Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Sandra Spiro Denlse Scaglione, Trustees Also Present: Anthony P. Glaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara A. DiGlacomo, Village Treasurer Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Police Chief At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Everett L. Weaver, Jr. 78 years old, of Lawrence Ave and Nicholas Michael Legnini, 86 years old, of Fremont Road. Our thoughts are with their families and friends. Mayor's Award Presentation: Mayor Wray presented the following staff with lifesaving awards for two recent events that transpired in the Village of Sleepy Hollow; Sergeant Kmlotek, Police Officer Morrison, First Responder Joe Russell, First Responder Michael Sasko, EMT Eudy Mata, and EMT Simon Cohen. Many thanks for their ongoing dedication and hard work. Public Hearings! Andrews Lane on-Street Parlcing Mayor Wray opened the meeting to the public. Village Clerk read the public hearing notices aloud for the record. EMS Chief D'Alessandro addressed the Mayor and the Board of Trustees and stated that crossing visibility is Important when Ambulance Is responding to a call. Building Inspector, Sean McCarthy, stated that some space is needed for emergency personnel vehicles. There were no other comments at this time. On a motion by Trustee Scaglione, seconded by Trustee Gebler the meeting was adjourned until October 3, 2017 at 7:00pm. Motion carried. �Parking on Cortlandt Street in front of 131 and 168 Cortlandt Street Daniel Diaz of Cortlandt street addressed the Mayor and the Board of Trustees and stated that he is in favor of a 15 minute parking space in front of 168 Cortlandt Street. On a motion by Trustee Leavy, seconded by Trustee Scaglione the meeting was adjourned until October 3, 2017, 7:00pm. Motion carried. Mayor Wray stated that parking options are being discussed for Hudson Street as well. Approval of Warrants: On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Gebler, the warrant was approved and the Treasurer was authorized to pay bills in the amount of $769,521.06 Motion carried. Approval of Minutes: On a motion by Trustee Scaglione, seconded by Trustee Leavy, the minutes of August 29, 2017 were approved. Motion carried. Trustees Gonzalez and Spiro abstained. On a motion by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom, the minutes of September 5, 2017 were approved. Motion carried. On a motion by Trustee Gonzalez, seconded by Trustee Gebler the minutes of September 12, 2017 were approved. Motion carried. On a motion by Trustee Gebler, seconded by Trustee Leavy the minutes of September 19, were approved. Motion carried. Mavor Announcements! Mayor Wray stated that the Oktoberfest celebration will be this Saturday, September 30^ from 1:00pm to 5:00pm. Mayor Wray congratulated Trustee Leavy for winning the annual golf tournament at the Warner's Library! Administrator's Report: See attached report Department Head Reports: Police Department: Chief Buetl reported that the MCI (Mass Casualty Incident Drill) was a success and he thanked Stiloskl's Towing and Phelps Memorial Hospital for all their assistance. �Chief Bueti reported that there is a new parking enforcement vehicle in use. Police Officers will continue to closely Pfionitor speeding In school zones. Department of Public Works: Richard Gross, General Foreman reported that ongoing tree worl< is being done as needed. The speed hump on Riverside Dr. and Hardwood Ave is in place and a permanent hump will soon be installed on DeVrles Avenue. Public Comments: Mayor Wray opened the meeting to the public. Lindsey Cracko of Hudson St. addressed the Mayor and the Board of Trustees and stated that parking on Hudson Street is limited since meters were installed on Beekman Avenue. Jay Shultz of Fremont Road addressed the Mayor and the Board of Trustees and stated that a chain link fence along Rt 9 is in need of repair and clearing of brush. Storm drains in that area are also in need of cleaning. Resolutions! Trustee Gonzalez reminded everyone that the Emergency Preparedness Class will take place On October 19^ at 7:30pm, at the Senior Center and it is opened to all residents. Trustee Gebler stated that there's a Community Meeting on Thursday at the Warner Library and it is opened to the public. Public Comments: Mayor Wray opened the meeting to the public.
