Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Sandra Spiro, Denise Scaglione, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Sara DiGiacomo, Treasurer Sean McCarthy, Building Inspector Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge and a moment of silence for Miriam Frandsen, 104yo, longtime resident of Sleepy Hollow, passed away peacefully at home. Our thoughts are with the family and friends. Approval of Warrants: On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the warrant of $$675,594.35 was approved and the Treasurer was authorized to process bills in this amount. Motion carried. Approval of Minutes: On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Leavy the minutes of December 10, 2019, were approved. Trustee Scaglione abstained. On a motion by Trustee Leavy, seconded by Trustee Gebler, the minutes of January 7, 2020 were approved. Motion carried. Trustee Scaglione abstained. Mayor's Announcements: Mayor Wray wished Ms. Margaret Lukavic, a lifelong resident of North Tarrytown and Sleepy Hollow a happy 103rd Birthday. Mayor Wray thanked our Police Department for all their hard work; National Law Enforcement Appreciation Day was January 9th. Mayor Wray stated that NYCOM and other organizations are holding informative events this upcoming year and encouraged Board members and staff to attend. Martin Luther Kings' Holiday is Monday and Village Offices will be closed. �) Department Heads Report: Paula McCarthy. Village Clerkr addressed the Mayor and Board of Trustees (See attached Report) Matt Arone. Recreation Superintendent, addressed the Mayor and the Board of Trustees (See attached report) Chief Bueti. Police Department, addressed the Mayor and the Board of Trustees and reported that in 2019, the Police Department responded to 19, 333 calls for service, made 253 arrests and issued 3,332 summonses. A preliminary meeting will be conducted with staff at Phelps Hospital and 8 other agencies to discuss further planning on an upcoming drill. A meeting with the school's safety committee will take place soon to discuss last Friday's incident, which triggered a lock down an abundance of precaution throughout the school district. Chief Bueti stated that all past training and planning was a success during this incident. Many thanks to the Tarrytown Police Department for their assistance. The school faculty will also address this with the students. The PBA and PD will be doing their second annual "Sports Day with the PBA" in February. The PBA's Toy Drive in December was a success; over 300 toys and monetary gifts were donated and distributed to the children in the community. Police Officer Llivisaca has started his field training and the other 2 police officers are in the academy. Mayor Wray thanked the Sleepy Hollow PD and all other agencies involved for recently apprehending burglar that committed numerous home burglaries throughout the area. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Robert Guillen of Beekman Avenue addressed the Mayor and the Board of Trustees and stated that the cars speeding on Beekman Ave is a concern. He reported it to the Police Department. He suggested putting up stop signs to slow down drivers. Mr. Guillen, also complaint to the Board that the Police Department was ticketing cars for parking on the alternate side of the street in December 31st. He complaint that he was given a summons for parking on the sidewalk and double parking while helping his mother move a fridge. He believes he was issued the summons because he is Spanish. He also stated that the Police Officers take long breaks. Mayor Wray stated that the Village recently hired 3 Spanish speaking Police Officers and there are currently a total of 9 Spanish speaking Officers who are local residents as well. There were no further comments at this time. �Resolutions: (see attached) R1 - Approve Speed Hump Policy R2 - Approve St. Patrick's Day Parade R3 - Approve Corrpro Maintenance Agreement R4 - Award Bid for East Parcel Water Line Project New Business/Old Business: Mayor Wray reported on the work progress being done at the East Parcel, also known as Sleepy Hollow Common. Mayor Wray stated the Village received a grant from NYS Department of Environmental Conservation, a "climate smart communities program" in the amount of $2,000,000.00 to relocate the Department of Public Works garage. Ongoing projects include the site being compressed with 150 thousand yards of clean soil, and a series of wick drains being installed. Mayor Wray also announced that the Circus Latino, which visited the Village in the past, will return in September and will be setting up at the Common. The circus is a celebration of the Bicentennial and will include holograms instead of live animals. The Village received a $160,000.00 grant from NYS for the circus events. Mike Savitsky of 11 River Street addressed the Mayor and the Board of Trustees and stated that last week's Trustee Leavy' presentation of the speed hump was very insightful. He also requested the Village Administrator solicit comments from residents residing in mixed used buildings with restaurants, regarding the sidewalk cafe proposal, before changing the current code. There were no further comments at this time. At 7:49 pm, Deputy Mayor Rosenbloom asked for a motion to go into executive session to discuss a personnel matter. McCarthy Torvfpkins Village Clerk �Village Clerk & Registrar's Office: For 2019 Sleepy Hollow had 248 deaths in 2019 (243 Deaths in 2018) Fetal Deaths were 79 Sleepy Hollow had 954 (1,012 Births in 2018). (All born at Phelps; One at homeplanned) 260 of those births were from a single mother that also had a Paternity form completed from both parents & 2 certificates were mailed out in these cases. 