Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler John Leavy Denise Scaglione Sam Gonzalez Sandra Spiro Trustees Also Present: Anthony Giaccio, Village Administrator Wayne Ballard, DPW Superintendent Anthony Bueti, Police Chief Mayor Wray called the work session to order at 7:00pm. SPECIAL SESSION On a motion made by Trustee Gonzalez and seconded by Trustee Scaglione and carried unanimously the Board moved to special session. Motion was made by Trustee Leavy and seconded by Deputy Mayor Rosenbloom to extend the public comment period for the Comprehensive Plan and LWRP until September 3, 2019 at 7:00pm for written comments only. The motion passed 7-0. On a motion made by Trustee Gebler and seconded by Trustee Leavy and carried unanimously the Board moved out of special session. STREET SWEEPER - Department of Public Works Superintendent, Wayne Ballard addressed the Board. Mr. Ballard said that there is a need to purchase a street sweeper because renting one has been cost prohibitive. Mr. Ballard has been researching various street sweepers and will have a recommendation in a couple of weeks. The cost of a new sweeper can range between $200,000 and $280,000. Discussion ensued. INTER-MUNICPAL AGREEMENT FOR PRISONER TRANSPORT - The Board reviewed a draft inter-municipal agreement with the County of Westchester related to prisoner transportation. Police Chief, Bueti was asked to join the discussion. This is a two year renewal agreement. The fees received by the Village for this service have increased to compensate for salary adjustments. The Board was agreeable to approving this agreement. Mayor Wray requested that this item be on the next Village Board meeting agenda. �ALARM PERMIT POLICY - Police Chief, Bueti was asked to join the discussion regarding amending the alarm permit policy. The building inspector provided a list of recommendations that were previously distributed to the Board. Chief, Bueti agreed with these recommendations. There was a discussion as to why it is necessary to amend this policy. Mr. Giaccio said that the policy needs to be simplified to make it easier for residents to comply with the code. It will also help with enforcement. Certain types of alarms like carbon monoxide detectors need to be defined as well. The next step is for the Village Attorney to draft a code amendment for the Board to review. EXECUTIVE SESSION On a motion made by Trustee Gebler and seconded by Trustee Deputy Mayor Rosenbloom, the Board moved to executive session to discuss personnel matters. On a motion made by Trustee Gonzalez and seconded by Trustee Gebler and carried unanimously the executive session was adjourned. At 8:05 the work session was adjourned.
