                  <text>Resolution of the Mayor and the Board of Trustees of the Village of
Sleepy Hollow to Approve Contract for Water Department
Whereas, the Sleepy Hollow Board of Trustees is desirous of entering into a contract
to maintain the Water Department's Supervisory Control and Data Acquisition System
(SCADA), and
Whereas, Arcadis has submitted the attached proposal to provide this service at a cost
not to exceed $30,000, and
Whereas, The Village Engineer has recommended approving this proposal.
Now therefore be it resolved that the Board of Trustees hereby authorizes the
Mayor to sign a contract with Arcadis to maintain the Water Department's Supervisory
Control and Data Acquisition System (SCADA) not to exceed $30,000 subject to the
approval by the Village Attorney.

Arcadis is pleased to submit this proposal for an amendment to continue services
related to the Village of Sleepy Hollow's (Village) Process Control System (PCS)
for its drinking water distribution system. This proposal is being submitted to extend
and increase the existing Supervisory Control and Data Acquisition (SCADA) oncall services contract, which was approved under resolution 12/154/2016 and
extended on February 27, 2018.

Arcadis is prepared to provide the following potential services on an as-needed
and as-requested basis:

Maintenance of all P C S and control equipment at the Neperan Road
drinking water pump station, 800K gallon reservoir, new 1.6M gallon tank
and two valve chambers.
Troubleshooting of electrical and telemetry hardware, P L C control panels,
field panels. Operator Interface Terminal and auto dialer.
Troubleshooting and reconfiguration of the P L C logic, as needed to
address operational issues.
Telephone support.
Emergency onsite support
o 2-hour notice requested
o 24/7 availability

Based on our discussions with Village staff, Arcadis has identified the following
initial services that would be performed immediately upon execution of this
amendment:

the proposa/. This proposal is not intended to tie binding or form the terms of a contract. The scope and price of this proposal will be
superseded by the contract. If this proposal is accepted and a contract is awarded to Arcadis as a result of—or in connection with—the
submission of this proposal, Arcadis and/or ttie client shall have the right to make appropriate rewsions of its terms, including scope and
price, for purposes of the contract. Further, client shall have the right to duplicate, use, or disclose the data.contained in this proposal
only to the extent provided in the resulting contract.

T a s k 1 - R e m o t e A l a r m A n n u n c i a t i o n ; T h e r e c o m m e n d e d Auto-dialer has already been purchased
by the Village. T h e P u m p Station PLC and s c r e e n display has b e e n p r o g r a m m e d to interface with
the auto-dialer t h r o u g h serial c o m m u n i c a t i o n . Village staff haev b e e n trained on h o w to program
the Auto-dialer a n d h o w to use it on a regular basis. T a s k s required to c o m p l e t e the auto-dialer
implementation are:

P r o g r a m Auto-dialer for hardwired signals (Village is in the process of purchasing the
required Auto-dialer module),

Auto-dialer installation a n d testing.

T a s k 2 - Valve C h a m b e r Valve Control I m p r o v e m e n t s : Update the P L C logic and s c r e e n display to
facilitate control of the r e m o t e valves.

O n e of the tasks a c c o m p l i s h e d with the f u n d s allocated in A m e n d m e n t No. 1 w a s to identify alternatives to
i m p l e m e n t a S C A D A server at N e p e r a n R o a d drinking water p u m p station. T h e proposed S C A D A server
w o u l d provide the following main benefits to the operation of the W a t e r District:

Stand-alone S C A D A server located at the P u m p Station.

T w o options to i m p l e m e n t a S C A D A server have b e e n discussed with W a t e r D e p a r t m e n t staff and are being
proposed. T h e details of the two m a n u f a c t u r e r s are s u m m a r i z e d in the table below:

H a r d w a r e will include a c o m p u t e r running W i n d o w s 10, 64 bits, 16 RAM, two-port NIC card, with keyboard,
m o u s e and 27" flat screen monitor. Software includes H u m a n - M a c h i n e Interface (HMI) and historian
software by either of the t w o m a n u f a c t u r e r s listed above.

�Arcadis r e c o m m e n d s a budget of $20,000 to cover On-call services and Tasks 1 and 2 mentioned above.
This budget can be increased at a later date if the amount will be exceeded, based on Village requests.
The budget for S C A D A implementation is $15,000 and v^ill cover design, configuration, testing, startup and
training of Village staff, regardless of the manufacturer selected.
W e propose to provide our services on a not to exceed time and materials basis, in accordance with our
enclosed Rate Schedule. Please note that any work requested to be initiated by the Village after 5:00 PM
on weekdays or on w e e k e n d s and holidays will require a minimum 4-hour charge. Arcadis staff will
document work completed and such documentation will be included within monthly invoices.
