REGULAR MEETING

A regular meeting of the Sleepy Hollow Architectural Review Board
was held on Wednesday, May 27th, 1998 at'8:00 P.M. in the Village Hall,
28 Beekman Avenue, Sleepy Hollow, N.Y. 10591.
PRESENT:

James Nazemetz, Chairman

Robert Barstow
Elvira Aloia
Louis Falasca

ALSO PRESENT: Janet Gandolfo, Attorney
James Margotta, Building Inspector
ABSENT:

Chairman Nazemetz called the meeting to order at 8:10 P.M.
1.

K. Kaufman, 15 Kelbourne Avenue-Approval of new front entrance, etc.
Mr. Sam Vieria Architect for the applicant outlined the project
and presented plans and pictures. Mr. Vieria stated that a variance had
been granted by the Zoning Board and all codes will be met. He stated that
the addition will be at the rear of the building on the east side and will
be difficult to be seen from the street. He stated that new construction
will match the reat of the house and the new front entrance will have a
gabled roof to cover the stoop. He stated that after construction the
property will be landscaped.
Mr. Vieria presented affidavit of service to Clerk.
Mr. Falasca moved, seconded by Ms. Aloia to open the meeting for
public comments. Carried.
There being no public comments, Mr. Falasca moved, seconded by
Ms. Aloia to close the meeting for public comments. Carried.
Discussion followed regarding the addition and the Board members
stated they had reviewed the plans and found no objections.
Mr. Falasca moved, seconded by Mr. Barstow that the plans be
approved as submitted. Carried.
2.

107 DeVries Avenue-Continued.

Chairman Nazemetz stated that the Attorney had requested a postponement until the June 24th, 1998 meeting which was granted.
L

Burdik, 51 Dell Street-Fence.
Applicant presented proof of mailings to Clerk.

Mrs. Berdik stated that a stream ran at the rear of the property
and it was their intention to install a fence for safety purposes. She
stated that the fence would be green coated chain link approximately four

�-2feet in height and two gates would be installed for egress.
Mr. McCarthy moved, seconded by Mr. Falasca to open the meeting
for public comments. Carried.
There being no public comments, Mr. McCarthy moved, seconded
by Mr. Falasca to close the meeting for public comments. Carried.
Discussion followed regarding height and placement of fence.
Mr. Falasca moved, seconded by Mr. McCarthy to approve the application
as submitted. Carried.
4.

Antonio Rodrigues, North Broadway-Continued
Mr. Rodrigues submitted affidavit of mailings to Clerk.

Mr. Contadino,
Architect for the project presented Site Plan,
elevations, color samples of stucco, and outlined plans for the construction
of a building to replace fire destroyed building.
Mr. Falasca moved, seconded by Mr. McCarthy to open the meeting for
public comnents. Carried.
There being no public comnents, Mr. Falasca moved, seconded by Mr.
McCarthy to close the meeting for public comments. Carried.
Discussion followed regarding air conditioning, color of arches,
type of molding, setbacks, arches, and the condition of existing retaining
walls.
Mr. Margotta stated that the Planning Board had approved the
retaining walls.
Mr. Contadino stated that landscaping would cover some of the
retaining wall.
Mr. Falasca moved, seconded by Mr. McCarthy to approve the plans
as submitted. Carried.
Attorney Gandolfo informed the Board that the Planning Board
requested Mr. Rodrigues to return if any changes were made.
Chairman Nazemetz stated they should return to the A.R.B. also
if changes are made.

Dona to DiFalco-61 Sleepy Hollow Road-Continued.
Ron Turnquist, Architect submitted affidavit of mailings to Clerk.

Mt. Turnquist submitted plans and pictures of a one family residence
for the Board to approve.
Mr. Turnquist outlined the type of roof, type of
siding, type of chinney and stated that the front would be common brick and
the sides would be vinyl.
Mr-. Falasca moved, seconded by Mr. Nazemetz to open the meeting
for public comments. Carried.

�-3Thero being no public ccTmnents, Mr. Faiasca moved, seconded by
Mr. Nazemetz to close the meeting for public comments. Carried.
Discussion followed regarding retaining walls that might be needed
at the rear of the property due to the grade of the lot.
Mr. Turnquist stated that he has been working with Mr. Reilly,
the surveyor to see what walls would be needed.
Mr. Margotta stated that if there is more than a 10% change in
grade the Board must be notified.
Mr. Faiasca moved, secondee by Ms. Aloia to approve the plans for
the one family residence as submitted, but the matter of the retaining walls
be denied and if need be the Village Engineer review the plans for the walls
before plans are approved. Carried. Mr. McCarthy abstained.
6.

Miguel Jimenez, 85 Cortlandt Street-Approval of Repair Work.

Chairman Nazemetz stated that plans for the Board to act on should
be submitted to the Board at least ten days prior to the meeting in order for
the Board to review them.
Mr. Jimenez presented affidavit of mailings to Clerk.
Mr. Turnquist stated that Mr. Jimenez had recently purchased the
property and wanted to make repairs as soon as possible. Mr. Turnquist
stated that Mr. Jimenez would like to stucco the south side of the building,
paint the fireescapes and cornices and install new awnings. He would also
like to repair the first floor and construct retial stores.
Mr. Faiasca moved, seconded by Mr. Barstow to open the meeting for
public comments. Carried.
There being no public comments Mr. Faiasca moved, seconded by Mr.
Nazemetz to close the meeting for public comments. Carried.
Discussion followed regarding the "sign" on the south side of the
building, the re-pointing of the brick, the repainting of the building and the
color
Mr. Jimenez stated that the building was at the entrance to the
Village and he would like to restore and clean up the building as soon as
possible.
Discussion followed regarding the number of buildings on Cortlandt
Street that have been stuccoed.
Mr. Jimenez stated if the Board does not grant permission to stucco
the building he will just paint it as he does not want to waste any more time.
Mr. Faiasca stated that the Board has not seen any plans and they
cannot grant approval for the project until plans are received.
Attorney (Jandolfo stated that the Board should work with the applicant
and meet with Mr. Jimenez and look at the building. Ms. Gandolfo stated that
the Board could adjourn the meeting until plans were submitted.

�-4Mr. Turnquist was instructed to deliver plans outlining the project
and providing information on the retail space, as soon as possible.
Mr. Nazemetz moved, seconded by Mr. McCarthy to adjourn the meeting
until June 2nd, 1998 at 5 P.M. and the Board would meet at the project site
and made a decision on the application. Carried.
Sonny McClain appeared before the Board as a member of the Tourism
Committee and outlined her thoughts regarding the architecture of the Village
and matters for the Board to discuss.
MINUTES
Mr. McCarthy moved, seconded by Mr. Falasca to approve the Minutes
of the meeting held on April 22nd, 1998 as presented. Carried.
Mr. Nazemetz stated that the next Regular Meeting of the Board would
be held on June 24th, 1998. Carried.
There being no further business to come before the Board, Mr.
Nazemetz moved, seconded by Ms. Aloia that the same be duly adjourned. Carried.
