                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
December 19,2017 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:00 p.m.
MAYOR'S ANNOUNCEMENTS - Mayor Wray congratulated Sleepy Hollow High School
students Leah Scarpati and Ben Poret. Ms. Scarpati was chosen to play drums for the All-State
Jazz ensemble and Mr. Poret was recognized as a composer in the New York State Electronic
Music Competition.
PUBLIC HEARING ON THE SCRIE AND DRIE PROGRAM - Mr. Giaccio read the public
hearing notice related to increasing the income levels for the Senior Citizen Rent Increase Tax
Exemption and Disability Rent Increase Tax Exemption. Mayor Wray solicited comments from
the public. There were no comments. Motion was made by Trustee Scaglione, seconded by
Deputy Mayor Rosenbloom to close the public hearing. Motion passed 6-0.
PUBLIC HEARING ON DE-MAPPING A PAPER STREET - Mr. Giaccio read the public
hearing notice related to de-mapping Fairview Avenue. Mayor Wray solicited comments from
the public. There were no comments. Motion was made by Trustee Leavy, seconded by Trustee
Gebler to close the public hearing. Motion passed 6-0.
COMPREH^SIVE PLAN UPDATE - Trustee Gebler gave a power point presentation on the
comprehensive plan and on amending the Local Waterfront Revitalization Program (LWRP).
An informational meeting will be held on January 11,2018 at 7:45 at the James Galgano
Building. John Nolan of the Pace Land Use Center and Jamie Ethier of the Department of State
will be presenting. Trustee Gebler outlined the agenda for the meeting and said that outreach is
being done to get maximum public input. An RFP will be going out by the end of the year to
solicit planners. Trustee Gebler summarized a potential timeline. The Board had several

�questions and thanked both Trustee Gebler and Trustee Sprio for their work on the
comprehensive plan and LWRP. Discussion ensued.
AMBULANCE AGREEMENT - Approval of an ambulance agreement was tabled.
NORTHEAST RECREATION AGREEMENT - The Board reviewed a renewal inter-agency
agreement with Northeast Recreation to provide special recreation services for Village residents.
The Board said that Northeast provides a valuable service and was in favor of approving this
agreement. Mayor Wray requested that this item be on the next Board meeting agenda.
ASSISTANT BUILDING INSPECTOR - Mr. Giaccio said that the Building Inspector requested
permission to call for the assistant building inspector Civil Service list. The Board had no
objection to this request.
SPECIAL SESSION
On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione and carried
unanimously the Board moved into special session.
Motion was made by Trustee Scaglione, seconded by Trustee Gonzalez to approve authorization
to call for the Civil Service list for assistant building inspector list. Motion carried 6-0.
On a motion made by Trustee Scaglione, seconded by Trustee Leavy and carried unanimously
the Board moved out of special session.
Mayor Wray wished everyone a Happy Holiday.
At 7:30 the work session was adjourned.
