                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
December 3,2019 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Glenn Rosenbloom
Rachelle Gebler
Denise Scaglione
John Leavy
Sam Gonzalez
Sandra Spiro (Absent)

Also Present:

Anthony Giaccio, Village Administrator

Mayor Wray called the work session to order at 7:00pm.
PUBLIC HEARING - SIDEWALK CAFES:
Mr. Giaccio read the public hearing notice. The current sidewalk cafe permit currently runs from
April 1 to September 30. The public hearing proposes extending the dates of the permit. Mayor
Wray solicited comments from the public
' Mike Savitsky is against extending the sidewalk cafe permit.
Kersten Harries is in favor of extending the permit especially during the month of October.
Trustee Gebler and Deputy Mayor Rosenbloom recommended a compromise.
PUBLIC HEARING - FLOATING ZONES:
Mr. Giaccio read the public hearing notice. Planner, David Smith summarized the proposed law
related to floating zones. The intent of this law is to encourage redevelopment of underutilized
properties. Floating zones would only apply to Village owned properties and developers would
have to meet certain criteria to be considered. Mayor Wray solicited comments from the public
Mike Savitsky asked Mayor Wray to summarize Mr. Smith's presentation. Mayor Wray
responded.
Kersten Harries is in favor of the proposal and says it is a great first step. She would like to see
if it could encourage affordable housing.
The Board had several questions for Mr. Smith. Discussion ensued.

�L O S A P P R E S E N T A T I O N : Bob Sagistano and Vincent Puleo of H o m e t o w n Firefighter
Services addressed the Board to discuss the L O S A P program. L O S A P stands for "Length of
Service Award Program". It is a way in which volunteer fireman and ambulance workers can
receive financial benefit for their service to the Village in an effort to retain and recruit
volunteers. Mr. Sagistano provided the Board with a handout that explained the program.
There are a variety of options that the Board can choice from and if the Board agrees to enter
into this program, it would have to go to a public referendum. Mr. Sagistano and Mr. Puleo will
be making a similar presentation to the fire department and ambulance corps. Discussion ensued.
B A G G I N G P A R K I N G M E T E R S F O R T H E H O L I D A Y S : The Board discussed bagging the
parking meters for the upcoming holidays. The proposal is to bag the meters from December 11
to sometime after N e w Year's. The Board wanted to k n o w what was done in previous years
Mr. Giaccio will provide this to the Board. Mayor Wray requested that this item be on the next
Board meeting agenda once the dates are solidified.

SPECIAL SESSION
On a motion made by Trustee Scaglione and seconded by Deputy Mayor Rosenbloom, the Board
moved to special session.
Motion was made by Trustee Gebler, seconded by Trustee Scaglione to authorize the
Administrator to solicit bids for the East Parcel Water Line Project. Motion passed 6-0.
On a motion made by Trustee Gonzalez and seconded by Trustee Gebler and carried
unanimously the Board came out of special session.

EXECUTIVE SESSION
On a motion made by Trustee Scaglione and seconded by Deputy Mayor Rosenbloom, the Board
moved to executive session to discuss personnel matters.
On a motion made by Trustee Gebler, seconded by Trustee Scaglione and carried unanimously
the Board came out of executive session.
At 9:05 the work session was adjourned.
