                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
December 4, 2018 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York.

At 7:00pm motion was made by Trustee Gebler, seconded by Trustee Scaglione to go into
executive session to discuss a personnel matter.
At 7:59pm, motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione to
go out of executive session.
Mayor Wray called the work session to order at 8:00pm.
GRANT APPLICATION FOR SMOKE DETECTORS - Grant Writer Fiona Matthew
addressed the Board regarding applying for a grant to purchase smoke detectors for residents.
There were several concerns that the Board had regarding how this grant project will be
implemented. The Board requested more information about the grant before a decision is made.
RETAIN ENGINEER FOR BEEKMAN AVENUE SIDEWALK PROJECT - Grant Writer
Fiona Matthew addressed the Board regarding retaining an engineer for the Beekman Avenue
Sidewalk Project. The project also includes a new traffic signal at the comer of North
Washington Street and Beekman Avenue. Proposals were received, reviewed and rated by
Village staff with WSP Engineering scoring the highest. For this reason, Ms. Matthew is
recommending hiring WSP Engineering for this project. The Board had no objection. Mayor
Wray requested that this item be on the next Board meeting agenda.
TREES ON BEEKMAN AVENUE - There was a lengthy discussion regarding what to do
about the street trees on Beekman Avenue. The concern is that they are no longer the appropriate
size for the downtown. Members of the Tree Commission, Environmental Advisory Committee
and Public Works joined the discussion. Various ideas were debated. Mayor Wray said that the
Board will need more information in order to make an educated decision on the matter.

�HOLIDAY MARKET - Community Liason, Diana Loja addressed the Board to announce an
outdoor holiday market event that will take place at Sykes Park. The event will take place from
December 13 to December 16 and will include vendors, food and entertainment. The Board
thanked Ms. Loja for her efforts in putting together this event.
TRAFFIC STUDY ON BEEKMAN AVENUE - Claire Davis of the Environmental Advisory
Committee (EAC) updated the Board on a traffic study being conducted at the intersection of
Beekman Avenue and Pocantico Street. Cones have been placed at the intersection to represent
potential 'bump outs" at the crosswalks. The stop sign has also been temporarily moved to a
more visible location. Ms. Davis said that the EAC has received good feedback from the study
and asked if the cones can be replaced with plastic bollards. Members of the EAC will interview
business owners and pedestrians to solicit feedback. A fon-nal report will be presented to the
Village Board at a future work session.
SIDEWALK COST SHARING PROGRAM - Mr. Giaccio provided a list of proposed rules
and regulations related to the sidewalk cost sharing program that summarized input from the
Board, Building Inspector and Department of Public Works Superintendent. The Board felt that
the list accurately reflected the view of the Board with some exceptions. The next step will be to
prepare a more fonnal policy for the Board's consideration with the hope of implementing the
program early next year. The Village Board approved spending up to $50,000 on this program.
SNOW AND ICE AGREEMENT - The Board reviewed a draft snow and ice agreement
between the Village and New York State in which the State pays the Village to plow and salt
Route 9 and Route 448. This is a renewal agreement. The Board had no objection to approving
this agreement. Mayor Wray requested that this item be on the next Board meeting agenda.
MAYOR'S ANNOUNCEMENT - Mayor Wray announced that there will be no meeting on
December 25, 2018 and January 1, 2019
EVENT ANNOUNCEMENT - Mr. Giaccio reminded residents that there will be cookies and
milk with Santa event on Friday, December 7, 2018 and the Lighting of the Lighthouse event on
Saturday, December 8, 2018.
