Present: Deputy Mayor Glenn Rosenbloom Rachelle Gebler (Left at 7:35pm) Sam Gonzalez John Leavy (Arrived at 7:42pm) Denise Scaglione Sandra Spiro, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara A. DiGiacomo, Village Treasurer Anna Georgiou, Acting Village Counsel Absent: Mayor Ken Wray At 7:04 p.m. Deputy Mayor Rosenbloom called the meeting to order with a pledge to the flag and a moment of silence for Helen Smith Kennedy, 82 years old of Harwood Ave, Vincent Krizman (aka Vinko), 94 years old of North Washington Ave and Juan Garcia, 45 years old of Cortlandt Street. Our thoughts are with their families and friends. Public Hearings: SCRIE & DRIE Proorams: Village Clerk read the public Hearing aloud for the record. Chuck Lesnick, Deputy Counsel for NYS homes for community renewal, the entity that administers DRIE & SCRIE, explained how the program works and how residents in the Village may benefit from it. Mr. Lesnick stated that Sleepy Hollow has not raised the income levels for the SCRIE 8i DRIE program since the Village adopted this policy. He recommended increasing the income levels to at least $40,000.00 De-Map Fairview Avenue: Village Clerk read the public Hearing aloud for the record. Donald Steever's, attorney for Mr. & Mrs. Lyden of Ridge Street, addressed the Board of Trustees and made the initial request to de-map Fairview Avenue. Mr. Steever stated that several paper streets in that area were previously de-mapped, but Fairview Avenue was mistakenly left off. He asked the Board to support de-mapping this street. Approval of Warrants: On a motion by Trustee Scaglione, seconded by Trustee Spiro the warrant was approved and the Treasurer was authorized to pay bills in the amount of $522,352.94. Motion carried. �Administrator's Report: (see attached) Department Reports: Recreation Department - Matt Arone, Recreation Superintendent, reported on recent activities and upcoming programs. (See attached report) Building Department - Sean McCarthy, Building Inspector, reported on recent developments. (See report attached) Trustee Leavy thanked Mr. McCarthy and the Building Department staff for all their hard work. Public Comments: Deputy Mayor Rosenbloom opened the meeting to the public and invoked the 3 minute rule. Fire Chief John Korzelius of Sleepy Hollow and a lifelong resident addressed the Board of Trustees and stated the Village needs to grow and having the John D. McKean Fire Boat on the Hudson River front is a positive attraction. The fire boat has a special meaning and it's a gateway to the waterfront. Chief Korzelius is in favor of the fire boat being docked where it is. Billy Ryan, former Fire Chief of Sleepy Hollow, and a longtime resident, addressed the Board of Trustees and shared a story regarding his experience during the 9/11 tragedy in NYC and how the John D. McKean fire boat saved his life and many others on that day. This fire boat was also used on January 15, 2009 to rescue people from an airplane that landed on the Hudson River. Mr. Ryan is in favor of the John D. McKean fire boat being where it is for historical purposes and to keep its' memory alive. Edward Taylor, the custodian of the John D. McKean fire boat, addressed the Board and stated the fire boat is non-commercial, not for hire, and it will not be permanently docked at the current location. The fire boat has several trips planned for next year. It will be converted into a 501-C3 charitable organization and it is for public enjoyment. He stated the Hudson River is a water way entrust for all people. Michael Slavinski of 11 River Street addressed the Board and stated he previously attended a Board meeting and asked about the status of the unelicited docking of a ship at the pier. Mr. Slavinski is concerned about other occurrences with River's Edge permits, such as commercial space. Deputy Mavor Rosenbloom stated that the Board of Trustees and Village counsel are still discussing the matter of the John D. McKean fire boat, including special permits, site violations and needed permits. Deputy Mayor stated that decisions on how to best move fonward have yet to be determined. �Miguel Valle, a lifelong resident and Sleepy Hollow firefighter addressed tlie Board of Trustees and stated he's upset about the negative comments regarding the John D. McKean fire boat. Paul Cappgllo, Assistant Fire Chief of Sleepy Hollow and lifelong resident, stated he is in favor of the John D. McKean fire boat. He said monuments such as Horan's Landing should be where they are, and John D. McKean fire boat is part of history and should stay where it is. Pleasant R9 - Approve NYS Requirement for Village Justice Communications: Village Clerk stated that an email was received from Nancy Puleo expressing support for the John D. McKean Fire Boat and its location. Public Comments: Deputy Mayor Rosenbloom opened the meeting to the public and invoked the 3 minute rule. Michael glavinski of 11 River St. addressed the Board and stated his concern is not about a ship but about laws and trust in public interest that have been violated. He asked the Board to consider a stop order or a cease and desist order, until counsel decides on a remedy. There were no further comments at this time. In the process of collecting quotes to repair the fence. King Fence and Yaboo Fence have been in to provide estimates already. Also have two quotations from sign companies for new signage for the park. Platform Tennis Courts; In the process of collecting quotes to refurbish the existing platform tennis courts at Devries Park. W e previously had a quotation from one company. Have National Tennis coming in on Wednesday, December 13th. Scheduling a third appointment with Court Pro for our final estimate. Automatic Doors at Galgano Senior Center; Working with companies and collecting quotes to install automatic door opening mechanism for the senior center. Have a quote from MacKenzie Doors. Also working with ASSA ABLOY to obtain additional estimate. Wind screens and basketball pole padding; Had Pioneer Athletics come visit to measure for protective windscreens for the backstops at the ballfields at Quattro/Devries. Also for safety padding for the basketball poles in alt out parks. �Hudson River Maritime Museum: Was contacted by Lisa Cline from tlie H R M M in Kingston. Thiey are in tlie process of meeting with all the communities along the Hudson River that have lighthouses in order to gather both historical Information and what each community does to promote their respective lighthouse.
