Present: Deputy Mayor Glenn Rosenbloom Denise Scaglione Sandra Spiro Sam Gonzalez John Leavy Trustees Mayor Kenneth G. Wray (Absent) Rachelle Gebler (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Rich Gross, General Foreman Deputy Mayor Rosenbloom called the work session to order at 7:05pm. BOARD PAQ - Trustee Gonzalez started the discussion. Board Paq is a paperless software system that is used to help manage Board meetings more efficiently. Trustee Gonzalez, the Village Clerk and the Village Treasurer met with Board Paq and feel the software is a good fit for the Village. The Board was interested in trying out this system on a trial basis. SPECIAL SESSION On a motion made by Trustee Leavy and seconded by Trustee Gonzalez and carried unanimously, the Board moved into special session. Resolution - Motion was made by Trustee Gonzalez, seconded by Trustee Leavy to approve an agreement with Board Paq for a paperless software system to help manage Board meetings on a 6 month trial basis at a cost of $99 per month. On a motion made by Trustee Gonzalez and seconded by Trustee Leavy and carried unanimously, the Board moved out of special session. NORTH WASHINGTON CULVERT PROJECT ENGINEER - Mr. Giaccio provided the Board with a proposal from Jim Hahn Engineering to provide engineering services for the North Washington Culvert Project. Hahn Engineering has worked on many similar projects for the Village and has done an excellent job. Deputy Mayor Rosenbloom recommended approving this proposal at the next Board meeting. �P O C A N T I C O S T R E E T T R A F F I C S T U D Y - The Board discussed hiring a traffic consultant to study Pocantico Street. There has been much discussion about improving pedestrian safety at Pocantico Street near Morse School and a traffic study would help identify hazards and make recommendations. The Board was amenable to this depending on the cost. Deputy Mayor Rosenbloom asked Mr. Giaccio to get cost estimates and provide them to the Board. R E D U C E S P E E D LIMIT IN PHILIPSE M A N O R - This matter was tabled. SOLICIT A P P R A I S E R - There was a discussion about hiring an appraiser to estimate future tax revenue created f r o m n e w construction being done in the Village. The Village Board has been working on a five year plan and it would be helpful to know what additional tax revenue the Village can expect over the next several years. The Board was in favor of soliciting proposals. T R A S H R E C E P T A C L E S - Rich Gross joined the discussion on trash receptacles. The Village Board recently purchased a new automated sanitation truck and special trash receptacles need to be ordered. The Board debated on whether to order 65 gallon or 95 gallon receptacles. There are pros and cons for each. The Board asked Mr. Gross to provide color options. F R E M O N T P O N D E N V I R O N M E N T A L E N G I N E E R - Deputy Mayor Rosenbloom started the discussion related to Fremont Pond. The water quality in Fremont Pond has been deteriorating as a result of contaminants that enter the pond from various sources. The Village Board is considering hiring an environmental engineer to design a plan that would reduce the number of contaminants that enter the pond. CON EDISON G A S L I N E R E P L A C E M E N T P R O J E C T - Mr. Giaccio mentioned that Con Edison is about to begin a large gas line replacement project in the inner-village. The work will start in January and could take 6 months to complete. The Village will work with Con Edison to lessen the impact the work will have on the residents.
