Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Denise Scaglione, Trustees Absent: Trustee Gonzalez & Spiro, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Police Chief At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor Wray thanked the wIt Takes a Village" organization with a proclamation for their commitment to helping the community. Public Hearings: Vehicles and Traffic: Speed Limit The Village Clerk read the public hearing notice aloud for the record. Correspondence regarding this matter was received from several residents. (See attached) Written comments from various residents regarding this matter have been received, shared with Board members and will keep on record with these Minutes. Anne White of Kendal on Hudson addressed the Mayor and the Board of Trustees and stated she is in favor of reducing the speed limit but also suggested a traffic study as well. She also mentioned there are other methods that should be considered such as a protected bike lane to slow down traffic. Steven Brabazon of Kelbourne Avenue addressed the Mayor and the Board of Trustees and stated that he's been a resident for over 25 years. He is in favor of safe driving throughout the Manor, but he is not in favor of reducing the speed limit, he believes this will be an expense to the Village. Hugh Jones of Hunter Avenue addressed the Mayor and the Board of Trustees with a written statement. (See attached) �Peter Oppenhein, addressed the Mayor and the Board on behalf of the PMIA Board. He stated recommendations from experts would help the police do their manage their job. Clare Davis of Hudson Street addressed the Mayor and the Board of Trustees and stated that lowering the speed limit alone won't solve the problem. She suggested the entire inner Village, and other residential streets should be have the speed limit reduced; more police enforcement, traffic bumps and other measures should help. Daniel Convissor of Maple Avenue addressed the Mayor and the Board of Trustees and presented a slide show regarding multiple safety measures to assist in reducing the speed limit. Steven Brabazon of Kelbourne Avenue addressed the Mayor and the Board of Trustees again and asked if there have been any fatal vehicular accidents in Philispse Manor and stated that the previous slide presentation is unrelated to the current discussion regarding the intersections in the Manor. There were no further comments at this time. Mayor Wray stated that everyone's comments and concerns will be taken into consideration and discussed by the Board at a future work session. Deputy Mayor Rosenbloom moved, seconded by Trustee Leavy to close the public Hearing. Motion carried. Approval of Warrants: Trustee Scaglione moved, seconded by Trustee Gebler, to approve the warrant and authorize the Treasurer to pay bills in the amount of $2,839,547.08 Treasurer DiGiacomo stated that the annual retirement plan payment, the purchase of a new garbage truck along with NYC water board and the Sykes Park station has made this warrant higher than usual. Approval of Minutes: Deputy Mayor Rosenbloom moved, seconded by Trustee Gebler to approve the minutes of November 15,2016, subject to minor typographical errors changes. Motion carried. Trustee Gebler moved, seconded by Trustee Leavy to approve the Minutes of December 6, 2016, subject to minor typographical errors changes. Motion carried. Trustee Scaglione moved, seconded by Deputy Mayor Rosenbloom, to approve the Minutes of December 13, 2016, subject to minor typographical errors changes. Motion carried. �Trustee Scaglione moved, seconded by Trustee Leavy to approve the Minutes of December 20, 2016, subject to minor typographical errors changes. Motion carried. Mayor Wray and Trustee Gebler abstained. Administrator's Report: (see attached) Department Head Reports: Clerks' Department: Paula McCarthy Tompkins, Village Clerk reported that the Clerk's Office processed over 750 permits, including parking permits, with an approximate revenue of $165,000.00. The Registrars' office processed 915 birth certificates and 214 death certificates with approximate revenue of $11,000.00 for the 2016 calendar year. A defensive driving course was offered to all employees and fire/ambulance volunteers. There were 40 attendees. Fire Department: Fire Chief Korzelius thanked Ms. White from Kendal on Hudson for their generous donation which was used for solar panel training purposes. Chief Korzelius stated the new fire truck is currently being worked on, he also reported on ongoing call responses, new cameras and equipment and volunteers. Public Works: Richard Gross, General Foreman reported on plans for the new garbage truck. He asked residents to continue to bag leaves. Discussion ensued on a plan for the garbage cans that will no longer be needed. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Joe Foley of Valley Street addressed the Mayor and the Board of Trustees, and stated more police enforcement is needed for drivers causing dangerous situations for pedestrians, including commercial trucks that drive too fast. He is concerned for all pedestrians. Jim McGovern of Sleepy Hollow addressed the Mayor and the Board of Trustees and asked if the installation of a stop sign, discussed at a previous public hearing for corners of Harwood and Munroe Avenues has been decided on. Mayor Wray stated this matter will be discussed at the next Work Session meeting. Resolutions: (see attached) Mayor Wray asked for a motion to re-appoint Daniel Convissor to the Environmental Advisory Committee. Trustee Scaglione moved, seconded by Deputy Mayor Rosenbloom. Motion carried. R1 - Authorize Administrator to Solicit Proposals from Appraisers for 5 Year Plan �R2 - Authorize Administrator to Solicit Proposals from Environmental Engineers for Fremont Pond R3 - Accept Resignation of Tree Trimmer Employee R4 - Acknowledge Actions by the Fire Wardens New Business: Trustee Gebler stated that she met with two residents of Kendal on Hudson, and discussed a literacy program for the Spanish community, to take place 3 days a week at Morse School. A survey will be available to assist the residents who would like to participate. Communications: The Westchester County Mobile Shredder will be in Sleepy Hollow on January 28 th . Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time. Mayor Announcements: At 8:15 pm, Mayor Wray asked for a motion to go into executive session to discuss personnel matters and negotiations. Trustee Leavy moved, seconded by Trustee Scaglione. Motion carried. At 9:46pm, Deputy Mayor Rosenbloom moved, seconded by Trustee Scaglione to exit executive session. Motion carried. McCarthy Tompkins Village Clerk �ADMINISTRATOR'S REPORT (1/10/17) CON EDISON GAS LINE REPLACEMENT PROJECT: A meeting was held with Con Edison to discuss the upcoming gas line replacement project that will take place in the inner-village. Residents will be contacted in advance when work is being done. We were told that recently paved streets like Howard and Washington will be fully restored. We plan on meeting periodically to make sure that everything is being done to limit the impact this project will have on the residents. ROUTE 9 SIGNAGE: Signs will be going up this week as part of the Route 9 Streetscape Project. There will be 11 signs in all. These are decorative wayfinding signs designed to guide tourists to various Village sites and to the downtown. FIRE TRUCK MEETING: A fire truck pre-construction meeting was held with members of the fire department and a representative from the truck manufacturer. The fire department members spent close to 5 hours with the representative to make sure all of the details of the truck design are worked out. They should be commended for their efforts. SNOW REMOVAL: This past Saturday was the Village's first major snow storm. TheDPW did an excellent job keeping the roads clear. I drove from Dobbs Ferry to Sleepy Hollow during the heart of the storm and can attest to the fact that Sleepy Hollow's plowing was the best of all the Rivertowns. VOC MEETING: On January 19 the Village will host the Village Officials Committee meeting. As you may already know, Sleepy Hollow is a member of a 7 Village consortium called the Village Officials Committee. We meet to try and come up with ways of working together to be more efficient. Last year we collaborated on the pot hole killer machine for example. HOTEL TAX: Another initiative started by the Village Officials Committee was to lobby for a the hotel tax. Sleepy Hollow participated in this effort in anticipation of the hotel that will one day be built as part of the Edge on Hudson project. I'm happy to report that the hotel tax has been approved by the State. WATER METERS: The automated water meter project has begun. Appointments have been scheduled with several residents and work will continue for several months. Notices have gone out with a number to call to set up an appointment or for questions. Could you please send the following to the board on my behalf regarding the proposal: Dear Board Members: I am very supportive of the idea of implementing a 25 mph speed limit throughout Philipse Manor. I think its a great idea for improving safety, especially for our children. I am however concerned that the new rule will actually be enforced. As an example, chapter 400-25 of the village code clearly states that there is no parking allowed throughout the Manor (there are also signs posted) but this has never really been enforced (even after a string of recent burglaries). I believe that selective enforcement is always a slippery slope. I think you need to consider either changing the code or be consistent around enforcing it. Two separate neighbors have said that they have called the police to report drag racing These are not minor speeding infractions; the issue involves serious excessive speeding which is dangerous. Implementing a 25 mile per hour speed limit will only be helpful if it is enforced. Whatever the current speed limit is there is not enough enforcement of it to prevent extreme speeding. Speed bumps offer a solution to slow drivers and we would like to know the steps involved to implement them. Speeding on Devries is a legitimate problem and it is a reasonable request for it to be addressed. I am writing this letter in support of reducing the speed limit to 25mph in Philipse Manor. Cars come out of the park or from the train station, and as soon as they hit the bridge, they tend to push the gas pedal and go flying by my house, especially cars coming out of the park. My children are older now, but for years I had to forbid them from playing in front of the house. My neighbors have small children, and they have to put "watch out for children" signs on the sidewalk, in the hopes that people slow down. If you actually drive 25mph through the neighborhood, you'll see it's plenty enough speed to get down the few blocks until Rte. 9. The speeding problem is especially problematic on Palmer and Bellwood. Another problem is people not stopping fully at the stop signs. There was one incident where I saw a car almost run over two teens riding their bikes and crossing Palmer at the stop sign. Let's not wait until something happens. 25mph is perfectly appropriate for a residential neighborhood. Thank you for your time.
