Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
March 24,2020 at 7:00 P.M. at Village Hall, 28 Beckman A v ^ u c , Sleepy HoHow, N e w a r k

Mayor Wray called the work session to order at 7:00 p.m.
MAYOR'S COMMENTS: Mayor Wray said that all residents should follow the Governor'*
orders as they apply to the Corona Virus outbreak. He asked thai everyone check on their
neighbors to make sure they are okay. Parks are closed except for walk through onlv and hult
pick-up has been suspended. Phelps Hospital is doing a meal train for medical staff to make sithey are well taken care of. The Mayor informed the public that due to the Corona Virus
outbreak, Board meetings will be conducted remotely using ZOOM. Mayor Wray announced
list of lood businesses that are available for curb side pick-up. The Census is stilldue April I.
SPECIAL SESSION
On a motion m a d e by Trustee Gebler and seconded by Trustee Scaglione, the Boa«J moyed to
speci&amp;i session.
Motion was made by Trustee G o , t ^ k v . seconded by Deputy Mayor Rosenbloom to close the
public hearing related to parking restrictions on Valley Street and Cortlandt Street Motion
passed 3-0.

Motion was made by Trustee Scaglione, seconded by Trustee Leavy to approve the attached
adjusted base proportions for homestead and non-homestead properties^Motion passed 5-0.

2020/2021 operating budget for April 7. 2020. Motion passed 5-0.
On a motion made by Trustee Scaglione and seconded by Trustee Gebler and carried
unanimously the Board came out of special session.

�MAYOR'S BUDGET: Mayor Wmy announced that the Mavors 2020/20, l 0 nerati~e fc,,^
has been submitted to the Board and available on the Village's website, i

calls for an increase to homestead properties of 3.6% and an increase of 7.4% f o r ' n o n W s t e - d
properties. Tins is a tentative budget and will be discussed with the entire Board ov'er "ft, ne
month. The final budget is due by the end of April.
STATUE ISLAND RFP: The Board was given a draft RPF to hire a desisn consultant for the

the County of Westchester to upgrade emergency equipment. The agreement is necessary
because the equipment will be placed on Village owned buildings and used by the Village's
emergency services. The Board was in favor of approving this agreement. Mayor Wray
requested that this item be on the next Board meeting agenda.
MAYOR'S COMMENTS: Mayor Wray thanked all the emergency .services dealing with the
Corona Vtrus outbreak and again encouraged everyone to follow the orders set bv the Governor
and to stay safe.
