Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sandra Spiro Denise Scaglione John Leavy Sam Gonzalez Also Present: Anthony Giaccio, Village Administrator Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00pm. NYPA STREET LIGHT PROGRAM Jeff Laino of the New York Power Authority (NYPA) addressed the Board. NYPA offers a program in which it will replace existing street lights with energy efficient LED lights. NYPA manages the entire project and can also provide financing. It is expected that the savings in energy costs will help cover the costs associated with changing over the lights. Mr. Laino provided the Board with a sample budget. The next step is for the Mayor to sign an agreement with NYPA to get a cost estimate. The Board was amenable to this. SPECIAL SESSION On a motion made by Trustee Scaglione and seconded by Trustee Gonzalez, the Board moved to special session. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to authorize the Mayor to sign an agreement with the New York Power Authority related to the NYPA Street Light Program. Motion passed 7-0. On a motion made by Trustee Gonzalez and seconded by Trustee Leavy and carried unanimously the Board came out of special session. COMPREHENSIVE PLAN: Mayor Wray said that he would like to put approval of the comprehensive plan and LWRP to a vote at the next Village Board meeting. A red-lined version of both documents have been available on the Village's website and the public hearing was closed on October 22, 2019. The Village Board has 60 days from when the public hearing was closed to act on this matter. �CHANGE BACKFLOW PREVENTER INSTALLATION FEE: General Foreman, Rich Gross addressed the Board. Mr. Gross is recommending that the Village increase the permit fee for installing a back flow preventer. Mr. Gross said that the fee has not been raised for many years. He said that the current fee is $60 and he thinks it should be raised to $180. This is what Westchester County charges. The Board asked Mr. Giaccio to survey other communities to see what they charge. Discussion ensued. MAINTENANCE AGREEMENT FOR SCADA SYSTEM: The Board reviewed a draft proposal from Arcadis Engineering to maintain the Village's SCADA System. SCADA stands for Supervisory Control and Data Acquisition and it is used to monitor the Village's water system. This is a renewal agreement with an estimated cost of $40,000 per year. The Board was in favor of approving this agreement. Mayor Wray requested that this item be on the next Village Board meeting agenda. SIDEWALK CAFE POLICY: Mr. Giaccio started the discussion. He said that the current sidewalk cafe permit currently runs from April 1 to September 30. He said that several restaurants would like to serve food outside during October to take advantage of the many tourists that visit the Village. Some will also like to be open during the winter if the weather is mild. A public hearing would be necessary to extend the dates of the permit. Mayor Wray said that the public hearing notice for this should be added to the next Board meeting agenda. ARBOR DAY: Mr. Giaccio said that in order to qualify as a Tree City USA community, it must hold an Arbor Day event. Most communities hold Arbor Day in the Spring around Earth Day, but Sleepy Hollow has historically done it in November. The proposed date for this year's Arbor Day is November 20. The DPW will help children plant a tree at one of the Village's parks. EXECUTIVE SESSION On a motion made by Trustee Gonzalez and seconded by Deputy Mayor Rosenbloom, the Board moved to executive session to discuss legal and personnel matters. On a motion made by Trustee Gebler, seconded by Trustee Leavy and carried unanimously the Board came out of executive session. At 8:55 the work session was adjourned.