1,474 Birth Certificate copies were processed & mailed for those 954 births in 2019. NYS Corrections completed were: 215 Birth and 22 Death. Computer corrections were 263 Certificate copies ordered were: 1814 Births and 2,363 Death, (Walk-ins and Mail-ins) Total copies processed and mailed were 4,177 Annual Income from Vital Records Dept was $ 38,110. We helped Santa with 125 letters this past year. Special thanks to the Sleepy Hollow post office for allowing us to house a special mailbox that was for the North Pole only. The tree lighting, pictures with Santa and horse drawn carriage rides on Beekman Ave had a good crowd thanks to the mild temps. Everybody had plenty of cookies and other holiday treats. For the third year in a row, we hosted a painting class from the senior citizens at the Galgano Senior Center back on Friday, December 20th Over 25 seniors painted their own pictures and took them home. We are going to plan on another one near Valentine's Day. Special thanks to the high school chorus. Back on December 16th, they came to visit the senior citizen group and sang holiday songs for everybody. Ongoing: The After School Program has begun and will be ongoing for the rest of the school year. The program runs 2:30pm-6pm at the Galgano Center on regular schools days. We have50 kids enrolled in the program. $225 per month for a Sleepy Hollow resident. Youth basketball for 3rd-6th grade girls has been going well. To remind everybody, these grade levels were previously run through TNT, but with their cooperation, the recreation departments are now involved. Tarrytown is running the boys teams and Sleepy Hollow runs the girls' teams. We have a 3rd & 4* grade team and a 5th & 6th grade team and they both have had two games each already. We are running a Youth Wrestling Clinic for kids in grades lst-6th. 1st -3rd graders on Mondays and 4th-6th graders go Wednesdays. $40 per participant and it will be held in the wrestling room at the high school. 6pm-7pm. 1st & 2nd grade basketball clinics began on Friday the 10th. We have over 30 kids in the class that meets at 3pm at Morse School. Senior Programs: Yoga on Mondays, Senior Fitness Classes Tuesdays, Wednesdays and Fridays, Walking Club Thursday mornings and Knitting group on Fridays. Also, the next ceramics class is scheduled for Thursday the 31st at 1:15pm. Upcoming events: Youth Chess Program for kids in grade 1st and up. 8 Saturdays beginning January 25th. 3pm-4:15pm at the Galgano Senior Building. Instructed by National Scholastic Chess Foundation staff. $165.00 per person. Minimum 10/Maximum 20 participants. Register on line or at the rec offices. �A trip to the Westchester Knicks game at the Westchester County Center is being planned for Wednesday, February 26th. Transportation and game tickets will be included for the 7pm start. This event is part of the Washington Irving Bicentennial celebration. Call us at 366-5109 if you are interested in attending. Spring programs: Planning on Tee-Ball for 4 & 5 year olds in April, a new Pickle ball program for adults also in April and save April 11th as the date for the Spring Egg Hunt at Douglas Park. Parks Items: I'm still working on the heating units at the platform tennis courts. The actual heaters were installed, however we are still organizing the propane heating plans. Thankfully, we haven't had any ice or snow that the heaters have been needed yet. Two new park benches were put together by our parks department and placed at the new playground at Douglas Park. Also, the parks staff has been busy putting together new picnic tables for all the parks. The new utility tractor for the parks department arrived last month and we are working on getting it registered and insured so we can start using it. I met with a second fence company at the lighthouse Friday to get some more ideas and prices to fix the fencing along the rails that are part of the structure and on the little bridge. The chicken wire needs to be removed. Other Items: I have been continuing to attend the Athletic Study Committee meetings up at the school. Members of the community that have an interest in our athletic programs are being educated on many different topics by the athletic director Michael Gullino. If our residents haven't done so already, they should create their own Community Pass account so they can register for rec programs on-line. This is done by going to the general registration Page/ https://register.communitvpass.net and then type in the name of our organization which is Village of Sleepy Hollow, NY. Reminder that the senior citizen bus goes shopping each Wednesday morning.
