RESOLUTION OF THE SLEEPY HOLLOW BOARD OF TRUSTEES
AUTHORIZING THE VILLAGE TO ACCEPT BID FOR NEW FIRE TRUCK
WHEREAS, the Sleepy Hollow Fire Department wishes to acquire one (1) New Custom
Heavy Duty Mid-Mount Platform Fire Truck (the "Fire Truck") in accordance with specifications
prepared for the Fire Department; and
WHEREAS, the Village Board of Trustees authorized the solicitation of bids for the
purchase of such Fire Truck in accordance with such specifications and in accordance with
New York General Municipal Law §103 and other applicable provisions of law; and
WHEREAS, the bid was duly noticed and the bids received and opened on November
15, 2016; and
WHEREAS, the Village received two bids ranging in cost from $992,837.00 and
$1,008,869.37, each with "exceptions" as permitted in the Instructions to Bidders; and
WHEREAS, Village staff and officials and the Fire Department's Fire Truck Committee
have reviewed and evaluated the bids and recommended the "exceptions" most suitable for
the Fire Truck for its use in the Village; and
NOW THEREFORE BE IT RESOLVED, that the Village hereby accepts the bid of
Commander Equipment Supply Corp., the lowest responsible bidder, for an E-ONE 95' Mid
Mount Platform with Quest Chassis at $1,008,837.00 pursuant to such bid

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing Execution of the State/Local Agreement
With the New York State Department of Transportation
For the Route 9 Drainage Project
WHEREAS, a project for the improvements to the Route 9 drainage at Philipsburg Manor
(the "Project"), further described as to improve drainage by installing oil water separators
to catch polluted runoff from Route 9 in the vicinity of Philipsburg Manor in order to
prevent the pollution from draining into the Pocantico River and the mill ponds, is eligible
for funding under Title 23 U.S. Code, as amended, that calls for the apportionment of the
costs to be 80% Federal funds and 20% non-federal funds; and
WHEREAS, the Village of Sleepy Hollow desires to advance the Project by making a
commitment of all the non-federal share of the costs of preliminary engineering and rightof-way incidental work; and
WHEREAS, project has been assigned PIN number 8761.18 by the NYS Department of
Transportation; and
WHEREAS, a Memorandum of Understanding has been executed between the Village of
Sleepy Hollow and Historic Hudson Valley to administer the project; and
WHEREAS, the agreement covering preliminary engineering and right-of-way incidental
work is ready for execution, whereunder the Village of Sleepy Hollow is required to pay all
preliminary engineering and right-of-way work expenses up front before applying to the
Department of Transportation for reimbursement of the 80% to be covered by the grant,
up to a maximum of $72,000.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow hereby approves the Project; and authorizes the Village of Sleepy Hollow to
pay 100% of the federal and matching share of the cost of preliminary engineering and
right-of-way incidental work for the Project or portions thereof prior to submitting a
request for reimbursement of 80% from the Department of Transportation. And the sum
of $90,000 is hereby appropriated from the Village's capital budget under resolution
number 09/134-A/2016 for bond resolution dated September 27, 2016 for this purpose;
and
BE IT FURTHER RESOLVED that in the event the full federal and non-federal share
costs of preliminary engineering and right-of-way incidental work exceed $90,000, the
Village of Sleepy Hollow Board of Trustees shall convene as soon as possible to
appropriate said excess amount upon notification by the Mayor thereof; and

�BE IT FURTHER RESOLVED that the Mayor of the Village of Sleepy Hollow is hereby
authorized to execute all necessary agreements, certifications or reimbursements requests
for Federal Aid and applicable Marchiselli Aid on behalf of the Village of Sleepy Hollow with
the New York State Department of Transportation in connection with the advancement,
approval and administration of the Project; and
BE IT FURTHER RESOLVED that, in addition to the Mayor, the Village Administrator is
hereby authorized to execute any necessary agreements or certifications on behalf of the
Village of Sleepy Hollow with the NYS Department of Transportation in connection with the
advancement or approval of the Project; and
BE IT FURTHER RESOLVED that a certified copy of this resolution be filed with the New
York State Commissioner of Transportation by attaching it to any necessary agreement in
connection with the Project; and
BE IT FURTHER RESOLVED that this resolution shall take effect immediately.

Resolution of the Board of Trustees of the Village of
Sleepy Hollow to Suspend Meter Parking
Be it resolved that the Board of Trustees does hereby suspend requirements for the
meter parking for the Holiday season, starting December 12, 2016 and ending January
8, 2017.
Be it Further Resolved the Chief of Police is directed to place seasonal bags on the
meters during this time.
