                  <text>REGULAR MEETING

OCTOBER 22nd, 1997

A regular meeting of the Sleepy Hollow Architectural Review
Board was held on Wednesday, October 22nd, 1997 at 8:00 P.M. in the
Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Chairman Nazemetz called the meeting to order at 8:00 P.M.
1.

Attilio Praino, 35 Hudson Terrace-Continued.
Mr. McCarthy excused himself from participating as he represents
the Praino family.
Mr. McCarthy presented additional photos and information regarding
the severely damaged residence and stated that the Praino family would like
to rebuild and move back into the house that was damaged by fire some five
months ago. Mr. McCarthy stated that they would like to build an additional
apartment for their daughter who would be getting married next Spring.
Mr. McCarthy stated that the house was built in 1989 and due to the fire they
would like to add an additional kitchen and bath. Mr. McCarthy stated that
the addition meets all Zoning and Village codes.
Mr.Falasca moved, seconded by Mr. Nazemetz to open the meeting for
public comments. Carried.
Mr. James Volpe, 27 Hudson Terrace stated that he was concerned
about the windows to be installed as they sit on their terrace and windows are
facing
his bedroom, and invades his privacy.
Mr. Andre Barron, 30 Hudson Terrace stated that the new, addition
would be blocking the sunlight into his house and block his view to the
river. Mr. Barron stated he had no objection to the house being repaired
and restored to its previous state.
Mr. McCarthy stated that Mr. Barron's view to the river is not
unobstructed even without the Praino house.
Mrs. Diana McCarthy stated that her parents house does not obstruct
the view but a big tree does and feels that the house as planned would be
helpful.
Mr. Barron felt that the Prainos, should have discussed the new
addition with their neighbors prior to their planning to increase the size
of the house and see what impact it would have on their neighbors.
Cindy Praino stated she is geeting married next Spring and it is
her intention to live in her parent's house and help with the financing that
it is going to take to rebuild the fire damaged structure.

Mr. Barstow that the meeting be closed for public comments. Carried.
Discussion followed and Mr. Barstow moved, seconded by Mr. Nazemetz
to approve the plans as submitted. Mr. Falasca abstained and Mr. Nazemetz
declared the motion carried.

James Garvey, 85 Merlin Avenue-Window Alteration.

Bellwood and Merlin Avenue and stated that the window would be on the side
of the house facing Bellwood Avenue and the purpose of the new window was
to allow for more light in a room to be used as a computer room. He stated
that the glass would be insulated and would be a double hung window.
Mr. Nazemetz moved, seconded by Mr. Falasca to open the meeting for
public comments. Carried.
Mr. Lawrence Lenihan, 457 Bellwood Avenue stated he

and Mr. Falasca moved, seconded by Mr. Barstow to approve the plans as
submitted. Carried.
3.

Lawrence and Marion Lenihan, 457 Bellwood Avenue-Addition-First Floor.
Sandra Eckhaus, Architect presented proof of mailings to the Clerk.

Ms. Eckhaus presented plans of proposed addition and stated it
would be a ground floor extension with a second floor over the garage.
She stated the extension would enlarge the kitchen and would add a bedroom
to the second floor over the existing garage. Ms. Eckhaus stated that all
windows would match existing windows and some materials would be reused. Ms.
Eckhaus stated they had appeared before the Zoning Board and had received
approval.
Mr. Nazemetz moved, seconded by Mr. McCarthy to open the meeting
for public comments. Carried.
Mr. James Garvey, 85 Merlin Avenue stated he is a neighbor and he
does not oppose the addition.
Mr. Falasca moved, seconded by Mr. Barstow to close the meeting
for public comments. Carried.
Discussion followed regarding color of house and the use of a checklist.
Mr. Falasca moved, seconded by Mr. McCarthy that the plans be
approved as submitted. Carried.

Frank Benuscak, 17 L awrence Avenue-Enclose existing porch and add new
porch.

Mr. Steve Marchesa, Architect presented photos of existing house
and outlined the proposed project.
Mr. Falasca moved, seconded by Mr. Barstow to open the meeting
for public comments. Carried.
There being no public comments, Mr. Falasca moved, seconded by
Mr. Barstow to close the meeting for public comments. Carried.
Discussion followed regarding type of materials to be used.
Mr. Falasca moved, seconded by Mr. Barstow to approve the plans
as submitted. Carried.
5.

Antonio Pinto Carvalho, 28b No. Washington Street-Continuation.
Mr. Carvalho presented revised plans for the Board to review.

Mr. Barstow moved, seconded by Mr. Falasca to open the meeting for
public comments. Carried.
There being no comments. Mr. Barstow moved, seconded by Mr. Falasca
to close the meeting for public comments. Carried.
Discussion followed regarding type and color of stucco and height
of fence.
Mr. Barstow moved, seconded by Mr. Falasca that the plans be approved
as submitted with the substitution of raised stucco areas with red brick and
front fence should have a total maximum height of no more than three feet,
as per Zoning regulations. Carried.
6.

Triano-Corner of College Avenue &amp; Cortlandt Street-Continuation.

Ron Turnquist, Architect presented pictures of building before
reconstruction and pictures as it now exists. Mr. Turnquist stated that plans
were approved on May 28, 1997 and work has been proceeding and he has returned
for approved of several changes in the plans namely awnings, outside lighting
and asks the Board to approve the various changes.
Mr. Nazemetz moved, seconded by Mr. McCarthy to open the meeting
for public comments. Carried.
There being no public comments Mr. Nazemetz moved, seconded by Mr.
McCarthy to close the meeting for public comments. Carried.
Mr. Barstow stated that the Board is setting a dangerous precedent
in allowing changes to be made to plans after they are approved and after
changes are made the applicant comes before the Board and requests approval.

Discussion followed regarding continuous awnings, costs of doors,
and colors of awnings and shutters, date of approval of original plans.
Mr. McCarthy stated the matter should be postponed in order for absent
to review the revised plans.

8.

Awnings Program.

Mr. Turnquist presented information regarding the Awnings Program
which is to be completed by December 15, 1997.
MINUTES
Mr. Falasca moved, seconded by Mr. Barstow that the minutes of the
meeting held on September 24th, 1997 be approved as submitted. Carried.
Discussion followed regarding Local Law establishing Architectural
Review Board.
Due to holidays in November and December it was decided that the
Building Inspector would determine when the next meeting should be held, and
that ten days notice be given if a meeting is called.
There being no further business to come before the Board, Mr. Falasca
moved, seconded by Mr. McCarthy that the same be duly adjourned. Carried.
