Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Denise Scaglione Trustees Sam Gonzalez (Absent) Sandra Spiro (Absent) Also Present: Anthony Giacclo, Village Administrator Rich Gross, General Foreman Anthony Bueti, Police Chief Dan Pozin, Village Council Sara DiGiacomo, Village Treasurer Sean McCarthy, Village Architect John Korzelius, Fire Chief At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Moment of Silence: There was a moment of silence for the passing of Mary Johnson, Grace Carroll, Steven Shroba and Angel Jimenez Brito all long time Sleepy Hollow/North Tarrytown residents. Approval of Warrants: Deputy Mayor Rosenbloom moved, seconded by Trustee Scaglione to approve warrant 17NOV28 in the amount of $593,208.55. Motion carried 5-0 Approval of Minutes: Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve the Nov. 21, 2017 meeting minutes. Motion carried 4-0 (Scaglione abstained) Mavor's Announcements: Mayor Wray announced that there is an on-going poetry contest entitled "Poetry in the Pavement". Poets are encouraged to submit their works to be considered for the Riverside Drive River Walk project. Selected poems will get embedded into the pavers along the walk. The Hudson River Writer's Center will judge the contest. The Contest �information will be available on the Village Website. Entries will be accepted until January 15,2018. Administrator's Report: (see attached) Department Head Report: General Foreman, Rich Gross gave a Department of Public Works report. Mr. Gross said that he is in need of a pick-up truck to use for snow plowing to replace a vehicle that had to be taken out of service. Mr. Gross is asking that the Village Board approve an emergency purchase for this vehicle since it was not included in the capital budget. Other items reported on included holiday decorations, leak pick-up, speed hump installation on Devries Avenue, the purchase of recycling cans and the Holiday sanitation schedule. Fire Chief, John Korzelius reported on the Fire Department. Chief Korzelius reminded residents of the importance of having smoke and carbon monoxide detectors and to check batteries. There was a structure fire on Halloween night that was contained thanks to smoke detectors. Boilers and Chimneys should be cleaned out for the winter. The passing of long time fire department volunteer, Mike Ferguson was a great loss to the department. Public Comments: Paul Viboch of Ichabod's Landing spoke. Mr. Viboch complained about the docking of a fire boat near Horan's Landing. He said that the boat blocks views and will affect kayakers and jet skiers. He said that he previously provided the Board with an e-mail outlining additional concerns. He would like the boat removed. Michael Savitsky of 11 River Street also spoke out against the fire boat. He said that it is not legally allowed to be docked at that location and should be removed. He has a concern about the maintenance responsibility of the rip rap and pier at that location. Shaun McKenzie of 11 River Street is against the fire boat being docked at that location. Stella Garlick of Ichabod's Landing said that besides the boat being docked, pilings and a dock were installed without permission. An environmental review should have been done. She is also concerned about parking. She would like the boat removed to another location. Kristina Benza of 11 River Street is against the boat especially because of the impact that it will have on parking. Yuri Andner of 11 River Street has concerns about the boat. He is suspicious as to why the boat was brought in on a holiday weekend. He is concerned about the impact the boat will have because it is blocking the inlet. He recommends that this be studied. He �also said that an extension cord is running out to the boat from the restaurant without an electrical permit. Public Comments fCont.^: Adrianna Latuszek commented about a recent incident her husband had with the Building Inspector, Sean McCarthy. She said that her husband was being cited for work that did not require a building permit and that she felt Mr. McCarthy was overstepping his authority and made her feel uncomfortable. Ms. Latuszek provided the Board with a letter describing the incident. A Village resident complained about the boat being docked near Horan's Landing. He said that if this boat was docked at the Phillpse Manor Beach Club there would be plenty more people upset. Denise Compenzie of 11 River Street wants to know how the Building Department didn't about the boat being brought in. A resident of 11 River Street objected to the boat. Michael Savitsky wanted to know if the Board knew anything about this boat coming in. Mayor Wray responded. Stella Garlick said that Suffolk County rejected a similar fire boat with environmental concerns. She said that there are more appropriate locations for the boat. Mayor Wray said that the matter of the boat has been referred to the Village Attorney and that the Board will wait before giving any response on the matter. Mayor Wray said that the Village Board has received other comments both for and against the boat being docked near Horan's Landing. He reminded everyone that there is another public comment period at the end of the meeting. Resolutions: (see attached) Old Business: Trustee Gebler announced that there will be a family workshop at St. Teresa's Church tomorrow night at 6:30pm. New Business: None Communications: Mr. Giaccio reported that the Village received three e-mails related to the fire boat that is docked near Horan's Landing. The e-mails were fonwarded to the Village Board. �On a motion made by Trustee Leavy, seconded by Deputy Mayor Rosenbloom, and carried unanimously the Board moved into executive session to discuss legal matters. On a motion made by Trustee Leavy, seconded by Trustee Gebler and carried unanimously the Board moved out of executive session. At 8:40pm, on a motion by Trustee Scaglione, seconded by Trustee Gebler, the Board meeting was adjourned.
