Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Denlse Scaglione Sam Gonzalez Sandra Spiro, Trustees Absent: John Leavy, Trustee Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Village Police Chief Richard Gross, Village General Foreman At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Marc Warnock of Irvington NY, has three children residing in Sleepy Hollow. He died suddenly at the age of 48; Colonel Paul Bell 91 years old, former resident of North Tarrytown, was a veteran and served many military groups throughout his life; Donald Morrison, 86 yo, grandfather of our Police Officer Clifford Morrison and Ms.Gloria R. Cavalieri, 89 yo, a longtime resident of North Tarrytown & Sleepy Hollow. Our thoughts are with their families and friends. Public Hearing: Implementation of Speed Limit The Village Clerk read the Public Hearing notice aloud for the record. Mayor opened the meeting to the public and invoked the 5 minute rule. Barbara Muldoon of DeVries Avenue, addressed the Mayor and the Board of Trustees and stated that speeders have been a problem for a long time, and she is in favor of trying anything to slow down vehicles. Catherine Golub of Devries Avenue, addressed the Mayor and the Board of Trustees, stated that it is excessive to install new signs; she suggested more police enforcement and better visibility, such as edge cuttings. As the president of the PMIA, she'd like to know why the PMIA was not notified about this notice previously. Ken Anderson of Millard Avenue addressed the Mayor and the Board of Trustees, and would like to see more enforcement especially more stop signs, instead of lowering the speed limit. �Hugh Jones of Hunter Avenue addressed the Mayor and the Board of Trustees and would like to know who requested the speed limit to be lowered, and stated that the PMIA should give a proposal. As a member of the Planning Board, he feels such request should go to the Planning board first for input. He stated lowering the speed limit will not solve the problem. He is not sure if there is a problem to solve or if it's an individual's request. He is against any proposals to reduce the speed limit to 25mph. Anne White of Kendal of Hudson addressed the Mayor and the Board of Trustees and stated she is in favor of lowering the speed limit but also suggested more enforcement and adjustments to the roadways such as bump outs, traffic circles, and more signage. She also suggested having traffic engineers do experiments. Mayor Wray stated additional comments may be sent to the Village Clerk. Mayor Wray also stated this hearing is part on ongoing discussions and other hearings regarding safety concerns raised by local residents in the area of Philipse Manor. Trustee Scaglione moved, Deputy Mayor Rosenbloom seconded to adjourn the Public hearing until January 10, 2017. Approval of Warrants: On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione the warrant was approved and the Treasurer was authorize to pay bills in the amount of $354, 236.07 Motion carried. Approval of Minutes: On a motion by Trustee Gebler, seconded by Trustee Scaglione the Minutes of September 27, 2016 were approved with minor typographical error changes. Motion carried. On a motion by Trustee Gebler, seconded by Trustee Gonzalez the Minutes of October 25, 2016 were approved with minor typographical error changes. Motion carried. Trustee Scaglione abstained. On a motion by Trustee Gonzalez, seconded by Trustee Scaglione the Minutes of November 8, 2016 were approved with minor typographical error changes. Motion carried. On a motion by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom the Minutes of November 22, 2016 were approved with minor typographical error changes. Motion carried. Trustees Gonzalez and Gebler abstained. On a motion by Trustee Scaglione, seconded by Trustee Gebler the Minutes of November 29, 2016 were approved with minor typographical error changes. Motion carried. Trustee Gonzalez abstained. �Mayor Announcements: Mayor Wray stated he will be away for a couple of weeks and wished every happy holidays. He stated we should remind ourselves how much we have and to remember those less fortunate. Administrator's Report: (See attached) Department Heads Report: Robin Pell, reported on the senior bus and hopes to schedules more seniors for outings. She also reported on Meals on wheels, wrestling program for the younger kids, Basketball, and the after school program. The Cookies and Milk with Santa event is scheduled for December 16th at 6:00 pm. Discussion ensued regarding the location of the after school program. Mayor Wray asked for a motion to go into executive session to discuss a personnel matter. At 7:50pm, on a motion by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom the Board went into executive session. At 7:59pm, Trustee Scaglione moved, seconded by Trustee Gonzalez to exit executive session. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time from the public. Resolutions: (see attached) R1 - Approve Maintenance Contract for SCADA System R2 - Authorize Administrator to Solicit Bids for the Barnhart Park Turf Field Replacement Project R3 - Appoint Members to the Trails Committee R4 - Authorize Payment Plan for the New Automated Water Meters R5 - Authorize Mayor to sign Greenburgh Task Force IMA R6 - Approve Ambulance Corps Actions R7 - Approve Reopening Section 384-D of The Retirement and Social Security Law For a Former Police Officer. �New Business: Trustee Gonzalez suggested to the Mayor and the Board of Trustees a program called BoardPak. Trustee Gonzalez explained briefly how the program works, it is paperless and may save time and money. This would be used to prepare and organize all forns and documents needed for Board meetings. Discussion ensued regarding the contract duration, cost and more. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (12/13/16) FIRE HOUSE ROOF: We have retained a roofer to repair the Fire House roof. We needed to first contact Verizon because they need to move wires off the roof. I am meeting with Verizon and the roofing company tomorrow at 3:30 to see what wires need to be removed. FREMONT POND MEETING: Last Saturday, Deputy Mayor Rosenbloom, Trustee Gonzalez and I met with the company that did the study on Fremont Pond. We received good information and recommendations on how to proceed. The two issues are sediment and water quality. We believe it will be necessary to hire an environmental engineer to address these issues. PAY STATION MEETING: Trustee Levy and met with the pay station company to determine locations and to discuss the next steps in getting the pay stations installed and operating. There will 5 pay stations installed on lower Beekman, 4 on Valley Street and 1 to replace the one in the Village lot. Of these, 6 will be solar powered. 4 will be located in shaded areas. The pay stations will be ordered this week and will arrive in 4-6 weeks. MERCHANT'S COUNCIL MEETING: There will be a Merchant's Council meeting on Wednesday, December 14th at 9:00am at the Red Zebra. SENIOR CITIZEN BUS: I'm happy to report that the new senior citizen van will be delivered on Friday. This bus is completely funded through the Community Development Block Grant. Thank you Fiona Mathew and also thank you to Josephone Galgano for being a strong advocate for the seniors. GRANTS AWARDED: Speaking of our grant writer, we just learned this week that we, along with Tarrytown and Briarcliff were awarded a $602,879 grant for Consolidated Water Supply Implementation from the NYS Department of State. This project is the implementation of our Consolidated Water Supply Feasibility Study, completed earlier this year. The Village also was awarded $59,929 for a new LWRP from the NYS Department of State. This LWRP can serve as the Village's master plan. LIGHTHOUSE LIGHTING: Thank you to Burns Patterson and Edge on Hudson for organizing the lighthouse lighting.
