                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
October 17,2017 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:05 p.m.
PARKING ON ANDREWS LANE - The Board discussed adding on-street parking on the west
side of Andrews Lane near Bamhart Park. A public hearing on this matter was recently held.
Mayor Wray requested that this item be on the next Board meeting agenda.
COMPREHENSIVE PLAN - Trustee Spiro started the discussion regarding the comprehensive
plan. Trustee Spiro and Trustee Gebler met with Planning Board, chair Lisa Santo and Village
Architect, Sean McCarthy to discuss the next steps in developing the plan. There are certain
guidelines that need to be followed. A steering committee will need to be created. Work on
choosing steering committee members has begun. Eventually a planner will need to be retained
to help guide the process. Sean McCarthy has started work on an RFP for a planner. Mayor
Wray mentioned that the Urban Land Institute will hold planning workshops on Nov.
&amp; IS"'.
HALLOWEEN UPDATE - Trustee Gebler updated the Board on Halloween. A run through
was done in preparation of the hayride. There will be an information booth each night and
volunteers are needed. Tickets are sold out, but there is a discussion about adding more tickets
for local residents. The next Halloween meeting is this Friday at 3:00.
OFFICES FOR MARCH ELECTION - The Board reviewed a draft resolution to designate the
offices for the Village election, which will be held on March 20, 2018. Three trustee positions
will need to be filled. Mayor Wray requested this item be on the next Board meeting agenda.
ELECTION DISTRICTS - The Board reviewed a draft resolution to confirm the voting districts
for the Village election, which will be held on March 20, 2018. The districts will remain
unchanged from last year. Mayor Wray requested that this item be on the next Board meeting
agenda.

�BOOT DRIVE REQUEST - The Board reviewed a request made by the Fire Department to
conduct a boot drive from 11:00am-3:00pm on October 21, 22, 28 and 29, 2017. The Board was
amenable to approving this request. The Board will vote on this item during special session.
ROAD CLOSURE REQUEST - The Board reviewed a request made by the Webber Park Home
Owners Association to close New Broadway on Halloween from 5:00-8:00pm for safety reasons.
Police Chief Bueti agreed that closing the street would improve safety for trick or treaters. Chief
Bueti said that the police will detour traffic. The Board was agreeable to this request. Mayor
Wray requested that this item be on the next Board meeting agenda.

SPECIAL SESSION
On a motion made by Trustee Spiro and seconded by Trustee Scaglione and carried unanimously
the Board moved into special session.
Motion was made by Trustee Scaglione, seconded by Trustee Spiro to approve a resolution to
amend the Village code as it relates to sidewalk maintenance. Motion carried, 5-0
Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve a
resolution allocating funds for the East Parcel Fill Project. Motion carried, 5-0
Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to confirm the
Mayor's appointment of Kersten Harries to the Planning Board. Motion carried, 5-0
Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve a
request made by the Fire Department to conduct a boot drive. Motion carried, 5-0
On a motion made by Trustee Spiro, seconded by Trustee Gebler and carried unanimously the
Board moved out of special session.
At 7:40 the work session was adjourned.
