Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom John Leavy Denise Scaglione Rachelle Gebler Sandra Spiro Trustees Sam Gonzalez (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Rich Gross, General Foreman Matt Arone, Recreation Superintendent EXECUTIVE SESSION At 6:00pm, a motion was made by Trustee Leavy, seconded by Deputy Mayor Rosenbloom to go into executive session to discuss legal matters. Motion carried 6-0 On a motion made by Deputy Mayor Rosenbloom. seconded by Trustee Leavy the Board moved out of executive session. Motion carried 6-0. Mayor Wray called the work session to order at 7:00 p.m. PUBLIC HEARING TO BAN SMOKING IN VILLAGE OWNED PARKS - Mr. Giaccio read the public hearing notice related to banning smoking in Village owned parks. Mayor Wray solicited comments from the public. Maureen Kenney, Director of "POW'R Against Tobacco" spoke in favor of banning smoking in Village owned parks. Ms. Kenney provided the Board with a handout supporting her argument and said that her organization can provide signage. Recreation Superintendent, Matt Arone supported a ban on smoking in the parks and provided the Board with a list of communities that have already adopted this policy. Police Chief, Anthony Bueti also supported a ban on smoking in the parks. �Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to close the public hearing. Motion passed 6-0. MAYOR'S ANNOUNCEMENTS - Mayor Wray announced that there will be a "Cookies with Santa" event this coming Friday night at Village Hall and a Lighting of the Lighthouse event on Saturday night. Also, the Westchester County Mobile Shredder will be set up at the municipal lot across from Village Hall this Saturday from 10:00am-1:00pm. RECREATION PROGRAM AGREEMENT FORM - Recreation Superintendent, Matt Arone addressed the Board. Mr. Arone provided the Board with a draft of a program agreement that would be required to be completed by groups that use Village facilities. The intension is to have better control and accountability over groups running programs on Village property. The form was previously given to the Village Attorney for review. The Board was supportive of moving forward with requiring that this form be completed by groups using Village facilities. VEHICLE EMERGENCY PURCHASE REQUEST - General Foreman, Rich Gross said that he is in need of a pick-up truck to use for snow plowing to replace a vehicle that had to be taken out of service. Mr. Gross is asking that the Village Board approve an emergency purchase for this vehicle since it was not included in the capital budget. Mayor Wray asked Mr. Gross to talk to the Village Treasurer to see where the funds would come from to pay for this vehicle. VILLAGE PHOTOGRAPHER AGREEMENT - The Board reviewed a proposal from Margaret Fox Photography to provide photographs for various Village events. Trustee Leavy wanted to confirm that Ms. Fox has insurance before the proposal is approved. The Board had no other concerns or objections and said that Ms. Fox has done a good job as the Village's photographer. Mayor Wray requested that approval of this proposal be on the next Board meeting agenda. ALLOCATE PEG FUNDS FOR VIDEO EQUIPMENT - Mr. Giaccio provided the Board with a list of video equipment that the videographer would like to purchase for the Board room. The equipment can be purchased using PEG funds received as part of a franchise agreement with Cablevision and Verizon. The Board was amenable to allocating up to $20,000 of PEG funds to purchase this equipment. Mayor Wray requested that approval of this request be on the next Board meeting agenda. DECLARE LEAD AGENCY FOR RIVERSIDE DRIVE RIVEWALK PROJECT « The Village is preparing to make improvements to a sidewalk along Riverside Drive. In order to proceed with this project, the Board needs to comply with the State Environmental Quality Review Act (SEQRA) and declare itself lead agency under SEQRA. A resolution related this will be on the next Board meeting agenda. APPROVE WATER INTER-MUNICIPAL AGREEMENT - The Board reviewed an intermunicipal agreement between Sleepy Hollow, Briarcliff and Tarrytown related to a water consolidation grant. The agreement has been reviewed and accepted by Village Council. Mayor Wray requested that this item be on the next Board meeting agenda APPROVE SALE OF FIRE TRUCK - Mr. Giaccio said that he has received an offer for the Fire Department ladder truck in the amount of $7,000. The vehicle has been on the market for quite �some time and this is the best offer that the Village has received. Mayor Wray requested that approval of sale of this vehicle be on the next Board meeting agenda DONATE POLICE CAR TO THE TOWN OF MT. PLEASANT - Police Chief Anthony Bueti asked the Board permission to donate an old canine vehicle to the Town of Mt. Pleasant. The vehicle is currently out of service. The Board had no objection to this has long as the Village Attorney says its can be donated legally. Mayor Wray requested that a resolution related to this item be on the next Board meeting agenda HADICAPPED PARKING SPACE AT THE SENIOR CENTER - The Board discussed adding an additional handicapped parking space at the senior center. Police Chief, Anthony Bueti suggested that, since parking is limited, maybe a temporary handicapped parking space can be installed during times the senior citizens use the building. The idea was referred to the Village Attorney. EXECUTIVE SESSION On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione and carried unanimously the Board moved into executive session to discuss personnel matters.
