Awarding Hayride Production Bid
Whereas, proposals were solicited from qualified companies to produce a haunted
hayride show, which includes, sets and actors for two nights on October 26^ and
October 27^ 2018, and
Whereas, Sleepy Halloween Animatronics was identified as the low bidder at a cost of
$35,000.
Now, therefore, be it resolved that the Board of Trustees hereby awards a bid to
Sleepy Halloween Animatronics to provide a haunted hayride show for two nights on
October 26*^ and October 27'^ 2018 at a total cost of $35,000.

�Resolution of the Board of Trustees of the Village of Sleepy Hollow
To Authorize Mayor to sign the Ambulance Service Agreement
With the Mount Pleasant West Ambulance District for 2018
Whereas, the town of Mt. Pleasant has requested that the Sleepy Hollow Volunteer
Corps service the Mt. Pleasant West Ambulance district, and
Whereas, the town of Mt. Pleasant agrees to pay the sum of $7,952.00 per year for
this service as outlined in the attached agreement, and
Now be it resolved, that the Board of Trustees hereby authorizes the Mayor to sign
the attached Ambulance Service Agreement with the Town of Mt. Pleasant West
Ambulance District subject to the approval by Village Counsel.

RESOLUTION OF THE SLEEPY HOLLOW BOARD OF TRUSTEES
FOR PRO-RATA REIMBURSEMENT OF MUNICIPALITY
FOR POLICE TRAINING EXPENSE
WHEREAS, New York State General Municipal Law Section 72-c provides that
"whenever a member of the Police Department of a municipal corporation has attended
a police training school [and] terminates employment with such municipal corporation
and commences employment with any other municipal corporation ... such employer
municipal corporation ... shall reimburse the prior employer municipal corporation for
such [training] expenses" prorated over the member's first three years of employment
after graduation; and
WHEREAS, the Village of Sleepy Hollow has engaged Police Officer Salvatore
Maniscaico; and
WHEREAS, Police Officer Maniscaico was hired by the City of White Plains on
July 29, 2016, finished training courses on December 16, 2016, and resigned from
White Plains on August 7, 2018; and
WHEREAS, the City of White Plains incurred $20,306.52 In training expenses for
Police Officer Maniscaico and has submitted a statement to Sleepy Hollow for $9,235.41
for pro-rata reimbursement of Police Officer Maniscalco's training expenses;
NOW THEREFORE BE IT RESOLVED, that the Village acting by its Treasurer
shall make payment to the City of White Plains of $9,235.41 as payment in full of the
Village's pro-rata reimbursement of Police Officer Maniscalco's training expenses.

AT CHAPTER 370, TAXATION, BY ADDING A NEW ARTICLE XI ENTITLED
"ALTERNATIVE VETERAN'S EXEMPTION"
BE IT RESOLVED, by the Board of Trustees of the Village of Sleepy Hollow that a
public hearing will be held at 7:00 p.m. or as soon as such hearing may be called thereafter, on
the 30th day of October, 2018, at the Sleepy Hollow Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York 10591, on a proposed Local Law entitled "A LOCAL LAW AMENDING
THE CODE OF THE VILLAGE OF SLEEPY HOLLOW AT CHAPTER 370, TAXATION, BY
ADDING A NEW ARTICLE XI ENTITLED "ALTERNATIVE VETERAN'S EXEMPTION";
and, be it further
RESOLVED, that the Village Clerk shall give due notice of this public hearing in

A LOCAL LAW AMENDING THE CODE OF THE VILLAGE OF SLEEPY HOLLOW
AT CHAPTER 370, TAXATION, BY ADDING A NEW ARTICLE XI ENTITLED
"ALTERNATIVE VETERAN'S EXEMPTION"
BE IT ENACTED by the Board of Trustees of the Village of Sleepy Hollow, New York,
as follows:
Section 1.
The Code of the Village of Sleepy Hollow is hereby amended at
Chapter 370, Taxation, by adding a new Article XI entitled "Ahemative Veteran's Exemption"
to read as follows:
§370-50.

Name.

This Article shall be known and may be cited as "Alternative Veteran's Exemption Law."
§370.51.

Purpose.

The purpose of this Article is to set forth and provide the base for computation of the
maximum real property tax exemption provided for in Real Property Tax Law §458-a
that is in effect in the Village of Sleepy Hollow.
§370.52.

Definitions, Terms, and Conditions.

All definitions, terms, and conditions of Real Property Tax Law §458-a shall apply to this
Article.
§370.53.

Computation of Exemption.

The exemption provided by this Article shall be computed in accordance with Real
Property Tax Law §458-a.
§370.54.

Base for Computation of Maximum Exemption.

The base for computation of the maximum exemption shall be:
a.

Wartime - $75,000.00

b.

Combat Zone - $50,000.00

C.

Disability - $250,000.00

Section 2.
The invalidity of any word, section, clause, paragraph sentence, part, or
provision of this local law shall not affect the validity of any part of this local law which can be
given effect without such invalid part or parts.

�Section 3.
This Local Law shall take effect immediately upon filing in the Office of
the Secretary of State,
