                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
January 21, 2020 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York. '

Also Present:

Anthony Giaccio, Village Administrator
Anthony Bueti, Police Chief

Mayor Wray called the work session to order at 7:00pm.
SPECIAL SESSION
On a motion made by Deputy Mayor Rosenbloom and seconded by Trustee Leavy, the Board
moved to special session.
Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to formally
accept the resignation of Lieutenant Frank Hrotko. Motion passed 6-0.
Motion was made by Trustee Leavy, seconded by Trustee Scaglione to promote Sergeant
Stephen Dougherty to the rank of Lieutenant of Police at an annual salary of $140,226.61.
Motion passed 6-0.
Motion was made by Trustee Scaglione, seconded by Trustee Leavy to promote Police Officer
James Warren to the rank of Police Sergeant at an annual salary of $129,966.64. Motion passed
Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy to acknowledge
the Police Chiefs assignments of Sergeant Jared Kmiotek and Police Officer Antonio Guzzo to
the Detectives division. Motion passed 6-0.
Mayor Wray swore in the four police officers to their new positions.
On a motion made by Trustee Gebler and seconded by Trustee Leavy and carried unanimously
the Board came out of special session.

�LOSAP PRESENTATION: Bob Sagistano and Vincent Puleo of Hometown Firefighter
Services addressed the Board to discuss the LOSAP program. LOSAP stands for "Length of
Service Award Program". It is a way in which volunteer fireman and ambulance workers can
receive financial benefit for their service to the Village in an effort to retain and recruit
volunteers. Mr. Sagistano provided the Board with a handout that explained the program.
There are a variety of options that the Board can choice from and if the Board agrees to enter
into this program, it would have to go to a public referendum. Discussion ensued.
PUBLIC HEARING ON FLOATING ZONES: Discussion related to floating zones was
tabled to give the Village Board time to review comments made by the Planning Board.
SIDEWALK CAFE POLICY: Discussion related to sidewalk cafes was tabled.
AMEND STORM WATER MAPPING GRANT CONTRACT: The Board reviewed a draft
resolution to amend a contract related to a storm water mapping grant. The contract has to be
amended because the original company that was awarded the bid was acquired by another
company. The Board was amendable to approving this resolution.
BEEKMAN AVENUE SIDEWALK PROJECT: Mr. Giaccio informed the Board that plans
for the Beekman Avenue Sidewalk Project have been completed and are ready to go out to bid.
The Board will need to authorize soliciting bids for this project. Mayor Wray requested that this
item be on the next Board meeting agenda.
AFTER-SCHOOL PROGRAM COUNSELOR: The Board discussed a request made by
Recreation Superintendent, Matt Arone to hire an after-school program counselor. The Board
was amendable to approving this request.
ACKNOWLEDGE KIDS CLUB MILESTONE: Trustee Gebler informed the Board that the
Kids Club is been an organization for ten years and asked that the Board acknowledge this
milestone. During the ten years, the Kids Club has contributed over a million dollars into the
community. The Board thanked the Kids Club for the work that they do.
KAYAK RACK FEE: The Board discussed setting a rental fee for the kayak rack at Horan's
Landing. The Board agreed that $225 per season is an appropriate fee as recommended by the
Recreation Superintendent. Mayor Wray requested that this item be on the next Board meeting
agenda.
SPECIAL SESSION
On a motion made by Deputy Mayor Rosenbloom and seconded by Trustee Leavy, the Board
moved to special session.
Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve amending a
contract related to a storm water mapping grant. Motion passed 6-0.

