                  <text>Resolution Adopting a Local Law
Amending the Code of the Village of Sleepy Hollow at Chapter 370,
Taxation, by Adding a
New Article XI Entitled ''Alternative Veteran's Exemption"
WHEREAS, on October 16, 2018, the Board of Trustees of the Village of Sleepy
Hollow fBoard") Introduced and set a Public Hearing on a Local Law Amending the
Code of the Village of Sleepy Hollow at Chapter 370, Taxation, by Adding a New Article
XI Entitled "Alternative Veteran's Exemption" in the form annexed ("Law") for October
30, 2018; and
WHEREAS, on October 30, 2018, the Board held a Public Hearing on the Law at
which time members of the public were allowed to speak and be heard, and the Public
Hearing was closed but the Board allowed submission of written comments through
November 6, 2018; and
WHEREAS, the Board now would like to act on the Law;
NOW THEREFORE, BE IT RESOLVED, that the Board adopts the Law in the
form annexed.

�Local Law No. 4 of 2018
A LOCAL LAW AMENDING THE CODE OF THE VILLAGE OF SLEEPY HOLLOW
AT CHAPTER 370, TAXATION, BY ADDING A NEW ARTICLE XI ENTITLED
"ALTERNATIVE VETERAN'S EXEMPTION"
BE IT ENACTED by the Board of Trustees of the Village of Sleepy Hollow, New York,
as follows:
Section I.
The Code of the Village of Sleepy Hollow is hereby amended at
Chapter 370, Taxation, by adding a new Article XI entitled "Alternative Veteran's Exemption"
to read as follows:

§370-50.

Name.

This Article shall be known and may be cited as "Alternative Veteran's Exemption Law."

§370.5L

Purpose.

The purpose of this Article is to set forth and provide the base for computation of the
maximum real property tax exemption provided for in Real Property Tax Law §458-a
that is in effect in the Village of Sleepy Hollow.

§370.52.

Definitions, Terms, and Conditions.

All definitions, terms, and conditions of Real Property Tax Law §458-a shall apply to this
Article.

§370.53.

Computation of Exemption.

The exemption provided by this Article shall be computed in accordance with Real
Property Tax Law §458-a.

§370.54.

Base for Computation of Maximum Exemption.

The base for computation of the maximum exemption shall be:
a.

Wartime - $75,000.00

b.

Combat Zone - $50,000.00

C.

Disability - $250,000.00

Section 2.
The invalidity of any word, section, clause, paragraph sentence, part, or
provision of this local law shall not affect the validity of any part of this local law which can be
given effect without such invalid part or parts.

�Section 3.
This Local Law shall take effect immediately upon filing in the Office of
the Secretary of State.

�RESOLUTION OF THE MAYOR AND THE BOARD OF TRUSTEES OF THE
VILLAGE OF SLEEPY HOLLOW TO AUTHORIZE
SALARY ADJUSTMENT FOR MEDIA COVERAGE
Whereas, the Board of Trustees, by resolution 5/28/2013, entered into an agreement
with Michael LaVoie to provide Media/Video coverage for the Village, and
Whereas The Village Board has been pleased with Mr. LaVoie's work, and
Whereas The Village Board is desirous of amending Mr. LaVoie's agreement by
increasing his meeting fee from $250 to $300.
Now, therefore, be it resolved the Board of Trustees hereby approves a fee increase
for Michael LaVole from $250 per Board meeting to $300 per Board meeting with all
other terms of his Media/Video coverage agreement remaining the same.

�Resolution of the Board of Trustees of the Village of Sleepy Hollow
Hiring Part-Time Recreation Staff for the Recreation Department
WHEREAS, in order to maintain the appropriate ratio of staff per participant in the
afterschool program, the current vacancy in the Recreation Department must be filled,
and
WHEREAS, the Superintendent of Recreation, Matt Arone, properly advertised this
position and has conducted interviews, and has deemed this applicant qualified, and
WHEREAS, Mr. Arone has recommended that this candidate be hired on a part-time
basis, effective November 14^, 2018.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Trustees of the
Village of Sleepy Hollow hereby approve Mr. Arone's recommendation of Dialy Molina,
to be hired effective Wednesday, November 14^ 2018 at an hourly rate of $14.61, and
be under the supervision of Mr. Arone, and
BE IT FURTHER RESOLVED a background check for this applicant has been
completed and is satisfactory.

�RESOLUTION OF THE MAYOR AND THE BOARD OF TRUSTEES
OF THE VILLAGE OF SLEEPY HOLLOW TO AUTHORIZE
SALARY ADJUSTMENT FOR ZONING INSPECTOR
Whereas, the Board of Trustees, has determined that a salary adjustment is
appropriate at this time for the Zoning Inspector, Joseph Paiva, and
Whereas Mr. Paiva's salary will be adjusted for the years of 2016 and 2017.
Now, therefore, be it resolved the Board of Trustees hereby approves a salary
increase of 2% for the fiscal year of 2016 and 2% of for the fiscal year of 2017.

Confirming the Actions of the Ambulance Corps
Whereas, the Board of Trustees approves the actions and recommendations of the
Ambulance Corps Members, as stated in the enclosed memo to the Board, (attached)

Ambulance Chief in writing of this resolution.
