Resolution of the Board of Trustees of the Village of Sleepy Hollow Accepting a
Revised Comprehensive Plan, an Updated Local Waterfront Revitalization Plan, and an
Environmental Assessment Form, Part 1,
for the Comprehensive Plan and Local Waterfront Revitalization Plan
WHEREAS, the Board of Trustees ("Board") of the Village of Sleepy Hollow
("Village") engaged BFJ Planning to prepare a revised Comprehensive Plan ("Comp Plan") and
to update the Local Waterfront Revitalization Plan ("LWRP") for the Village by Resolution
dated April 3, 2018; and

WHEREAS, the Board appointed a steering committee for the Comp Plan and LWRP
("Steering Committee") by Resolution dated May 22,2018; and

WHEREAS, the Steering Committee and BFJ Planning engaged the public and
stakeholders in the drafting of the Comp Plan and LWRP ("Comp Plan &amp; LWRP") in a variety
of ways, including:

(1) BFJ Planning led four public workshops: one on May 31, 2018, one on June 14,
2018, one on October 2, 2018, and one on November 7,2018.

(a) The May 31 workshop was a joint workshop for the Comp Plan &amp; LWRP.

(b) The June 14 workshop focused on the Comp Plan.
(c) The October 2 workshop focused on the LWRP.

�(d) The November 7 workshop was a joint workshop for the Comp Plan &amp;
LWRP and also served as the Steering Committee's public hearing.

(2) Focus group meetings were held with:

(a) The Sleepy Hollow Merchants Council on June 7, 2018.

(b) The arts and cultural community on July 30, 2018.

(c) The environmental advocacy community on July 30, 2018.

(d) High school students on October 17, 2018.

(e) The Spanish-speaking community on October 17, 2018.

(3) The Steering Committee hosted six small-group discussions targeting
residents of various neighborhoods of the Village.

(4) A public online survey was available from September 7, 2018, through
October 12,2018, and was taken by approximately 375 people.

(5) A survey aimed at visitors to Sleepy Hollow was available in the fall of 2018.
(6) The Steering Committee and BFJ Planning conducted outreach at community
events.

(7) BFJ Planning regularly briefed the Board of Trustees during the process.

�(8) A website was maintained to inform the community about the process and
provide draft documents.

WHEREAS, the Steering Committee and BFJ Planning presented the Board with a draft
Comp Plan &amp; LWRP and an Environmental Assessment Form, Part 1, on the Comp Plan &amp;
LWRP under the New York State Environmental Quality Review Act ("SEQR");

NOW THEREFORE, be it
RESOLVED, that the Board accepts the Comp Plan &amp; LWRP and Environmental
Assessment Form, Part 1, under SEQR; and be it ftirther

RESOLVED, that the Comp Plan &amp; LWRP is subject to SEQR, that no federal agency is
involved, and that it is an Unlisted Action under SEQR; and be it ftuther

RESOLVED, that the Board is the only agency with authority to undertake, fimd, or
approve the Comp Plan &amp; LWRP and will serve as Lead Agency for the Comp Plan &amp; LWRP
under SEQR; and be it ftirther

RESOLVED, that the Village Clerk shall give notice of this Resolution, a copy of the
Comp Plan &amp; LWRP, and a copy of the Environmental Assessment Form, Part 1, to the Village
Planning Board and the Westchester County Planning Board, to any other Involved Agency, to
the adjacent communities, and to any Interested Agency.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing the Mayor to Sign Inter-Municipal Agreement with the County of
Westchester to Provide Access to Records Online
WHEREAS, The Village Board Is desirous of extending the term of this expired InterMunicipal Agreement from December 17, 2018 through December 31, 2019.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow Authorizes the Mayor to sign an Inter-Municipal Agreement with the
County of Westchester to provide access to Westchester Records Online.
