NOW, THEREFORE, BE IT RESOLVED that the Village Administrator is hereby authorized to file an application for an Urban and Community Forestry grant in an amount not to exceed $50,000, and upon approval of said request to enter into and execute a project agreement with the State for such financial assistance. Moved: Trustee Scaglione Seconded: Trustee Spiro Absent: Deputy Mayor Rosenbloom, Trustee Gebler Vote: 5-0 �Meeting Date: 11/26/2019 Resolution #: 11/127-A/2019 Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Amendment B to the 2013/2014 Snow and Ice Agreement WHEREAS, the Village of Sleepy Hollow has provided snow and ice control services on a continuous basis since 1997 for 9.1 lane miles of roadway located in the Village of Sleepy Hollow and owned by the State of New York; and WHEREAS, the Village Administrator is hereby authorized to execute Amendment B to the 2012/2013 indexed lump sum Snow and Ice Agreement with the New York State to increase total State reimbursement to the Village under the 2012-2013 Agreement from the original estimate of $14,359.80 to $22,056.65 said increase of $7,696.85 to be realized in the State's final payment to the Village under the 2012-2013 Agreement. NOW, THEREFORE, BE IT RESOLVED that the Village Board herein authorizes the Village Administrator to execute the attached Amendment B and to take other such steps as are necessary to effectuate the intent of this resolution. Moved: Trustee Gonzalez Seconded: Trustee Spiro Vote: 5-0 �Meeting Date: 11/26/2019 Resolution #: 11/128/2019 Resolution of the Board of Trustees of the Village of Sleepy Hollow to Approve Change Order and Release Retainer for the Water Tank Project WHEREAS, the Board of Trustees of the Village of Sleepy Hollow accepted a bid of Sentrale Construction Corporation for work on the new water tank on property of the National Trust Historic Preservation in the United States by Resolution No. 12/143/2015 adopted December 8, 2015; and WHEREAS, the Village thereafter entered into a Contract with Sentrale Construction Corporation for the Project dated January 6, 2016 ("Contract"); and WHEREAS, Dolph Rotfeld Engineering has stated in the attached memo that Sentrale Construction Corporation has completed its work on the water tank and is recommending approval of the final invoice for the release of retainage in the amount of $86,749.58; and WHEREAS, Included in this amount is the attached change order in amount of $66,978, which has been reviewed and approved by Dolph Rotfeld Engineering. NOW THEREFORE, BE IT RESOLVED That the Village Board of the Village of Sleepy Hollow approves the attached change order and final invoice for the release of retainage submitted by Sentrale Construction Corporation for the water tank project in the amount of $86,749.58. Moved: Trustee Leavy Seconded: Trustee Scaglione Vote: 5-0 �Meeting Date: 11/26/2019 Resolution #: 11/129/2019 Resolution of the Board of Trustees of the Village of Sleepy Hollow to Adopt the Comprehensive Plan and Local Waterfront Revitalization Program WHEREAS, the Village of Sleepy Hollow has prepared an update of its Comprehensive Plan pursuant to NYS Village Law Section 7-722 ("Comprehensive Plan") and its Local Waterfront Revitalization Program in accordance with NYS Executive Law Section 915 CLWRP"); and WHEREAS, the Board of Trustees of the Village of Sleepy Hollow appointed a Steering Committee in or about May 22, 2018 to reach out to and engage the public and prepare a form of comprehensive plan for presentation to the Trustees; and WHEREAS, the Board of Trustees declared itself Lead Agency under the New York State Environmental Quality Review Act in or about January of 2019 for the environmental review of its Comprehensive Plan and LWRP as a Proposed Action; and WHEREAS, the Steering Committee presented a form of comprehensive plan to the Board of Trustees; and WHEREAS, the Board of Trustees prepared a Full Environmental Assessment Form in connection with the Proposed Action; and WHEREAS, the Board of Trustees held a Public Hearing to receive: (a) Oral comments on May 28, 2019, June 4,2019, June 11, 2019, and June 18, 2019; and (b) Written comments from May 28, 2019, through October 22, 2019; NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees has determined that adoption of its Comprehensive Plan and its Local Waterfront Revitalization Plan will result in no significant adverse impacts on the environment, an Environmental Impact Statement need not be prepared, and accordingly a Negative Declaration has been issue; and BE IT FURTHER RESOLVED, that and the Board of Trustees hereby adopts the Comprehensive Plan and Local Waterfront Revitalization Program. WHEREAS, Since its inception in 2015, the Village of Sleepy Hollow has supported the TaSH Farmer's Market by providing Village resources and promoting the program through signage and weekly notifications; and WHEREAS, The Village of Sleepy Hollow supports the mission of the Rivertowns Village Green Inc. as it relates to the TaSH Farmer's Market. NOW, THEREFORE, BE IT RESOLVED, That the Sleepy Hollow Village Board fully supports the TaSH Farmer's Market and will continue to provide Village Resources and Notifications to help run this important program; and BE IT FURTHER RESOLVED, that the Village Board supports the Rivertowns Village Green, Inc. mission of improving access to fresh, locally produced, high quality food for the full socioeconomic spectrum of the community and is dedicated to educating the community about healthy food, nutrition, sustainable agriculture and the environment; and enhancing access to cultural activities.
