Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Sandra Spiro, Trustees Absent: Denise Scaglione, Trustee Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Sean McCarthy, Building Inspector Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for 59 year old Michael Russo, a former longtime resident. Our thoughts are with his family and friends. Mayor Wray stated that Norma Drummond will be making a presentation regarding the upcoming census later in the meeting. Approval of Warrants; On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom the warrant of $671,001.55 was approved and the Treasurer was authorized to process bills in this amount. Motion carried. Approval of Minutes: On a motion by Trustee Gebler, seconded by Trustee Leavy the minutes of September 10, 2019 were approved. Motion carried. Administrator's Report: See attached Department Head ReportsPolice Chief Bueti addressed the Mayor and the Board of Trustees and reported that the evacuation drill at the Sleepy Hollow High School went as planned. The mass casualty drill with Phelps Hospital on September 19th was a success as well. Chief Bueti stated that New Broadway will be closed to traffic on Halloween for pedestrian safety. The parking consultant will give a report to the Board at next week's work session, Sean McCarthy, Building Inspector, addressed the Mayor and the Board of Trustees and reported on ongoing construction. (See attached reports) �Presentation: Census 2020: Norma Drummond, Planning Commissioner for the Westchester County addressed the Mayor and the Board of Trustees and talked about the upcoming census and encouraged everyone to participate. Letters will be going out in early 2020. Responses will remain confidential. An accurate count of residents could result in additional funding for the Village through sales tax, grants and other funding's. Diana Loja - Community Liaison, addressed the Mayor and the Board of Trustees and stated she will work with community leaders throughout the county to reach out to the residents and assist them with this matter. Mayor Wray stated that he is looking forward to working with the Census Bureau. Department Head Report*Mike Tavano, Fire Chief - addressed the Mayor and the Board of Trustees and reported on ongoing responses/calls by the Fire Department to different alarms and mutual aides. Fire Chief Tavano also stated that there was a successful fire drill evacuation at Kendal on Hudson and another will be held at Robin's nest and at Morse School. The 911 Memorial ceremony at Patriots Park was well attended. The Fire Department will he holding their annual boot drive the next two weekends. Mayor's Announcement; Mayor Wray congratulated Greg Sameza, Sleepy Hollow High School graduate and first novel prize winner. Shared prize was in physiology and medicine. He is now a John Hopkins teacher in Baltimore. Mr. Sameza credits his achievement to his High School teacher Ms Rose Nelson. ' Mayor Wray stated that the public hearing for the Comprehensive Plan and LWRP remains open until October 22, 2019. Mayor Wray stated that several written comments have been received. The redline version of the plan is currently available on the Village's website. Mayor Wray stated that the recent event with the Urban Land Institute (ULI) was a success and a follow up to the study of the TAP Program "Technical Assistance Panels Program" done two years ago. The report is available at Village Hall. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Michael Savitsky of 11 River Street addressed the Mayor and the Board of Trustees thanked the Board for accepting the comments regarding the marina at Horans' Landing He also stated that the pier at 11 River Street is an illegal structure because its easement expired in 2012. A previous resolution had special conditions, and addition there is no record �of the easement, for the river walk which is owned by the River House, being given to the Village, nor is there a Village easement to the pier. Mr. Savistsky also stated that the TZC are to vacate the area by 2020, and the DEC has agreed to aide in a design for that area. He asked that the LWRP plan do the same. Sonya Munroe of New Broadway addressed the Mayor and the Board and suggested reinserting into the Comprehensive Plan and making bike lanes in the village to accommodate the critical mass of bicyclists that will come over the new bridge to visit our Village. Jay Schultz, on behalf of Sleepy Hollow Manor Association, addressed the Mayor and the Board of Trustees and stated that the Manor Association submitted a requested in July for the Comprehensive Plan and is concerned that their input was not considered into the plan (See attached) Jennifer Olsfield - on behalf of the Sleepy Hollow Manor Association, asked the Board to reconsider the Associations' input into the Comprehensive Plan. Mayor Wray stated that it is important for all inputs into the Comprehensive Plan be submitted in writing. Resolutions: (see attached) R1 - Approve DOT Grant Beekman Avenue Sidewalks R2 - Approve DOT Grant Traffic Light - Pedestrian Improvements R3 - Adopt March 2020 Election Districts R4 - Accept Resignation of DPW-Superintendent R5 - Approve Actions of the Fire Wardens R6 - Approve Sleepy Hollow Fire Dept. Boot Drive On a motion by Trustee Gebler, seconded by Trustee Spiro, the SHFD is authorized to hold a boot drive on 10/19 & 20, and 10/25 & 26, from 12noon and 3pm at Pierson Ave, and Rt. 9 and at Pocantico Street and Rt. 9. Motion carried. Clare Davis - SHEAC member, addressed the Mayor and the Board and presented a walkability survey and a demo on certain areas on Beekman Avenue implanting bump outs, mountable curves, curve extensions and additional crosswalks. She stated the Fire Department is in agreement with this project, and she has worked closely with Trustee Leavy on this project. Trustee Leavy commented that there have been several discussions regarding this project and suggested that the critical buildings on the one side of Beekman Avenue require safer crosswalks. Trustee Leavy also stated that this is the right time to incorporate some of these changes since the Village is applying for grants for additional improvements on the Avenue. Trustee Leavy stated that drainage on the Avenue will be a concern and it will have to be addressed. �Discussion ensued regarding this demo project, bump outs and crosswalks. (Attached) Mayor Wray stated that he and the Board believe this is a good idea and it will be implemented as soon as possible. Communications: None At 8:55 pm on motion by Trustee Gebler, seconded by Trustee Leavy, the Board went into executive session to discuss and personnel and possible litigation matters. At 9:15 pm on a motion by Trustee Spiro, seconded by Trustee Gonzalez the Board exited executive session and reconvened to regular session. On a motion by Trustee Leavy, seconded by Deputy Mayor Rosenbloom, Julio Sosa and Rocco Cipriano were approved for seasonal employment in the Department of Public Works not to exceed 4 months. Motion carried. ' On a motion by Trustee Gebler, seconded by Trustee Leavy, the Village Clerk was authorized to call for the Civil Service Local Police List. Motion carried.
