Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Denise Scaglione Sandra Spiro, Trustees Absent: Sam Gonzalez, Trustee Also Present: Anthony Giaccio, Village Administrator Joan Bucci, Deputy Clerk Clinton Smith, Village Counsel Sara DiGiacomo, Village Treasurer Sean E. McCarthy, Village Building Inspector Rich Gross, General Foreman Anthony Bueti, Police Chief At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor Wray had a moment of silence for the passing of North Tarrytown-Sleepy Hollow residents Dilema DelCarmen Soto, John D. Gallagher and Madeline Sullivan. Approval of Warrants: Trustee Scaglione moved, seconded by Deputy Mayor Rosenbloom to approve warrant November 16, 2016 in the amount of $1,555,076.96. Motion carried 7-0. Minutes: The minutes were tabled Mayor Announcements: Mayor Wray proposed changing the December Board meeting schedule. The Board agreed that there will be no meeting on December 27, 2016. Mayor Wray noted some changes in the agenda adding two Resolutions. Administrator's Report: (see attached) Police Department Report: Police Chief, Anthony Bueti provided the Board with a summary of police activity for the month. The Department is planning for upcoming Village events. There were 24 arrests in November and 220 for the year. 254 summonses were issued over the last month and 2800 for the year. There were 20 reports of vehicular accidents last month; increase could be due to the tourism. Deputy Mayor Rosenbloom asked if the prior year activity be include for comparison. Overtime for the Halloween events was lower than previous years. A notice will be going out to residents and handed out at the train station regarding holiday safety tips. Chief has met several times with the School Safety Committee; they are on top on things and progressing very nicely. He also met with the Public Advisory Committee; the Chairman has resigned so Chief would like to meet with the Mayor to discuss appointing of additional members. Deputy Mayor Rosenbloom commended Chief on his hard work and efforts he has made in managing the manpower and agrees they are doing a great job. Chief stated his staff deserves the credit. �Fire Department Report: Fire Chief, John Korzelius gave a report. There were 27 fire alarms (15 minor; 9-all equipment responded) during the month of October. Asst. Chief Cappello held 2 important drills: man down and wall breaching. Chief Korzelius thanked Asst. Chief Cappello for his hard work with the drills; they were well attended. A solar panel drill given by an expert is in the process of being scheduled. It will be held at the senior center. Other departments and mutual aid communities will be invited to attend. There is a special way of handling a fire at a building with solar panels. The fire department has obtained a copy of the addresses in the Village with solar panels from the Building Department. The October open house was well attended. Residents were able to use the fire hose and see demonstrates of the proper use of a fire extinguisher on small live fires. Planning on expanding the open house next year to include the police and ambulance departments and holding it in the Spring time. Did the fire prevention program last month in the schools; students really enjoyed the program. Reminded that residents should have their boilers checked and make sure to change the batteries in there smoke detectors. Department wide physicals will be done next month. Trustee Spiro asked if residents are required to register their solar panels. Chief Korzelius stated that expert coming to give the class stated he would recommend that we put a law into effect that states residents put a sticker on the house/building to indicate solar panels because often they are in the back of the house and the responders don't know they are there. Public Comments: Daniel Convissor of Maple Street, addressed the Mayor and the Board of Trustees and discussed the sanitation policy. Mr. Convissor stated he is excited about the new garbage truck and the program. He stated there are more size options for residents other than the 95 gallon or 65 gallon cans. He recommended providing residents with the option to choose their own garbage can size, which will also determine their sanitation fee. Resolutions: (see attached) R1 - Approve Fire Truck Bid R2 - Approve Route 9 Drainage Project R3 - Approve Bagging Parking Meters for the Holidays Old Business: Trustee Gebler recommended meeting with WSP Engineering to discuss the East Parcel Concept Plan. Trustee Gebler suggested that the Board and LDC meet together in a work shop type setting. Discussion ensued. Trustee Leavy commended the DPW for their work on the leaf removal and Halloween decorations.
