Present: Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Sandra Spiro Denise Scagllone, Trustees Mayor Kenneth G. Wray, Absent Also Present: Anthony P. Giaccio, Village Administrator Joan Bucci, Village Deputy Clerk Clinton Smith, Village Counsel Sean E. McCarthy, Village Building Inspector Anthony Bueti, Police Chief Matt Arone, Recreation Supervisor Wayne Ballard, DPW Supervisor At 7:01 p.m. Deputy Mayor Rosenbloom called the meeting to order with a pledge to the flag and a moment of silence for former Sleepy Hollow Police Sergeant William Booth, who worked for the Village from 1971-1999 and for former Sleepy Hollow Police Sergeant & Fire Chief Gordon Ferguson who worked for the Village from 1972-1998. Mr. Ferguson was a resident of the Village for 46 years. Our thoughts are with their families and friends. Approval of Warrants: Motion was made by Trustee Gebler, seconded by Trustee Scagllone to approve the warrant of October 16, 2018 in the amount of $589,370.69. Motion passed unanimously. Approval of Minutes: Motion was made by Trustee Gebler, seconded by Trustee Scaglione to accept the minutes of September 25, 2018. Motion passed unanimously. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to accept the minutes of October 9, 2018. Motion passed unanimously. Administrator's Report: Village Administrator reported on several events in the Village. See attached report. Trustee Spiro asked about upcoming grants. Village Administrator Giaccio stated that the Beekman Avenue Lights Grant is a direct replacement grant. Lights have been ordered. Take 6-8 weeks for delivery. The Sidewalk Grant will include more involvement and design along with the tree placement. �Trustee Leavy inquired about closure on Hudson Street due to Con Edison work. Discussion ensued regarding Con Edison's ongoing work In the area. Deputy Mayor Rosenbloom thanked the Chamber of Commerce, Village Administrator Giaccio and all the Village staff for their hard work on a very successful Street Fair. Also thanked DPW worker Marclal Vele for the great decorations outside of Village Hall. Department Head Reports: Recreation Department: Matt Arone, Superintendent, reported on upcoming projects (see attached report). Public Works: Wayne Ballard, Superintendent, summarized ongoing projects (see attached report). Trustee Spiro asked if the Tree Committee will be included with the tree placement. Trustee SpIro asked about new garbage cans for Beekman Avenue. Trustee Scagllone asked about fire hydrant placement on the corner of Millard Avenue. Trustee Gonzalez asked for more information about the 50K Alrbreak tank replacement. Public Comments: Deputy Mayor Rosenbloom opened the meeting to the public. Jay Schultz, 61 Fremont, addressed the Mayor and Board of Trustees, as a representative of the Sleepy Hollow Manor Association. Stated concerns with the recent Con Edison work. The streets, sidewalks and yards need to be repaired. He submitted photos that were reviewed and entered Into record. Daphne Miller, 7 Evergreen Way, addressed the Mayor and Board of Trustees stated he appreciates the work Con Ed has done but has great concerns about the condition of the streets. Jennifer Ostefeld, 7 Hemlock Drive, addressed the Mayor and Board of Trustees stating that Con Ed only did a patch job creating two different types of asphalt on the street. She has safety concerns about cars driving on the patched side of the road to avoid the unpatched parts. John Lankester, 54 Fremont Road, addressed the Mayor and Board of Trustees stating his lawn needs to be repaired by Con Edison. MIchele Gonzalez, 16 KIngsland Road, addressed the Mayor and Board of Trustees stating her street was just repaved recently and the repairs by Con Ed were patchwork. Asked If the street will be completely repaved. �Judith Knispec, addressed the Mayor and Board of Trustees stated concerns regarding the bulkhead at Horan's Landing. The lightposts and lawns are being affected. DPW Superintendent Ballard stated he is worl<ing with Con Edison representative and asked residents to contact hinfi directly to address all complaints and issues. Village Administrator Giaccio stated that he is working closely with Con Edison representative on the work being done in the Manor. Trustee Leavy stated he along with Deputy Mayor Rosenbloom and Trustee Scaglione met with the fire chiefs regarding . It was a very productive meeting. Public Comments: Deputy Mayor opened the meeting to the public. There were no comments. At 8:18 pm Trustee Rachelle moved to adjourn the meeting. Seconded by Trustee Scaglione.
