                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
December 17, 2019 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Trustee Sam Gonzalez

Trustee Spiro

Also Present: Anthony P. Glaccio, Village Administrator
Paula A. McCarthy Tompkins, Village Clerk
Sara DiGiacomo, Village Treasurer

At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a
moment of silence for local resident William Marmo at the age of 85.
Our thoughts are with their family and friends.
Special Presentation:
Mayor Wray announced the retirement of Lieutenant Frank Hrotko. He thanked him on
the behalf of the Board for his 39 years of dedication and commitment to the
community. Lieutenant Hrotko thanked his family, his co-workers, including Police Chief
Bueti, and the Board of Trustees for their support through the years
Police Chief Bueti thanked Lieutenant Hrotko for all his years of service.
Public Hearing; Local Law Chanter 450: Zoning
The Village Clerk read the public hearing notice out loud for the record.
Mayor Wray opened the public hearing meeting to the public and invoked the 5-minute
rule.
A resident from 11 River Street objects to the proposed changes regarding the Floating
Zone. She asked that the Board bring any plans before the public prior to making any
decisions.
Mayor Wray stated emails and letters have been received and all have been distributed
to the Board and put into record. The Public Hearing will be opened until January 14,

Mayor Wray clarified about the proposed changes in the Floating Zone Village code
stating:
- It is restricted to Village owned property
- Allow the Board to increase the floor plans up to 20% to the property in
width and height
- Able to keep property lines and setbacks as is with new construction
- Able to lower parking requirements
- Can allow a restaurant on the top floor of a building
- There are a number of restrictions in the code change as well that are still in
effect:
o You have to hold a public hearing to grant a waiver
o Proposals will continue to go before the Planning Board for their review
and recommendations
On a motion by Trustee Leavy, seconded by Deputy Mayor Rosenbloom the public
hearing was adjourned until Tuesday, January 7, 2020 at 7:00pm. Motion carried.
Approval of Warrants:
On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Leavy, the warrant
was approved and the Treasurer was authorized to pay bills in the amount of
$202,669.94. Motion carried.
Approval of Minutes:
On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Gonzalez the minutes
of December 3, 2019 were approved. Motion carried. Trustee Spiro abstained.
Mayor's Announcement:
Mayor Wray announced the following:
Next meeting will be a Work Session, Tuesday, January 7, 2020.
Chief Bueti and his wife and daughter welcomed a baby girl to their family.
Congratulations to them.
Due to the holidays, all recyclables will be picked up on Thursday.
Mayor Wray wished everyone a happy Hanukkah and a Merry Christmas

�Department Head Reports:
Community Liaison Diana Loja reported working on the foliowing upcoming events:
- OSHA workshop program for the business owners will be available in February.
Workshop for residents to get information for obtaining a NYS Drivers' License,
including insurance coverage.
- Census Workshop - working with the Village of Tarrytown to get volunteers
who can assist residents with this information.
- El Pesebre Festival at St Teresa de Avila Church will take place on December
22 at 12:15 p.m. All are welcome to attend

Cooking with the Community event, will take place on Wednesday January
29 at the Senior Center, RSVP by January 17th, You will learn how to cook a
healthy meal. All are welcome

The annual procession for the St. Teresa de Avila Church will take place on
December 25th at 10 a.m., everyone is welcome to attend and participate.

Building Department Report: (see attached report)
Sean McCarthy, Building Inspector, addressed the Mayor and the Board of Trustees and
reported on recent reports for the Building Department.
Public Comments:
Mayor Wray opened the meeting to the public and invoked the 3-minute rule.
There were no comments at this time.
At 7:55 p.m., Trustee Leavy moved to go into Executive Session to discuss a personnel
matter. Trustee Spiro seconded. Motion carried.
At 8:05 p.m. Deputy Mayor Rosenbloom moved to go out of Executive Session. Trustee
Leavy seconded. Motion carried.

The Village Clerk announced
- Village Calendar will be out in the mail in the next couple of days. Hard
copies will be available in the Clerk's Office.
- The SHPBA is running a toy drive. Thank you to everyone that has donated.
The gifts will be distributed on December 23 rd at 2 p.m. to children in our
community, in the Fire House..

PLANNING
• The Planning Board held their regular monthly meeting on November 21, 2019
and took the following actions:
o Adjourned the public hearing for the Final Subdivision plat for Landrock
LLC.
o Approved a six month extension of the Phase II Site Plan approval at the
Edae-on-Hudson Riverfront Development.
o Approved amendments to the Phase I site plan for the Edae-on-Hudson
Riverfront Development.

DEVELOPMENT
• EOH- The Phase II road base coat was completed. Light pole bases are being
installed and underground electrical work is underway.
•

Toll Brothers- Fagade work on the first group of townhouses continues. Framing
of the second group of Block J townhouses continues. Framing of the third group
of townhouses started. Piles for the three Block I apartment buildings was
completed. See attached photos.

•

One Ridge Street- Framing continues for the new single-family home. See
attached photo.

•

15 Pokahoe Drive- Framing started for the new single-family home. See attached
photo.
