Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom John Leavy Denise Scaglione Sam Gonzalez Rachelle Gebler Trustees Sandra Spiro (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Sean McCarthy, Building Inspector ENVIRONMENTAL ADVISORY COMMITTEE REPORT - Claire Davis and David Avrin of the Environmental Advisory Committee (EAC) gave a report. The EAC's priority projects from Ae previous year have been completed. They included purchasing new recycling cans, adopting a community choice aggregation policy and completing a walkability study. This year's priorities include implementing the community choice aggregation program, advancing climate smart initiatives, implementing walkability recommendations and developing sustainable watershed management initiatives. There was a discussion about storm surge barriers in the Hudson River. The EAC is against them and has asked the Board to adopt a resolution requesting more information about what impact the barriers will have on the river. MAYOR'S ANNOUNCEMENTS - Mayor Wray announced that the Halloween events have begun including ones at Historic Hudson Valley, the Sleepy Hollow Cemetery and the Dutch Church. Mayor Wray encouraged residents to attend these events as well as the Village's Haunted Hayride, which will take place on October 26 and 27. HAYRIDE PRODUCTION - The Board reviewed a draft resolution to select the production company for the Haunted Hayride. The Halloween Committee recommended retaining Sleepy Halloween Animatronics to produce this year's show. The Board had no objection. This item will be on next week's Board meeting agenda. CAPITAL BUDGET - Mayor Wray reported that the capital budget is being finalized. A bond resolution will be prepared for the next Board meeting. AMBULANCE IMA - The Board reviewed a draft inter-municipal agreement between the Village and Mt. Pleasant for ambulance services. This is a renewal agreement. Mayor Wray asked that this item be placed on the next Board meeting agenda. �SEXUAL HARASSMENT POLICY - A sexual harassment policy drafted by the Village labor attorney was distributed to the Board for consideration. A new State law requires that the Board adopt a separate sexual harassment policy from the general harassment policy already adopted. Mayor Wray recommended adopting this policy during special session. SPECIAL SESSION On a motion made by Trustee Scaglione, seconded by Trustee Leavy and carried unanimously, the Board moved into special session. Motion was made by Trustee Gebler, seconded by Trustee Gonzalez to approve a Workplace Sexual Harassment Policy. Motion carried 6-0 On a motion made by Trustee Gebler, seconded by Trustee Gonzalez and carried unanimously, the Board moved out of special session. At 8:00 the work session was adjourned.
