                  <text>REGULAR MEETING

NORTH TARRYTOWN, NEW YORK
JUNE 27th, 1996

A regular meeting of the North Tarrytown Architectural Review
Board was held on June 27th, 1996 at 8:00 P.M. in the Village Hall, 28
Beekman Avenue, North Tarrytown, New York.
PRESENT:

James Nazemetz, Chairman
Sean McCarthy
Rosaria Piomelli
Elvira Aloia
Robert Barstow
Louis Falasca
Barbara Fina

ALSO PRESENT: Janet Gandolfo, Attorney
ABSENT:

James T. Margotta, Building Inspector

Chairman Nazemetz called the meeting to order at 8:10 P.M.
1.

David Aruj-377 North Broadway-Gulf Station-Sign.

Representative for Mr. Aruj stated that last May the plans were
approved and the application has expired. He stated they are reapplying
and asking for approval of the same plans. Mr. Aruj presented samples of
type of sign to be installed and a drawing of same.
After a discussion regarding permanent landscaping and height of
sign Attorney Gandolfo stated that the Board should renew and approve the
application as presented last May.
Chairman Nazemetz moved, seconded by Mr. Falasca that the plans
as originally submitted in May, 1995 be reapproved as submitted with the
provision that the applicant return with a plan for permanent landscaping,
at the meeting to be held on July 24th, 1996. Carried.
Mrs. Piomelli and Mr. McCarthy abstained from voting.
Chairman Nazemetz stated that the plans should be submitted to
the Board for their review no later than July 15th.
2. Dennis &amp; Elizabeth Gaylin-438 Bellwood Avenue-Fence.
Mrs. Gaylin presented affidavit of mailings to the Clerk.
Mrs. Gaylin presented drawings and sketches of proposed fence.
Mr. McCarthy moved, seconded by Mr. Falasca to open the meeting
to the public for comments. Carried.
There being no public comments, Mr. McCarthy moved, seconded by
Mr. Barstow that that public meeting be closed. Carried.
Discussion followed regarding type and height of fence.

Mrs. Piomelli moved, seconded by Mr. Barstow that the plans
for the erection of a fence at 438 Bellwood Avenue be approved as submitted.
Carried.
3.

Antonio Rodrl pes, 338 North Broadway-Renovation approval.
Mr. Rodrigues presented affidavit of service to the Clerk.

Mr. Contindina, Architect, presented plans and sketches of proposed
renovations to fire damaged building.
Ms. Gandolfo asked if the Building Inspector had determined that
the building was more than 50% fire damaged.
Ms. Gandolfo stated that
variances might be needed if the building was more than 50% damaged.
Mr. Contindina stated that the building was not more than 50%
fire damaged. He stated that the new renovation would provide for a flat
roof and the outside walls would be stucco with Anderson commercial double
hung windows and outlined the various renovations to be made.
Mr. Nazemetz moved, seconded by Mr. Barstow that the meeting be
opened for public comments. Carried.
Mr. Contindina presented pictures of the proposed renovations
for the audience to see.
There being no public comments Mr. Falasca moved, seconded by Mr.
McCarthy to close the public meeting. Carried.
Discussion followed regarding the sign on the side of the building,
Mr. Rodrigues stated he was not asking for approval of the sign
at the present time.
Mr. Falasca moved, seconded by Mrs. Piomelli to approva the plans
as submitted with the sign to be approved at a later date. Carried.

Hamilton Design, Inc.-Kelbourne Avenue-New 1-family residence.

Mr. Barstow excused himself from discussion as he represented
Hamilton Design.
Mr. Barstow presented affidavit of service to the Clerk.
Mr. Barstow outlined proposed construction of new residence.
Chairman Nazemetz stated he felt more detailed drawings should
have been submitted for the Board's approval, outlining elevations, type
of windows and type of finish.
Discussion followed regarding trees on the property and the
need for more detailed drawings.
Ms. Fina moved, seconded by Mr. McCarthy that the meeting be
opened to the public for comments. Carried.

Mrs. Elizabeth Phoenix, 251 Kelbourne Avenue stated she lives
on the other side of the lot in question and was very concerned about the
removal of trees and the size of the house.
Mrs. Piomelli stated she was concerned that the proposed housedoes not seem to fit in with the other houses in the area and felt that
the entrance was too over-powering and too extravagant.
There being no further public comments, Mr. McCarthy moved,
seconded by Ms. Fina to close the public hearing. Carried.
Discussion followed regarding the size of the house, the removal
of trees, the size of the turn-around and the front entrance.
Chairman Nazemetz questioned if all the persons involved had
been notified of the meeting and it was stated that several persons had
not been notified.
Mr. Falasca moved, seconded by Mrs. Pomelli that the matter be
tabled to the July meeting and that Mr. Barstow submit more detailed plans
and drawings by July 15th and that proper mailings be sent to those in the
area. Carried. Mr. Barstow did not vote.
Ms. Fina stated that applicants should adjere to the checklist
and that all neighbors be notified.
MINUTES
Mr. Falasca moved, seconded by Ms. Fina that the minutes of the
meeting held on April 24th be approved as submitted. Carried.
Mr. Falasca moved, seconded by Ms. Aloia that the minutes of the
meeting held on MjP?2nd, 1996 be approved as submitted. Carried.
Discussion followed regarding "checklist" and some members felt
that the "checklist" should be strictly adhered to and that all applicants
be treated the same.
Mr. Falasca moved, seconded by Ms. Fina that the applicants be
made to adhere to the "checklist" and that the Building Inspector be notified,
Carried. Mrs. Pomillo and Mr. Barstow abstained.
There being no further business to come before the Board, Ms.
Fina moved, seconded by Mr. Falasca that the same be duly adjourned. Carried,
