Present: Also Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Denise Scaglione Sandra Spiro Sam Gonzalez Rachelle Gebler John Leavy Trustees Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Rich Gross, General Foreman Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00pm. MAINTENANCE CONTRACT FOR SCADA SYSTEM - The Board received a memo from Dolph Rotfeld Engineering related to a SCADA maintenance contract. SCADA stands for Supervisory Control and Data Acquisition System and is needed to monitor the Village's water system. Proposals to maintain this system were recently solicited and Dolph Rotfeld Engineering recommended Arcadis of White Plains, New York to provide this service. The Board was amendable to this. SOLICIT BIDS FOR TURF FIELD - Mr. Giaccio asked for authorization to solicit bids for the Barnhart Park Turf Field Replacement Project. Village Architect, Sean McCarthy has completed specifications for this project and there are funds available in the capital budget. The Mayor requested that this item be on the next Board meeting agenda. GREENBURGH TASK FORCE IMA - The Board reviewed a draft Inter-Municipal Agreement to continue to participate in the Greenburgh Task Force. The task force is made up of individuals from the police departments of all Greenburgh Villages the Town of Greenburgh and Sleepy Hollow. Police Chief, Anthony Bueti said that the task force has been very successful and would like to continue to participate. Members of the Board agreed that this has been a worthwhile program and saw no reason not to renew the agreement. Mayor Wray asked that this item be on the next Village Board meeting agenda after review by the Village Attorney. �SCENIC HUDSON TRAIL COMMITTEE - Mayor Wray informed the Board that he intends on appointing members to the Scenic Hudson Trails Committee. Scenic Hudson recently completed a trails study and this Committee will help implement recommendations made in the Study. This Committee will also work with Tarrytown and Scenic Hudson to make recommendations for new walking trails that connect the two villages. EAST PARCEL CONCEPT PLAN - Mayor Wray invited the Board to attend the next Sleepy Hollow Local Development Corporation meeting, which will be held on December 19, 2016. WSP Engineering will be at this meeting to discuss the East Parcel concept plan. HIGH SCHOOL INTERNSHIP - Trustee Spiro informed the Board that she has arranged for a High School intern to help with the Village's website. Trustee Spiro has been working with the School to find the right person for this internship. The Board was in favor of this and thanked Trustee Spiro for her efforts. WATER METERS PAY STRUCTURE - Mayor Wray started the discussion. The Village is about to install new water meters throughout the Village. The Board is contemplating how to charge for the cost of installing these meters. The cost can be charged through the water rates or per meter spread out over three years. The Board felt that the fairest way to charge is per meter. Mayor Wray requested that this item be on the next Board meeting agenda. POCANTICO STREET PEDESTRIAN SAFETY - Trustee Spiro has been working with Deputy Mayor Rosenbloom and Trustee Scaglione to come up with ideas of improving pedestrian safety on Pocantico Street. The group visited a school in Pleasantville, which has effective signage and recommended similar signage for Morse School. Trustee Spiro observed the Pocantico Street crosswalk during School drop off and had ideas on how to improve things including potentially moving or eliminating the crosswalk. Trustee Sprio said that School should be involved in the decision making. Trustee Leavy offered to meet with the School. There is a possibility that parking spaces will be eliminated if the crosswalk is moved and so a public hearing would be required. ALARM PERMITS - Trustee Leavy started the discussion regarding amending the alarm permit fee and fine. Alarm permits are being renewed and so the fees need to be set. Mr. Giaccio provided the Board with fee schedules from other municipalities. The alarm permit fees are consistent throughout the County. Police Chief Bueti joined the discussion. The Board asked Chief Bueti about the number of false alarms that are received each year. Chief Bueti said that most of the false alarms are from the large institutions. The Board felt that it was not necessary to change the fees at this time. SPEED LIMIT IN PHILIPSE MANOR - This matter was tabled �EXECUTIVE SESSION On a motion made by Trustee Leavy and seconded by Trustee Gebler and carried unanimously, the Board moved into executive session to discuss contract negotiations. On a motion made by Trustee Scaglione and seconded by Trustee Gonzalez and carried unanimously, the Board moved out of executive session. At 8:50 the work session was adjourned.
