                  <text>Resolution of the Board of Trustees of the Village of Sleepy Hollow
Accepting Resignation of Public Works Department Employee
Whereas, Justin Muscarella, by the attached letter dated December 19, 2016, and
effective December 26, 2016 submitted his resignation letter from the Sleepy Hollow
Public Works Department, where he has worked as a Tree Trimmer, and
Whereas, said resignation letter must be formally accepted by the Village of Sleepy
Hollow Board of Trustees, and
Whereas, the Village, by resolution number 07/138/03 dated July 15, 2003, adopted a
policy for employee termination and rehire, and
Now, Therefore, Be it Resolved, that the Village accepts the resignation of
Justin Muscarella by the attached letter dated December 19, 2016 and effective
December 26, 2016, and finds that the termination/rehire policy of July 15, 2003 applies,
and
Be it Further Resolved, that a copy of the policy is forwarded to and a copy be
placed in his personnel record with proof of service, and
Be it further Resolved, we thank Mr. Muscarella for his 6 years of service and wish
him well.

Dear Mr. Gross,

I am writing to formally notify you of my resignation from the Village of Sleepy Hollow.
I was recently extended an opportunity to become a Police Officer with the Dobbs Ferry
Police Department, and under careful consideration, I have decided to accept their offer.
Becoming a Police Officer has always been a life long dream of mine and it has finally
become a reality. Sadly I will be concluding my employment with The Village of Sleepy
Hollow on Monday, December 26 at 11:59 PM.
My time here in Sleepy Hollow has led to some of the most memorable experiences of
my life. I will miss my j o b and all the people I have had the pleasure of working with for
the past six years. I thank you for all the support, knowledge, and opportunities you
bestowed upon me throughout the years, for that I am grateful.

Authorizing the Administrator to Solicit Proposals for Appraiser
Whereas, the Village Board is desirous of determining the value of certain properties
within the Village to determine the potential tax revenue over the next five years, and
Whereas, An appraiser is needed to determine the value of these properties, and
Now, therefore, be it resolved, that the Mayor and the Board of Trustees of the
Village of Sleepy Hollow authorizes the Village Administrator to solicit proposals for an
appraiser to value certain properties within the Village.

Authorizing the Administrator to Solicit Proposals for an
Environmental Engineer for Fremont Pond
Whereas, A report on the water quality of Fremont Pond has recently been completed,
and
Whereas, this report has determine that contaminants are entering the pond from
various locations which has resulted in a chemical in-balance in the pond, and
Whereas, An environmental engineer is needed to design a plan that will reduce the
number of contaminants that enter Fremont Pond,
Now, therefore, be it resolved, that the Mayor and the Board of Trustees of the
Village of Sleepy Hollow authorizes the Village Administrator to solicit proposals for an
environmental engineer to design a plan that will reduce the number of contaminants
that enter Fremont Pond.

The following action have been taken at the December 13, 2016 Board of fire Wardens meeting
Alfrado Diaz of Union Hose has passed as a driver. He has met and exceeded OSHA requirements.
Michael Smutek moved to inactive member status, from active. Fire Patrol
Laura Smutek moved to inactive member status, from active. Fire Patrol
Dan Barros (Junior Firefighter) moved to active member list of Rescue Hose.
Decembers Board of Fire Wardens minutes dedicated to deceased active member Cathy Moon of Fire Patrol,
wife of Ex-chief Bobby Moon.

Hiring Parking Enforcement Officers
Whereas,

the Board of Trustees has been informed by the Chief of Police that two
positions for a part-time Parking Enforcement Officer are available due to recent
resignations, and

the Chief of Police has recommended Carlos Barros of Sleepy Hollow and
Elizabeth Maffucci of Tarrytown be hired for this postion.

Board of Trustees of the Village of Sleepy
Hollow hereby approves the Mayor's appointment of Carlos Barros of Sleepy Hollow and
Elizabeth Maffucci of Tarrytown, to be hired on a part time basis to work as Parking
Enforcement Officers for the Village of Sleepy Hollow at a salary rate of $15.00 per hour,
not to exceed 20 hours per week, effective January 17, 2017.

Be It Further Resolved that said

appointments are subject to the approval of the
Westchester County Department of Human Resources and a probationary period of
twelve to fifty two weeks.

said position, shall indicate such interest in writing to the General Foreman within the
posting period,
Now, Therefore, Be It resolved that the Mayor and the Board of Trustees of the
Village of Sleepy Hollow approve the posting of such position for full-time Laborer for
ten consecutive days effective January 11, 2017.
