Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Absent: Denise Scagllone and Sandra Spiro, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Rosemary Blalock, a longtime resident of North Tarrytown and Sleepy Hollow Our thoughts are with her family and friends. Presentation: Local Development Corporation Board "LDC": Members of the Sleepy Hollow Local Development Corporation "LDC" addressed the Mayor and the Board of Trustees. The LDC reported on its' annual financial audit. They summarized work activity on the East Parcel and future plans for the old UAW Building. The LDC has been successful in getting grants and are awaiting grant award announcements which will be out in December. The Board of Trustees had several questions and thanked the LDC for their hard work (Power Point attached) Approval of Warrants: On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom the warrant of $671,164.31 was approved and the Treasurer was authorized to pay these bills. Motion carried. Approval of Minutes: On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the Minutes of September 24tn were approved. Motion carried. Trustee Leavy Abstained. On motion by Deputy Mayor Rosenbloom, seconded by Trustee Gebler, the Minutes of October 29 were approved. Motion carried. Trustee Leavy abstained. On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the Minutes of November 5tn were approved. Motion carried. �Mayor's Announcement: Mayor Wray stated that it will be a very cold night and everyone should be careful with their heaters. Mayor Wray stated that the previously approved training course "Community Capital" for small Spanish speaking business owners, started today and there were at least 10 attendees. This training hopefully will allow business owners to strengthen their businesses and get new ones. Mayor Wray thanked Diana Loja for providing assistance to the residents with this process. Administrator's Report: See attached report Department Head Reports: Chief Bueti addressed the Mayor and the Board of Trustees and reported on recent analytics for service calls, arrests and summons. He stated that tomorrow, November 13, 2019, the local schools will be having a lock down drill. A seminar at Morse school was conducted for Halloween safety. Halloween trick-or-treating on New Broadway went smoothly with no incidents. Chief Bueti stated he is starting to organize another "active shooter" drill with Phelps Memorial Hospital. At Toy drive collection sponsored by the Police Dept. and the PBA will be accepting new toys to give to local children on December 23rd. Drops offs' may be at Village Hall and the Police Department. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Mike Savitsky of River Street addressed the Mayor and the Board and stated the outdoor sitting at the restaurant in his building is very disruptive. He suggested amending the code to extend additional outdoor time, should only apply to new construction. Resolutions: (see attached) R1 - Approve Maintenance Contract for SCADA System R2 - Set Public Hearing Amending Sidewalk Cafe Permit R3 - Announce Arbor Day Event R4 - Authorize Clerk to Canvass Civil Service List for Public Works Superintendent R5 - Set Public Hearing Establishing Floating Zones R6 - Approve Actions of the Fire Wardens R7 - Approve Part-time Recreation Staff �On a motion by Trustee Gebler, seconded by Trustee Gonzalez, the Board approved a request for Trustee Leavy to attend a seminar for a cost of $250.00 New Business: Trustee Leavy addressed the public and stated he got notices at his home from Con Edison to replace and upgrade the gas meter. He encourages all residents to respond to this notice to avoid a $100.00 penalty. Communications: Mayor Wray stated that Congressman Nita Lowey sent a proclamation to the Village on behalf of Veterans day. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time.
