Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Sam Gonzalez Denise Scaglione Rachelle Gebler Sandra Splro Trustees John Leavy (Absent) Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Clinton Smith, Village Attorney Rich Gross, Public Works General Foreman Matt Arone, Recreation Superintendent At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for the passing of long-time Sleepy Hollow residents Mary Taveras and Jonathan Nieves and Tarrytown resident Dr. Dominick Sincero . Warrant: Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve warrant 190ct29 in the amount of $699,631.91. Motion passed. 6-0. Minutes: Motion was made by Trustee Gebler seconded by Trustee Scaglione to approve the minutes of the October 22, 2019 Work Session. Motion passed 5-0-1 (Spiro Abstained) Mayor's Announcements: Mayor Wray thanked the Village staff for the work they did to assure a successful haunted hayride and 10K race. Congratulations to Officer Craig Kelly on the birth of his daughter Candice May. Reminder that next week is Election Day. There will be no sanitation pick-up that day and a double route on Monday. Administrator's Report: Attached Recreation Report: Attached Public Comments: None Resolutions: Motion was made by Trustee Scaglione, seconded by Trustee Gonzalez to acknowledge the actions of the Ambulance Corps accepting Diego Gonzalez as an active member. Motion passed 6-0. �New/Old Business: None C o m m u n i c a t i o n s : Mayor Wray said that he received a letter from Caitlin and William Alago requesting a stop sign and speed bump on Sleepy Hollow Road and North Street. Mayor Wray received an e-mail from David Sergi related to repairing the lighthouse. A letter was submitted to the Village by Father Danny Abi-Akar related to parking for the Immaculate Conception Church. Public Comments: None Executive Session: On a motion made by Trustee Gonzalez, seconded by Trustee Gebler and carried unanimously the Board moved into executive session to discuss personnel matters. On a motion made by Trustee Gebler, seconded by Trustee Gonzalez and carried unanimously the Board moved out of executive session. At 8:40pm, on a motion by Trustee Gebler, seconded by Trustee Spiro, the Board meeting was adjourned. Respectfully Submitted, jd Anthony Giaccio, :cio Village Administrator �ADMINISTRATOR'S REPORT (10/29/2019) CON EDISON: We continue to work with Con Edison on restoration. We were fortunate to get them to pave New Broadway before the haunted hayride and before Halloween. We will continue to work with them until the fully restore any roads or properties that they've disturbed. HALLOWEEN: A reminder that this Thursday is Halloween and that special caution needs to be taken by drivers. CURBS: Curb and intersection work on was completed on the following roads • • • • West side of Munroe (between Millard and Kelbourne) South side (half) of Kelbourne (between Riverside and Munroe) South side (half) of Kelbourne (between Broadway and Bellwood) Both side of Harwood (between Bellwood and Munroe) SWEEPER: I'm happy to report that the new sweeper is in service and working out great. SEWER ON CONTINENTAL: We had a sewer collapse on Continental Street. We are currently running a temporary bypass, but this sewer will need to be replaced with a permanent solution. We are working with our engineers to address this issue and should have a plan in place with a week or two. . HAUNTED HAYRIDE: The 2 haunted hayride nights were a tremendous success. About 3,200 people road the hayrides and many more participated in the block party. The staff did a great job making sure things ran smoothly. The Halloween committee will have a follow up meeting to evaluate the program. 10K RUN: The 10th annual Sleepy Hollow Halloween 10K was this past Saturday. There were just under 1,000 participants (including 1 of our own). Thank you to the Rivertown Runnners for organizing another successful race. THANK YOU TO STAFF A N D VOLUNTEERS - A special thank you to all staff and volunteers that make our many community events go off without a hitch. FIRE DEPARTMENT PENSION PROGRAM: I have been working with Trustee Gonzalez to research pension programs for the fire department. The Fire department has requested a meeting to get an update on our progress. I will be meeting with the fire wardens next Tuesday to discuss this matter. MEETING WITH EDGE: This Thursday, we will be meeting with Edge on Hudson to discuss how and when certain property will be dedicated to the Village. This will include roads and parks. LIGHTS ON THE RIVERSIDE DRIVE: I have been working with Deputy Mayor Rosenbloom to address the issue we are having with the walkway lights on Riverside Drive. The current plan is to remove about a third of the lights to be used in some other location in the Village. BOLLARDS: Plastic Bollards have been installed at the crosswalk on Route 9 near Sign Extreme. �October 29th, 2019 Sleepy Hollow BOT meeting Recreation Department Report Recent Events: The following programs have concluded since the last recreation report: A Cultural Festival Was held for the first