Present: Also Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloora Denise Scaglione John Leavy Rachelle Gebler Sandra Spiro Sam Gonzalez Trustees Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Sean McCarthy, Village Architect Sara DiGiacomo, Treasurer Mayor Wray called the Work Session to order at 7:00pm. CAPITAL BUDGET - Village Treasurer, Sara DiGiacomo provided the Board with a spreadsheet of all capital budget requests submitted by department heads. Ms. DiGiacomo summarized the requests and answered questions from the Board. Discussion ensued. FREMONT POND - The Board discussed a Fremont Pond report that was recently completed. David Avrin and Claire Davis of the Environmental Advisory Committee joined the discussion. The Board explored various ways in which the pond's water quality can be improved. The Board was in agreement that educating the residents regarding the impact of pesticides was an important, inexpensive first step. They also talked about creating a "Friends of Fremont Pond" to assist in implementing recommendations made in the report. A meeting with the pond's stakeholders will be set up to solicit ideas on how best to proceed. MASTER PLAN - Trustee Spiro started the discussion regarding the Master Plan. She attended a planning work shop in Tarrytown and was impressed with the way it was conducted and the number of people that were involved in the process. Mayor Wray asked Trustee Spiro to take the lead on getting Master Plan information for Sleepy Hollow including finding planners that do this type of work. Trustee Gebler volunteered to assist Trustee Spiro with this effort. BEEKMAN AVENUE GRANT RESOLUTION - The Board reviewed a draft resolution provided by grant writer Fiona Mathew. The resolution is required to complete a grant contract for the Beekman Avenue sidewalk project. Mayor Wray requested that this item be on the next Board meeting agenda. �SPECIAL SESSION On a motion made by Trustee Scaglione, seconded by Trustee Gebler and carried unanimously, the Board moved into special session. Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to approve a resolution setting a public hearing for the senior citizen tax exemption. Motion carried 7-0 Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy to approve a block party request on Hunter Avenue. Motion carried 7-0 On a motion made by Trustee Scaglione, seconded by Trustee Gonzalez and carried unanimously, the Board moved out of special session. EXECUTIVE SESSION: On a motion made by Trustee Scaglione, seconded by Trustee Leavy, and carried unanimously, the Board moved into executive session to discuss personnel matters. On a motion made by Trustee Gebler, seconded by Trustee Gonzalez and carried unanimously, the Board moved out of executive session. At 9:15 the work session was adjourned.