�Motion was made by Trustee Gebler, seconded by Trustee Leavy to approve Daniel Durango to
the position of After-School counselor at a rate of $16.01 per hour. Motion passed 6-0.
Motion was made by Trustee Gonzalez, seconded by Trustee Scaglione to close the public
hearing on floating zones. Motion passed 6-0.
On a motion made by Trustee Gebler and seconded by Trustee Gonzalez and carried
unanimously the Board came out of special session.
At 8:45 the work session was adjourned.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Promoting Detective Sergeant, Steven Dougherty, to
Lieutenant of Police
Whereas, adequate supervision within any police agency is essential to its
efficient operations; and
Whereas, there is a vacancy in the position of Lieutenant; and
Whereas, Sergeant Stephen Dougherty has taken the competitive Civil Service
examination for the position of Lieutenant of Police and presently is on the Civil
Service Eligible List #78-093 for this position, ranking in the top three for this
position,
Whereas, the Chief of Police has recommended that Sergeant Dougherty be
promoted to the rank of Lieutenant of Police; and,
Whereas, the Village Trustees that interviewed the candidates for this position
concur with the Chiefs recommendation;
Now, Therefore, Be It Resolved that the Board of Trustees of the Village of
Sleepy Hollow hereby promotes Sergeant Stephen Dougherty to the rank of
Lieutenant of Police, from Civil Service Eligible List #78-093 and, said promotion
to become effective January 22, 2020, at an annual salary of $140,226.61 and
subject to a probationary period of twelve (12) to fifty two (52) weeks and the
approval of the Westchester County Department of Human Resources.

RESOLUTION OF THE BOARD OF TRUSTEES OF THE
VILLAGE OF SLEEPY HOLLOW PROMOTING POLICE OFFICER
TO SERGEANT OF POLICE
WHEREAS, proper supervision within any police agency is essential to its
efficient operations; and
WHEREAS, the Sleepy Hollow Police Department has a vacancy in the Sergeant
of Police position , and in order to maintain the efficiency of the Sleepy Hollow
Police Department operations this position should be filled; and
WHEREAS, Police Officer James D. Warren has taken the competitive Civil
Service examination for the position of Sergeant of Police and presently is on the
Civil Service Eligible List #77-705, ranking first place for the position, and
WHEREAS, the Trustees who participated in the interviews, along with the
Police Chief, have made the recommendation to promote Police Officer
James D. Warren to the position of Police Sergeant.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees hereby
approves the Mayor's appointment of Police Officer Warren to the rank of Police
Sergeant, from Civil Service Eligible List #77-705 and, said promotion to become
effective on Wednesday, January 22, 2020 at an annual salary of $129,966.64
BE IT FURTHER RESOLVED said promotion is subject to a probationary period
of twelve (12) to (52) fifty-two weeks and the approval of the Westchester
County Department of Human Resources.

BE IT RESOLVED that the Mayor and Board of Trustees of the Village of Sleepy
Hollow acknowledge the Police Chief's reassignment of a Patrol Officer, Antonio Guzzo
and a Sergeant, Jared Kmiotek to the Detective's Division, effective January 22, 2020
and the adjustment of their salaries per the PBA contract.

Hiring Part-time Recreation Staff
WEREAS, the Superintendent of Recreation, Matt Arone, properly advertised for this
part-time position and in order to keep the appropriate ratio of staff per after school
participant a vacancy must be replaced, and
WHEREAS, Mr. Arone has recommended that Daniel Durango of Irvington, NY, be
appointed to this position, after several satisfying references, qualifications and'
experience.
NOW BE IT RESOLVED that the Mayor and Board of Trustees of the Village of Sleepy
Hollow hereby approve Mr. Arone's recommendation of Daniel Durango, to be hired
effective January 20, 2020 at the hourly rate of $16.01, and be under the direct
supervision of Mr. Arone.

The After School program is in need of n e w staff m e m b e r s for the 2019-2020 school year due to s o m e
departures over the past year. In order to keep the appropriate ratio of staff per participant, we need to
replace vacancies.

I have been given directive by the village board to interview individuals for these

vacancies. I have interviewed and checked references for a candidate w h o is qualified and experienced.
He is a Sleepy H o l l o w High School graduate who just graduated college in D e c e m b e r and did his student
internship at village hall this past spring.

He also w o r k e d part-time for the police d e p a r t m e n t in the

s u m m e r as a park attendant.
Please submit the following after school staff a p p o i n t m e n t to the board of trustees for review and
approval.

Note that the salary/hourly rate listed has been sufficiently a p p r o p r i a t e d for in the 2019/20

after school budget. I intend the candidate to begin w o r k the week of January 20 , h .