time this fall back on September 21st at Kingsland Park. We received tremendous support from the community and volunteers who helped organize the event. Live music, food, vendors, activities for kids and community presentations helped highlight the day. The committee plans on continuing this tradition and running the event again next fall. A successful Oktoberfest was held at Kingsland Park on September 28th. Food, music, vendors and entertainment for the kids was provided. It was a beautiful day and we had a huge crowd. A "Party In The Park" at Horan's Landing was held on Friday, October 4th. The band "Greetings From Anywhere" entertained all and a good crowd enjoyed food, ice cream, bouncy castles and other entertainment. The First Annual Sleepy Hollow International Film Festival was held here and in Tarrytown on October 10-13. This event was hugely popular and included events at the Warner Library, Tarrytown Music Hall and Kingsland Point Park. Special screenings and presentations were held throughout the weekend The organizers were so pleased with the results, they have already reached back out to us about discussing a return next fall. Special thanks to the chamber of commerce and everybody else involved for the Street Fair which was held back on Saturday, October 12th. Beekman Ave was packed with vendors and visitors. A "Parents Night Out" was held at the Galgano Senior Building on Friday, October 18th. 6pm-10pm. We had over 40 kids in attendance. Entertainment and food was provided for the kids. Pumpkin Painting for the kids was held at Kingsland Park on Saturday, October 19th. A good crowd was on hand and the kids also got to take a hayride around the park. Obviously, our Haunted Hayride and Block Party was once again another huge success this past weekend. And we shouldn't forget the Rivertown Runners and the Halloween 10K that was held Saturday morning. Ongoing; The After School Program has begun and will be ongoing for the rest of the school year. The progi runs 2:30pm-6pm at the Galgano Center on regular schools days. We have 48 kids enrolled in the program. $225 per month for a Sleepy Hollow resident. �Youth soccer clinics for young kids began Sept. 21st at Barnhardt Park. Classes are Saturdays and times vary depending on age group. 10:05am for ages 4-5 and 11am for ages 2-3. It is a 9 week program Instructed by SuperSoccer Stars staff. The Youth Fitness Club at Barnhardt Park has been running again this fall. 6 Mondays in September and October from 5pm-6pm. This program is for 2nd-6th graders. Instructed by Danny Cadena from Train Like A Pro. Senior Programs: Yoga on Mondays, Senior Fitness Classes Tuesdays, Wednesdays and Fridays, Walking Club Thursday mornings and Knitting group on Fridays. Also, the next ceramics class is scheduled for Thursday the 31st at 1:15pm. Upcoming events: Wednesday, 10/30: Truck or Treat on Beekman Ave. 4pm-6pm Thursday, 10/31: Kids Halloween Parade on Beekman Ave. 5:30pm kickoff from Morse School lot. A senior citizen trip to the evening dinner theater is scheduled for Thursday, November 14th. Make sure you contact our senior citizen director for more information. Youth basketball for 3rd-6th graders will now be run through the recreation departments of Tarrytown and Sleepy Hollow. These age levels were previously run through TNT. Tarrytown will run the boys teams and Sleepy Hollow will run the girls teams. This is a travel youth basketball program for all abilities which will play against other communities. Please contact either Tarrytown Rec or our offices in Sleepy Hollow for more information. Parks Items: Some of the current park projects we are currently working on are repairing the rubberized playground surfacing at Barnhardt and Sykes Parks, resurfacing the basketball courts at both Bardhardt and Margotta Parks and the addition of a heating unit at the platform tennis courts at Devries Park. We are still receiving quotes to repair the rubberized playground surfacing. The resurfacing of the basketball courts is set and scheduled for the spring. The heating units at the platform tennis courts were installed last week. The next step will be organizing the propane heating plans. Other items: The Lighthouse Tours are finished for the season. Thanks to Henry Steiner for extending his schedule throughout October for us. I was honored to be invited by the school's athletic director to be part of the newly formed Athletic Study Committee. The charge of the Committee will be to objectively study all aspects of our current athletics program to determine alignment with standards of excellence and "best practices" in the administration of an education based athletic program. I believe I was asked because of my experience with youth sports programming at the recreation level and my past coaching resume. We will be meeting twice per month for the rest of the school year. �If our residents haven't done so already, they should create their own Community Pass account so they can register for rec programs on-line. Reminder that the senior citizen bus goes shopping each Wednesday morning.
