Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Denise Scaglione John Leavy Rachelle Gebler Trustees Sandra Spiro (Absent) Sam Gonzalez (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Rich Gross, General Foreman Sean McCarthy, Village Architect David Smith, Planner EXECUTIVE SESSION: At 6:05pm, on a motion made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom, and carried unanimously, the Board moved into executive session to discuss personnel matters. On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy and carried unanimously, the Board moved out of executive session. Mayor Wray called the work session to order at 7:00 p.m. AMEND RIVERFRONT ZONE PUBLIC HEARING - Mr. Giaccio read the public hearing notice. The hearing is to amend the riverfront zone to permit certain uses. Mayor Wray solicited comments from the public. There were no comments. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to close the public hearing. Motion passed 5-0. EAST PARCEL SPECIAL PERMIT AND CONCEPT PLAN - Planner, David Smith provided the Board with three draft resolutions related to the East Parcel redevelopment project. Mr. Smith summarized each resolution which included the waterfront consistency review, the SEQRA findings and the special permit. The Board felt they needed time to read the resolutions and asked Mr. Smith to return next week. There were several questions regarding the redevelopment process. No action was taken. �CAPITAL BUDGET REQUESTS - Police Chief Bueti presented the capital budget requests for the Police Deparmtent. Chief Bueti provided a written summary of each item that is being requested. They include a motorcycle, canine unit, traffic control device, firing range upgrades, police desk renovation, body cameras and new computers. The Board had several questions and will consider Chief Bueti's requests at a later date. Rich Gross presented the capital budget requests for the Department of Public Works. Mr. Gross provided a written summary of each item that he is requested. They include a small garbage truck, a large garbage truck, a dump truck, can tippers, security cameras, a pick-up truck, a sewer jet, garbage cans and pipe relining. The Board had several questions and will consider Mr. Gross' requests at a later date. URBAN LAND INSTITUTE - Mayor Wray started the discussion regarding the Urban Land Institute. The Urban Land Institute is a nonprofit research and education organization that provides expertise, information, and experience to help communities develop land use policies and practices. They do this by conducting one to two-day planning work sessions and completing a technical assistance panel report to be used by a municipality as a planning resource. Mayor Wray provided sample reports. He asked the Board to consider entering into an agreement with the Urban Land Institute to provide this service. The Board was amendable to this. SHORT TERM PARKING ON CORTLANDT STREET - Trustee Gebler said that she was approached by a business owner on Cortlandt Street to install a short term parking meter on Cortlandt Street. The Board would need to set a public hearing in order to adopt this parking restriction. Mayor Wray requested that this item be on the next Board meeting agenda. SPECIAL SESSION On a motion made by Trustee Leavy, seconded by Trustee Scaglione and carried unanimously, the Board moved into special session. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler, to authorize the Mayor to sign an agreement with the Urban Land Institute (attached). Motion carried 5-0 On a motion made by Trustee Gebler, seconded by Trustee Scaglione and carried unanimously, the Board moved out of special session. At 8:05 the work session was adjourned.
