                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday
January 7, 2020 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Glenn Rosenbloom
Rachelle Gebler
Sandra Spiro
John Leavy
Sam Gonzalez

Trustees

Denise Scaglione (Absent)
Also Present:

Anthony Giaccio, Village Administrator
Anthony Bueti, Police Chief

Mayor Wray called the work session to order at 7:00pm.
SPECIAL SESSION
On a motion made by Trustee Gebler and seconded by Deputy Mayor Rosenbloom, the Board
moved to special session.
Motion was made by Trustee Gebler, seconded by Trustee Leavy to approve the Mayor's
appointment of Luis Llivisaca to the position of police officer grade III in the Sleepy Hollow
Police Department with a starting salary of $67,908.69. Motion passed 6-0.
Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler to approve the
Mayor's appointment of Melissa Ojito to the position of police officer uncertified in the Sleepy
Hollow Police Department with a starting salary of $54,326.95. Motion passed 6-0.
Motion was made by Trustee Leavy, seconded by Trustee Gonzalez to approve the Mayor's
appointment of Julio Sosa to the position of police officer uncertified in the Sleepy Hollow
Police Department with a starting salary of $54,326.95. Motion passed 6-0.
Mayor Wray swore in the three new police officers.
On a motion made by Trustee Gebler and seconded by Trustee Leavy and carried unanimously
the Board came out of special session.
PUBLIC HEARING ON FLOATING ZONES: Mr. Giaccio read the public hearing notice
related to floating zones. Mayor Wray solicited comments from the public. There were no
comments. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler to
close the public hearing. Motion passed 6-0.

�S P E E D H U M P P O L I C Y : Trustee Leavy provided the Board with a draft speed hump policy.
The items in the policy were discussed. The Board was in agreement with approving this policy.
Mayor Wray requested that this item be on the next Board meeting agenda.
S I D E W A L K C A F E P O L I C Y : Mayor Wray started the discussion regarding sidewalk cafe
permits. A public hearing to extend the season for sidewalk cafes was recently closed.

Trustee

Spiro said that the Chamber of C o m m e r c e still wanted time to weigh in on the proposed changes.
Mayor Wray suggested tabling this item until next week to give the Chamber of Commerce time
to reply.
ST. P A T R I C K ' S D A Y P A R A D E : The Board reviewed a request made by the Sleepy Hollow
St. Patrick's Day Parade Committee to hold its annual St. Patrick's parade on March 15, 2020
starting at 1:00. The Board was in favor of approving this request. Mayor Wray requested that
this item be on the next Board meeting agenda.
C O R R P R O C O N T R A C T : The Board reviewed a proposed draft contract submitted by
Corrpro to provide maintenance for the cathotic protection system at the p u m p station. This is a
renewal contract for one year. The Board was in favor of approving this proposal. Mayor Wray
requested that this item be on the next Board meeting agenda.
At 7:40 the work session was adjourned.
