Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Denlse Scagllone Sandra Spiro, Trustees Also Present: Anthony P. Glaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara A. DiGiacomo, Village Treasurer Dan Pozin, Acting Village Counsel At 7:07 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Approval of Warrants: On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Scagllone, the warrant was approved and the Treasurer was authorized to pay bills in the amount of $345, 330.92. Motion carried. Mayor announcements: Mayor Wray asked the public to be cautious with traffic during this busy Halloween season, and reminded everyone that the hayride tickets are sold out. There are students' tickets available at Village Hall. Administrator's Report: (see attached) Department Reports: Public Works: Richard Gross, General Foreman reported that leaves should not be piled up on top of storm drains. Ongoing trimming of trees and sidewalk repairs continues weather permitting. Hydrant flushing will be scheduled for next month. Fire Dept: Chief Korzelius reported that the new ladder truck should be delivered by February, 2018. Chief Korzelius asked residents to clean out their fire places and boilers before the weather gets too cold to avoid a possible fire. He also stated that the Fire Dept. will be setting up a booth at the High School in the hopes of recruiting new members. �Public Comments: Mayor Wray opened the meeting to the public and Invoked the 3 minute rule. There were no comments at this time. Resolutions: (see attached) R1 - Amend Code related to Parking on Andrews Lane R2 - Approve Designation of Offices for i^iarch Election R3 - Approve Election Districts R4 - Approve closing New Broadway for Halloween R5 - Approve Ragamuffin Parade Request R6 - Resolution engaging Valuation Plus, Inc. (for appraisal services) R7 - Resolution for Valuation Plus, Inc. (letter proposal dated 10/24/17) Old Business: Discussion ensued regarding prohibiting smoking at the parks. Mayor Wray will add to a future work session for discussion. Trustee Gebler stated that she continue to work with the outreach and literacy programs committee to provide ongoing workshops for families. Communication: Village Clerk stated emails were received from Lois Weiss, Barbara Muldoon and Sonya Munroe regarding traffic and concerns. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Marco Cimatti, of Depeyster Street addressed the Mayor and the Board of Trustees and stated that he attended the community meeting that took place a few weeks ago regarding speeding on Valley Street. Mr. Cimatti recommended that as an alternative to enforcement there should be better planning. He thanked the Board for being in the process of a comprehensive Plan that could address this issue. He would like to be part of the comprehensive plan committee as well. There were no further comments at this time. As you know, the "temporary" bridge at the end of Beekman is still a one lane nightmare and will be a horror when we have the nightly events. Several of the times we have started to cross with the green, cars have suddenly come the other way over the bridge as they "jumped" the light because they simply can't believe it's that long. They had to back up when our car or cars ahead of us met them in the middle! I suggest that: 1. A sign go up on both sides that says: WATT for the GREEN LIGHT or LONG LIGHT - WAIT FOR GREEN BUT 2. During the festivals and street fairs when all the traffic is diverted, have a traffic control person at both ends of the bridge. Use a baton or a flag like they do on long highway closures where the traffic people cannot see the other person at the end of the closure. �The baton goes to the driver of the last car across, and is handed to the traffic person on the other side of the bridge, who can then begin another line across in the opposite direction. As this light has four cycles, and includes a cycle for the homes and Clinton St., using a baton or a flag can cut the time down considerably for all, and cars will not back up along Beekman all the way to Washington, which it did during other street closures for parades. For safety, the traffic people should have radios, too, but using a visible baton or flag can cut down on other drivers begging to be let through, as they will see the baton was given to another car and vehicles will soon be coming from the other direction. The person on the uphill side can also let cars into and out from Clinton St. as well. Anyway, hoping you can use this idea to move things along for a safe street fair and Halloween season. The reason for my request is to make it possible for the hayride wagons to come close to the curb for riders to see what's going on in these 3 yards. If cars are parked in front of the yards, the revelers miss this view. It's f\m for them to have something to see while they ride along an otherwise very quiet New Broadway after exiting haunted Douglas Park. I could pick them up at DPW on River St., or wherever is convenient for you on this Thursday afternoon or Friday morning and return them to you on Monday, Oct 30. As I've stated in our board meetings, we're hiring Matt Arone to fill the newly created position of Recreation Superintendent. He will start on Thursday October 19th. Once again, this is a newly created position and it is not replacing the Rec Supervisor position. The Supervisor will report to the Superintendent. The reason for my letter is two-fold: to question the need for a new, more expensive position and to recommend that Robin Pell remain in her position as Director of Recreation. 1. The increased salary for a superintendent at this time is not warranted, as property taxes are high and funds from the GM site have not increased enough to cover building costs. Perhaps a collaboration of Sleepy Hollow's and Tarrytown's Recreation Departments could keep down costs and effect improved results as our villages grow. 2. As evidenced by this weekend's street fair, Robin Pell's abilities more than meet the challenges at hand. Her vision for and her capable handling for Sleepy Hollow's Halloween activities have benefited not only our community but also visitors from around the world.
