                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
November 22,2016 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, N.Y.
Present:

Deputy Mayor Rosenbloom called the work session to order at 7:15pm.
EAST PARCEL CONCEPT PLAN PRESENTATION - Village Planner, David Smith updated
the Board on the status of the East Parcel DEIS and concept plan. David Weiss and Christopher
Riale of WSP Engineering were on-hand to discuss potential changes to the concept plan in
response to comments made by the public. A draft plan was provided. WSP showed what the
plan was before the public comments and the proposed changes. The Board shared ideas
regarding amending the concept plan. Discussion ensued.
SPECIAL SESSION
On a motion made by Deputy Mayor Rosenbloom and seconded by Trustee Leavy and carried
unanimously, the Board moved into special session.
Motion was made by Trustee Scaglione, seconded by Trustee Leavy to approve a resolution
referring the East Parcel Special Permit and Riverfront Concept Plan to the Waterfront Advisory
Committee. Motion carried 5-0.
On a motion made by Trustee Leavy and seconded by Trustee Scaglione and carried
unanimously, the Board moved out of special session.

�FIRE TRUCK BID - Trustee Leavy started the discussion regarding the fire truck bids that were
recently received. The Fire Truck Committee and Fire Department have reviewed the proposals.
The bids came in lower than expected and are comparable. Fire Chief, John Korzelius and
Assistant Fire, Chief Paul Cappello were asked to comment. The proposal submitted by E-One
is more consistent with the needs of the Village. The E-One truck has shorter outriggers which is
more suitable for the narrow streets of the inner village. They also have a walkable ladder which
is preferred. Ossining has an E-One fire truck and a demonstration was done prior to the
meeting. The Fire Truck Committee will meet again to make a final recommendation.
GREENBURGH TASK FORCE IMA - This item was tabled until Police Chief, Bueti is
available to comment on the matter.
ALARM PERMITS - This item was tabled until Police Chief, Bueti is available to comment on
the matter and when more information was available.
AUTOMATED SANITATION TRUCK RECEPTACLES - Mayor Wray started the discussion.
The new automated sanitation truck has been delivered. The Board has to decide which
receptacles to use. The choice is between a 65 gallon or 95 gallon container. General Foreman,
Rich Gross was asked to comment. The Board discussed the pros and cons of each receptacle,
but no decision was made. Mayor Wray asked Mr. Gross to bring each receptacle to the next
meeting so that the Board can get a good look at them. No action was taken.
ROUTE 9 DRAINAGE PROJECT GRANT - Mr. Giaccio provided the Board with a draft
resolution to approve the Route 9 Drainage Project. This matter was discussed at previous work
sessions. The Board was in favor of approving this project. Mayor Wray asked that it be placed
on the next Village Board meeting agenda.
EXECUTIVE SESSION
On a motion made by Trustee Scaglione and seconded by Trustee Leavy and carried
unanimously, the Board moved into executive session to discuss a legal matter.
On a motion made by Deputy Mayor Rosenbloom and seconded by Trustee Scaglione and
carried unanimously, the Board moved out of executive session.
At 9:25pm, the work session was adjourned.
