Present: Also Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Denise Scaglione Sam Gonzalez John Leavy Rachelle Gebler Sandra Spiro Trustees Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00 p.m. OPENING REMARKS - Mayor Wray encouraged everyone to get out and vote and added "smoking in the parks" and "on-street permit parking" to the agenda. LDC AUDIT REPORT - The Sleepy Hollow Local Development Corporation (LDC) presented its annual financial audit report to the Village Board. A copy of the report was previously distributed to the Board. The audit report covered financial activityfi-omJune 1, 2016 through May 31,2017. This report is required under the LDC by-laws. LDC Chair Mike Dawley started the discussion and introduced strategic planning consultant, David Schroedel. Mr. Schroedel summarized the report. A majority of last year's expenses related to the East Parcel Redevelopment Project. This included the environmental review and the fill operation which has begun. The Board had several questions. There was a question related to the purchase of the old UAW building. Mr. Schroedel said that the purchase came after the fiscal year and would be in next year's report. The Board was generally pleased with the report and thanked the LDC members for the work that they've done for the Village. RIVERSIDE DRIVE SIDEWALK PROJECT - Trustee Leavy started the discussion regarding the Riverside Drive Sidewalk Project. The project is to create a new river walk along Riverside Drive. An ad hoc committee was created to work on this project. Ann White and Kathleen Sims of the committee were in attendance. Grants were awarded for this project in the amount of $350,000. A preliminary design has been completed and work should begin in April, 2018. Ms. Sims said that the project design is intended to be inviting to pedestrians. It will be both natural and functioning v^th low maintenance landscaping. Ms. White said that the project will include poetry Aat will be placed on stones along the walk. The poetry selection process has yet to be determined. The Village Board had concerns over safety because of the proximity to the train tracks. The committee will look into this. The Board thanked the committee for their work. �COMPREHENSIVE PLAN UPDATE - Trustee Spiro started the discussion regarding the comprehensive plan. Trustee Spiro and Trustee Gebler have been meeting weekly with Planning Board, chair Lisa Santo and Village Architect, Sean McCarthy to discuss the comprehensive plan process. It is important that there is plenty of public input and so residents will be invited to get involved. State officials have agreed to make a presentation about the process to help educate the general public. They are tentatively scheduled to speak on Dec. 6 or 7. There is a goal to have public meetings starting in January. BANNING SMOKING IN THE PARKS Trustee Gebler started the discussion regarding a proposal to ban smoking in Village owned parks. This was requested at a recent community meeting. Police Chief Bueti joined discussion and supported the idea. The Board discussed various alternatives. A public hearing would be necessary in order to adopt this policy. Mayor Wray said that he would talk to the Village Attorney regarding drafting a local law so that a public hearing could be set at the next Board meeting. PARKING ON HUDSON STREET - Mayor Wray said that he asked the Village Attorney to find out what needs to be done for the Village to issue on-street parking permits on Hudson Street. Residents have complained about the lack of parking on Hudson Street ever since the muni meters were installed on lower Beekman Avenue. EXECUTIVE SESSION On a motion made by Trustee Leavy and seconded by Deputy Mayor Rosenbloom and carried unanimously the Board moved into executive session to discuss personnel matters. On a motion made by Trustee Gebler, seconded by Trustee Spiro and carried unanimously the Board moved out of executive session. At 8:40 the work session was adjourned.
