                  <text>A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
September 5,2017 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New
York.

LIGHT THE NIGHT REQUEST - Meghan Johnson and Esther McCarthy of the Leukemia
Lymphoma Society addressed the Board. The Leukemia Lymphoma Society is planning a
"Light the Night" event on November 4, 2017 at Kingsland Point Park. This event has been
previously approved, but now there is a request to change the route of the walk. The new
proposed walk is in a residential area and so the Village Board will need to approve this request.
Mayor Wray said that he will put this item on the next Board meeting agenda.
MOBILITIE PRESENTATION - Paul Costa of Mobilitie addressed the Board. Mobilitie is
interested in installing small cell towers in the downtown area of the Village. Mr. Costa
provided a map of each cell tower location. The cell towers are mounted on existing utility
poles. The Board had several questions. No action was taken.
CAPITAL BUDGET REQUEST - Fire Chiefs John Korzelius and Paul Cappello submitted the
Fire Department's capital budget requests. A written summary of the requests was distributed to
the Board. The Board had several questions and will consider the requests at a later date. Chief
Korzelius then announced that the Fire Department will be doing a food and clothes drive for the
victims of Hurricane Harvey.
MAYOR'S ANNOUNCEMENTS - Mayor Wray announced that there will be a 9/11 ceremony
this Sunday at Patriot's Park beginning at 9:00am. Also on Sunday, there will be a North
Tarrytown High School reunion event at Morse School starting at 2:00.

�EAST PARCEL SPECIAL PERMIT AND CONCEPT PLAN - David Smith and Dan Pozin
summarized three draft resolutions related to the East Parcel redevelopment project. The
resolutions were previously distributed to the Board. The Board had several questions and
suggested changes to the resolutions. Mr. Pozin will make the changes and will re-distribute the
resolutions to the Board prior to next week's Board meeting.
PARKING ON ANDREWS LANE - The Board discussed adding "on-street" parking spaces on
Andrews Lane. This action would require a public hearing. Mayor Wray asked that a public
hearing be set on this matter at the next Board meeting.
HALLWEEN UPDATE - Trustee Sandra Spiro distributed a Halloween report to the Board.
The Halloween sub-committee has been working on ways of improving the Halloween
experience for tourists. One initiative is to have timed tickets. Trustee Spiro said that the system
would result is less tickets being sold and so the committee is recommending increasing the cost
of the tickets. The Board was amendable to this.
SPECIAL SESSION
On a motion made by Trustee Gebler, seconded by Trustee Scaglione and carried unanimously,
the Board moved into special session.
Motion was made by Trustee Gebler, seconded by Trustee Scaglione, to approve hiring a senior
citizen bus driver. Motion carried 7-0
On a motion made by Trustee Gonzalez, seconded by Trustee Leavy and carried unanimously,
the Board moved out of special session.

EXECUTIVE SESSION:
On a motion made by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom, and carried
unanimously, the Board moved into executive session to discuss personnel matters.
On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy and carried
unanimously, the Board moved out of executive session.
At 10:20 the work session was adjourned.
