proclamation in memory of her late husband, Mario, from the Westchester County Board of Legislatures. Resolutions: (see attached) R1 - Endorse Scenic Hudson Trail Plan R2 - Set Public Hearing for Crosswalks at the intersection of Elm Street and Pocantico Street R3 - Set Public Hearing for Speed Humps R4 - Approve Bus Shelter IMA R5 - Approve Stop DWI IMA R6 - Approve Ragamuffin Parade Old Business: Trustee Spiro asked about road work being done in certain areas in Sleepy Hollow Manor. Discussion ensued regarding Con Edison installing gas lines and doing road work. Communications: The Village Clerk received correspondence from Anthony Landi regarding traffic on Old Broadway. Arbor Day in Sleepy Hollow will take place on November 4th. A Pink Florida Dogwood Tree will be planted at the Senior Center in memory of the late Ms. Pastel, a lifelong resident of the Village. �Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Hugh Jones addressed the Mayor and the Board of Trustees and stated he is concerned of too many stop signs being installed in the Manors. Executive Session: At 8:37pm, Trustee Gebler moved, seconded by Trustee Gonzalez to go into executive session to discuss personnel matters involving the appointment of particular people and to ask for and receive advice of counsel. At 9:18pm Trustee Gebler moved, seconded by Trustee Gonzalez to exit executive session. Mayor Wray stated that the Board would not be taking any more formal action at the meeting, but that the Village will be identifying people for appointment to fill vacancies on the Waterfront Advisory Committee and that the Board expects to make appointments and refer the Sleepy Hollow Local Development Corporation application for a Special Permit and Waterfront Development Concept Plan for the East Parcel to the Waterfront Advisory Committee in the coming weeks once the Committee is fully constituted. At 9:20 pm, on a motion by Deputy Mayor Rosenbloom, seconded by Trustee Gonzalez, the meeting was adjourned. Paula A.
