Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Denlse Scaglione Sam Gonzalez (7:15pm) Absent: Sandra Spiro, Trustee Also Present: Anthony P. Glaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Village Police Chief Richard Gross, Village General Foreman At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Alessandra Carmel Dlmperio, Kathleen Moon, Morais Miranda and Mr. and Mrs. Carmelo Sbezzi, all longtime residents of our community. Our thoughts are with their families and friends. Mayor Wray, presented Police Officer Guzzo and Police Officer Fiorisi with a lifesaving award, for their efforts in saving the life of a local resident. Approval of Warrants: On a motion by Trustee Scaglione, seconded by Trustee Leavy the warrant was approved and the Treasurer was authorize to pay bills in the amount of $1, 670,942.60 Motion carried. Approval of Minutes The Minutes of September 27, 2016 were tabled. Mavor announcements; Mayor Wray stated he will be appointing Tom Capossela and Jennifer Lobato-Church to the Waterfront Advisory Committee. The "WAC". Mayor Wray stated he will be appointing a Skate Park Committee as well. Administrator's Report: (see attached) �Mr. Giaccio announced that on December 3rd at 3:30pm, there will be a holiday lighthouse lighting ceremony and all are welcome. There will also be a tree lighting ceremony at Patriots Park, on the same day at 4:30pm. Trustee Leavy thanked Mr. Giaccio for attending to the roof leak at the fire house. Department Head Reports: Public Works: Richard Gross, General Foreman reminded everyone of the sanitation schedule for the week of Thanksgiving. He asked that residents do not park on top of leaves, as this may start a fire. Discussion ensued regarding loose leaves pick up and also regarding a new garbage truck. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time. Resolutions: (see attached) Rl- Accept Resignation of Parking Enforcer R2 - Approve Muni Meter Bid R3 - Authorize Clerk to Obtain Civil Service List for Police Officers New Business: Mayor Wray asked for a motion to appoint the following members to the Waterfront Advisory Committee: Jenifer Lobato-Church, Anne White and Tom Capossela. Trustee Scaglione moved, seconded by Deputy Mayor Rosenbloom. Motion carried. Mayor Wray asked for a motion to appoint the following members to the Skate Park Advisory Committee; Matt Pressau, Bill Waldman, Jeff Deeds and Michael LaVoie. Trustee Gonzalez moved, seconded by Trustee Leavy. Motion Carried. At 7:35 pm, On a motion by Trustee Gonzalez, seconded by Trustee Leavy, the Board went into Executive Session to discuss a legal matter. At 8:15 pm, on a motion by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom the Board exited Executive Session. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Hugh Jones addressed the Mayor and the Board of Trustees and stated he is concerned of about too many stop signs being installed in the Manors. �At 8:37pm, Trustee Gebler moved, seconded by Trustee Gonzalez to go into executive session to discuss a legal matter. At 9:18pm Trustee Gebler moved, seconded by Trustee Gonzalez to exit executive session. Mayor stated that a legal matter was discussed and the resolution will be presented again at the next Board Meeting regarding this matter. At 9:20 pm, on a motion by Deputy Mayor Rosenbloom, seconded by Trustee Gonzalez, she meeting was adjourned. Paula A. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (11/15/16) SYKES PARK COMFORT STATION: The long awaited comfort station for Sykes Park has been delivered and installed. Finishing touches on the outside fa<?ade will be done this week. The bui81ding will be up and running once the plumbing and electrical connections are made. WATER TANK ROOF: The roof to the water tank has been poured and the project is still on pace to be completed by the end of the year with landscaping being done in the spring. By all accounts, this has been a successful project. SIGNS ON ROUTE 9: The last phase of the Route 9 streetscape project is the installation of decorative way-finding signs. These signs will be going up in both Sleepy Hollow and Tarrytown. They are currently being designs and will be installed soon. OCTOBER/NOVEMBER EVENTS: Generally speaking all of our fall events were successful starting with the Oktoberfest and ending with the Light the Night event that was held last Saturday. Tens of thousands of tourists visited the Village during this time and no doubt some of our businesses benefited. FIRE TRUCK BIDS: The bid opening for the ladder truck was yesterday. The bids came in lower than expected, which is good news for the Village. The bids will be reviewed by the fire truck committee and the Village Attorney. The goal is to have a recommendation for the Board at the next work session. KINGSLAND POINT PARK IMA MEETING: I meeting has been set up with the County to discuss the Kingsland Point Park Inter-Municipal Agreement. The current agreement expires at the end of the year. FIRE HOUSE ROOF: There is a serious leak coming from the flat roof in back if the fire house at Village Hall. The leak has caused damaged to several rooms in the fire house. Emergency repairs to the roof are needed. I will be soliciting proposals from roofing companies. SAFETY SEMINARS: There will be a defensive driving class for Village employess on December 15 and 16. There will also be a dig safe seminar for all DPW employees on December 28.
