                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
January 9, 2018 Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag.
Presentation: Claire Davis and Melissa Howard addressed the Board. Ms. Davis and
Ms. Howard have been working with "Energize Westchester" to promote the
"Community Choice Aggregation" program. The Community Choice Aggregation
program encourages communities to purchase clean energy in bulk for the purpose of
lowering costs and helping the environment. In order participate in this program, the
Board would have to hold a public hearing and adopt a local law. Ms. Davis and Ms.
Howard asked the Board to consider approving its intent to consider this program. The
Board was amenable to this. Discussion ensued.
Mayor's Announcements: Mayor Wray thanked the Department of Public Works for
their work on the recent snow storms.
Village Architect's Renort: Village Architect, Sean McCarthy gave a report. Mr.
McCarthy provided the Board with a summary of building department activity over the
last month (Attached). The summary included fines and permits, an update on
Planning Board and Zoning Board meetings, and projects which are underway. The
Board had several questions for Mr. McCarthy. Discussion ensued.
Administrator's Renort: Mr. Giaccio gave a report. Con Edison will be doing gas line
work starting this month in Sleepy Hollow Manor and Philipse Manor. There will be a
Fremont Pond meeting on January 31, 2018 at Village Hall starting at 7:00pm. The bid
opening for the Riverside Drive project will take place on January 18, 2018. Deputy
Mayor Rosenbloom and Mr. Giaccio attended a seminar on distressed and abandoned
properties sponsored by NYCOM. Tomorrow there will be a safety meeting with
Department Heads and the Village's Insurance company. Reminder that Village offices
will be closed on Monday for Martin Luther King Day.

�Comprehensive Plan Update: Trustee Gebler and Trustee Spiro reported on the
Connprehensive Plan. The kick-off meeting will be held this Thursday, January 11, 2018
at the Senior Center starting at 7:45. Outreach has been done and they are hoping for
a good response. All residents are encouraged to attend and participate in the process.
The RFP for a planner is being worked on.
Public Comments: Rosanna Martinez spoke. Ms. Martinez is unhappy an experience
she had a few weeks ago with members of the Police Department. More recently she
said that members of the Police Department acted more professionally. She said that
the Police Department needs to be consistent with the way they interact with the
general public.
Resolution: Motion was made by Trustee Scaglione, Seconded by Deputy Mayor
Rosenbloom to approve the St. Patrick's Day Parade which will be held on March 11,
2018 starting at 1:30PM. Motion passed 6-0.
New/Old Business: None
Communications: Mayor Wray said that he received a letter in support of allowing the
John D. McKean boat to be docked near Horan's Landing. The letter will be distributed
to the Board and Village Clerk.

At 8:20pm, on a motion by Trustee Scaglione, seconded by Trustee Gonzalez, the
Board meeting was adjourned.
