Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday
April 21, 2020 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York '
The meeting was broadcast live. Residents could not attend in person due to the Covid-19
pandemic, but could attend by phone and video. The Village Board participated by video.

Mayor Wray called the work session to order at 7:00 p.m. Mayor Wray read the following
statement:
"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided at a later date. I
have also confirmed with our Village clerk that this meeting has been duly noticed by posting a
notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the
Journal News and the Hudson Independent newspapers, posting a copy on the Village's website,
and listing it on the Village's Facebookpage "
Roll call was taken and the following Village Board members responded "present":

PUBLIC HEARING - TAX CAP OVERRIDE: Mayor Wray read the public hearing notice on
the tax cap override and solicited comments from the public. There were no comments.
Motion was made by Deputy Mayor, seconded by Trustee Scaglione to close the public hearing
on the tax cap override. Motion passed 7-0.

"PETITION TO AMEND THE ZONING MAP OF THE VILLAGE OF SLEEPY
FOR REAL PROPERTY PRINCIPALLY LOCATED AT 193 BEEKMAN
AVENUE DESIGNATED ON THE TAX MAP OF THE TOWN OF MOUNT PLEASANT
AS SECTION 115.11, BLOCK 1, LOTS 84 &amp;85 FROM RF-RIVERFRONT
DEVELOPMENT DISTRICT AND C-2 CENTRAL COMMERCIAL DISTRICT TO
SPR-STRATEGIC PROPERTY REDEVELOPMENT FLOATING ZONE"

BE IT RESOLVED, by the Board of Trustees of the Village of Sleepy Hollow that a
public hearing will be held at 7:00 PM, or as soon as such hearing may be called thereafter, on
May 5, 2020, by Zoom videoconferencing on the "Petition to Amend the Zoning Map of the
Village of Sleepy Hollow for Real Property Principally Located at 193 Beekman Avenue
Designated on the Tax Map of the Town of Mount Pleasant as Section 115.11, Block 1, Lots 84
&amp;85 from RF-Riverfront Development District and C-2 Central Commercial District to SPRStrategic Property Redevelopment Floating Zone." The public will not be permitted to attend the
Village Board meeting at which the Public Hearing is held in person at any of the remote
locations where Village Board members will be situated or at any other location. The public will
have an opportunity to see and hear the meeting, including the Public Hearing, live and to
provide comments and questions at the Zoom videoconference Public Hearing; and
BE IT FURTHER RESOLVED, that the Village Clerk shall give due notice of this public
hearing in accordance with the Village Code and the provisions of the Municipal Home Rule
Law of the State of New York.
