REGULAR MEETING

NORTH TARRYTOWN, NEW YORK
JULY 24th, 1996

A regular meeting cf the North Tarrytown Architectural Review
Board was held on July 24th, 1996 at 8:00 P.M. in the Village Hall, 28
Beekman Avenue, North Tarrytown, New York.
PRESENT:

James Nazemetz, Chairman
Sean McCarthy
Elvira Aloia
Barbara Fina
Robert Barstow
Louis Falasca

ABSENT:

Rosaria Piomelli

ALSO PRESENT: Janet. Gandolfo, Attorney
James T. Margotta, Building Inspector
Chairman Nazemetz called the meeting to order at 8:20 P.M.
1.

Rodrigues Enterprises, 76 Chestnut Street-New Multiple Dwelling.

Ron Turnquist, Architect presnted plans and drawings for project
to be built for the Board to review.
Mr. Rodrigues presented affidavit of of mailings to the Clerk.
Mr. Turnquist stated that the project would be built in two phases
and would be a three story multiple dwelling with parking spaces underneath
the buildings. He stated that when phase one was 90% completed they would
start phase two. Mr. Turnquist stated that several variances have been
applied for and granted by the Zoning Board and Planning Board and they
would like to start construction within the next four weeks.
Mr. Turnquist presented samples of roof shingles, window finish,
and outer building finish. He stated that the sign would be outlined in
gold with a burgandy finish and the name of the project would be "Chestnut
Ridge". He presented pictures showing the type and finish of the front doors
Mr. Turnquist stated that the building would house fourteen families
which include three handicapped persons.
Mr. McCarthy moved, seconded by Mr. Nazemetz that the meeting be
opened for public comments. Carried.
There being no public comments, Mr. Nazemetz moved, seconded by Mr.
McCarthy that the public meeting be closed. Carried.
Chairman Nazemetz stated that the drawings did not show any
air conditioners and asked if there would be provisions for them.
Mr. Rodrigues stated there would be "sleeves" on the outside of
the buildings and the tenants would have to provide their own air conditioner

Discussion followed regarding chimneys and stacks and air conditioners,
laundry room vents and kitchen range venting.
Discussion followed regarding the similarity of the new buildings
to the buildings on Valley Street as to color and style.
Mr. Falasca moved, seconded by Ms. Fina to postpone a decision
until the next meeting and that Mr. Turnquist
resubmit drawings outlining
the items discussed for approval of the Board. Carried.
2.

Hamilton Designs, Kelbourne Avenue-Continued-New Residence.
Mr. Barstow excused himself from the Board.

Mr. Barstow presented two affidavits of service to the Clerk,
not previously submitted.
Mr. Barstow stated he was resubmitting the plans based on comments
of the Board at the last meeting. Mr. Barstow stated the plans showed
elevations, type of windows, as requested and also presented pictures of
houses in the area to compare with the proposed new residence.
Chairman Nazemetz moved, seconded by Mr. McCarthy that the meeting
be opened for public comments. Carried.
Mrs. Elizabeth Phoenix, 251 Kelbourne Avenue asked several questions
regarding the size of the house and several of the trees.
Mr. Barstow stated that the resdience had been reduced in size and
the Japanese Maple Treet will be saved and several saplings and trees will
be planted. Mr. Barstow stated that he has taken into consideration the
Board's comments and has reduced the size of the house in keeping with the
neighborhood.
There being no further public comments, Mr. Nazemetz moved, seconded
by Mr. McCarthy that the public meeting be closed. Carried.
Discussion followed regarding the three bay windows, the fireplace,
and the chimney.
Chairman Nazemetz moved, seconded by Mr. McCarthy that the plans
be approved as revised. Mr. Barstow did not vote. Mr. Falasca voted "no".
Carried.
MINUTES
Chairman Nazemetz moved, seconded by Mr. Falasca that the minutes of
the meeting held on June 27th, 1996 be approved as submitted. Carried.
After a discussion, Mr. Nazemetz moved, seconded by Mr. Barstow that
no meeting be held in August due to Board members being on vacation. Carried.
Next meeting of the Board will be held on September 25th, 1996.
There being no further business to come before the Board, Mr. Falasca
moved, seconded by Mr. Nazemetz that the same be duly adjourned. Carried.
