Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Sam Gonzalez Rachelle Gebler Sandra Spiro Trustees John Leavy (Absent) Denise Scaglione (Absent) Also Present: Anthony Glacclo, Village Administrator Anthony Bueti, Police Chief Clinton Smith, Village Attorney Wayne Ballard, Public Works Superintendent At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of long-time resident Zunilda Rosario Ceballo Warrant: Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler to approve warrant 19Augl3 in the amount of $274,983.85. Motion passed. 5-0. Minutes: Mot 'on was made by Trustee Gebler seconded by Deputy Mayor Rosenbloom to approve the minutes of the July 30, 2019 Village Board meeting. The motion was withdrawn to address a correction. Motion was made by Trustee Gonzalez seconded by Trustee Deputy Mayor Rosenbloom to approve the minutes of the August 6, 2019 Village Board work session. Motion passed 5-0. Motion was made by Trustee Gebler seconded by Deputy Mayor Rosenbloom to approve the minutes of the July 30, 2019 Village Board meeting with one correction. Motion passed 5-0 as amended. Mayor's Announcements: Mayor Wray said that Village offices will be closed for Labor Day. Bulk pick-up will be done on Tuesday, August 2nd. Mayor Wray reminded residents that school starts September 3rd and to drive safe. The 9/11 Memorial event will be held on Sunday, September 8th at Patriot's Park starting at 9:00am. A Community Capital Program being organized by Community Liaison, Diana Loja will be held at the senior center on Tuesday night's from 6:00-8:30pm and will run from September 10 to November 12. Contact Ms. Loja for details. Administrator's Report: Attached �Public Works Report: Attached Police Chief Report: Police Chief. Anthony Bueti gave a Police Department report. Chief Bueti provided the Board with crime statistics for the month and year to date. Training for the department is on-going. The Police Department is preparing for the up-coming school season as well as the Fall events. Deputy Mayor Rosenbloom asked about the parking consultant. Chief Bueti said that the Board can expect recommendations from the parking consultant sometime in September. Public Comments: Gia Gallagher lives on Pine Street and has some major safety concerns. Recently her cat was run over by a car and she is concerned about cars speeding down Pine Street. She suggested installing speed humps, better signage and enforcement. Ms. Gallagher is also concerned about speeding on Rt. 448. Jared Benchman also lives on Pine Street and agrees with Ms. Gallagher. He feels that people use Pine Street as a cut through and often speed coming off Rt. 448. He is very concerned for the safety of his children and other children in the neighborhood. Morris Miranda said that besides safety concerns on Pine Street, there are also people who speed on New Broadway to catch the light. Sandy Tripp is also concerned about people who speed on New Broadway to catch the light. Daniel Durango thanked the Board for the opportunity to work as a summer intern for the Village. He also thanked all the Village employees that he worked with. Mayor Wray responded to the concerns on Pine Street and said the Board will work to find possible solutions. Resolutions: 1) Motion was made by Trustee Gebler seconded by Trustee Gonazalez to extend the Comprehensive Plan and LWRP public hearing until September 10, 2019 for written comments only. Motion passed 5-0 2) Approve NYCOM training: Gebler/Gonzalez 5-0 3) Approve Curbing Bid: Rosenbloom/Gebler 5-0 4) Approve Meeting Dates: Gonzalez/Rosenbloom 5-0 New/Old Business: Mr. Giaccio said that the Village's emergency services will meet to discuss ways of improving the handling of fire scenes. There have been several recent fires in the Village and there is a need to better coordinate responsibilities. �Communications: None Mayor's Announcements: Mayor Wray said that he received letters from the Hudson Scholars. This is a group organized by the Hackley School created to address issues in Tarrytown and Sleepy Hollow. The project they worked on was to interview residents from both Villages to see what their concerns are. Middle School children assist by collecting data. DPW conducted field work to determine the location of the existing water main piping. 15) Flow test successfully completed at EOH 16) Rte 9 road cavitation near 311 North Boadway - working with consultant by attending meetings and field visits to define scope of work for needed repair 17) PMIA meetings discussed triangles off of rt 9 18) Hunter Ave assisting residents on drainage work 19) Sleepy Hollow Climate Smart Task Force attended meetings and provided requested info to help obtain their goals 20) 21) New hires started and working with the team Working on a road collapse on Karina from a CB failure �22) New sink in bathroom Barnhart stainless steel so it will be much harded to beak 23) Sleepy Hollow has satisfied and part of Tree City USA recognition 24) Police department basement flooding investigation �Interoffice Memo 8/12/2019 To: Board of Trustees Regarding: Capital Improvements projects throughout the Village In response to the concern that the concert curb and ADA replacement ramps is all in Philips Manner please note the following which I believe reflects a balanced approached to capital projects through the Village. Downtown Village Recent capital improvements - Valley Road, Cortland and Beekman Avenue where recently paved and pavement markings placed, new street lights have been installed on Beekman Avenue, Kayak Park at Horan's Landing completed, Margotta aka Sykes Park playground recently replaced, fence replaced at Barnhart Park, Beekman Avenue round about, Basket Ball Courts updated, Capital projects under construction - Beekman Ave bridge replacement, EOH development, Street light installation on EOH and lower Beekman Avenue. Capital projects recommended in the near future - Beekman Avenue, Clinton and Courtland sidewalk replacement (in design) from Rt 9 to Clinton Street, Beekman Avenue sidewalks from the roundabout to the Beekman Ave. Bridge. Valley Street drainage project (in design), Ichabod's Landing Bulkhead replacement (seeking grants), paving of Lawrence Street, Hudson Street, lower Beekman Ave and part of River street. �Weber Park Recent capital improvement projects - Water relining and Douglas Park reconstruction Capital projects under construction - Con Ed is undertaking a large gas main replacement project Capital projects recommended in the near future -1 would recommend the Village hold off on paving next year and combine 2 years of paving money from Chips in combination with Con Ed road restoration money to pave roads in this area as we did in Sleepy Hollow Manner. Sleepy Hollow Manor Recent capital improvement projects - Con Ed gas replacement Capital projects under construction - a significant amount of roads will be paved this year. Also some of the drainage swales will be repaired. Capital projects recommended in the near future - none at this time Phillips Manner Recent capital improvement projects - Riverside Drive improvement and train station stairs rebuilt and lighting added Capital projects under construction - none at this time Capital projects recommended in the near future - replacement of concrete curbing under consideration by the board for this year. W e a c k n o w l e d g e that this bid exceeds t h e Village's budget for this project by $30,775. Therefore, based on conversations this office has had with Village D P W Superintendent, W a y n e Ballard, and based on Landi's unit bid prices, w e r e c o m m e n d reducing the scope of work of the project as follows: 1.
